The CICPC is working to reduce cybercrime, which, according to the official, has been increasing since the start of the Covid-19 pandemic.

If in doubt, Rico advises not to provide information and if you are the victim of a cyberscam, go and file a complaint with the CICPC.

In this regard, this week the head of the CICPC Computer Expertise Division, Pascual González, issued an alert to the population.

González indicated that the number of criminal acts is increasing “through the Marketplace e-commerce page and the theft of personal information by the WhatsApp instant messaging application.”

From the Computer Division of the police force, they indicated that the cases began to grow at the beginning of 2020, for which they have continued to investigate sales, particularly through Marketplace, which is operated from the Facebook social network.

This portal preferentially offers vehicles at very tempting prices, below the market. Cybercriminals and organized gangs are presumably behind such offers. In this sense, Pascual González recommends not “negotiating vehicles that are below the price or going to the site where they are quoted.” On the contrary, it urges citizens to go to the CICPC headquarters so that they can provide them with the necessary help.

Regarding the theft of information through WhatsApp, the modality used is a telephone call to the user, from national or international numbers, to ask them to deliver a verification code from this social network that reaches their phone. By doing so, attackers gain illegal access to WhatsApp and steal data or demand ransom money.

It is important to highlight that due to this increase in crimes linked to sales web pages, the CICPC’s Division of Computer Expertise created the web page https://delitosinformaticos.cicpc.gob.ve/, “in order for citizens to can report and request advice on this type of crime committed through various digital platforms.” There they highlight tips, prevention measures, information on new technological modalities of cybercriminals, in addition to the procedures to make complaints if necessary.

Douglas Rico, national director of the CICPC, reported through his Instagram network that three citizens who made up the gang “Los Crackers de Oriente” and various equipment used in criminal operations were captured.

The members of the gang frequently entered the “accounts of retired PDVSA workers to steal the cryptocurrencies that the victims had in the Patria application, a platform that works as a wallet for the national crypto asset El Petro.”

Sophisticated method to get the passwords

A PDVSA worker reported the disappearance of his funds from the Patria wallet and the authorities of the CICPC Computer Crimes Division carried out the corresponding investigations, detecting that the fraudsters obtained the private keys of the users and entered the accounts of the homeland platform.

Once they managed to enter, they transferred the cryptocurrencies by falsifying the identity documents, later, the hackers exchanged the cryptoactives for bolivars that they transferred to their personal bank accounts.

The director of the institution did not reveal how the cybercriminals managed to access the private keys of those affected.

It should be noted that the information indicated that some deceased retirees were also victims of this gang of fraudsters, which suggests that they had access to the database of the workers of the state oil company.

The detainees are at the order of the Public Ministry with the accusation of counterfeiting and fraud with cryptocurrencies. The official reported that the citizens are part of a criminal gang called “The Counterfeiters of Cryptoassets” and legally represent a company linked to the ecosystem of cryptoassets.

According to the information provided by Rico, the alleged fraudsters “introduced a false registration authorization in order to obtain capital through advice and deceit third parties” and carried out their activities “through the Telegram messaging application.”

Other crimes related to cryptocurrencies

This is not the only case that has been registered in Venezuela related to cryptocurrency scams. During 2021, the Venezuelan authorities have registered several events, and according to the firm Chainalysis, it is the seventh nation with the highest adoption of cryptocurrencies.

One of the cases reported by authorities occurred last October when the CICPC arrested two men for defrauding $ 133,000 through the bitcoin exchange Binance. Another similar event occurred, last May, when the judicial body arrested two citizens for defrauding $ 130,000 on the LocalBitcoins platform.

While in June another citizen was also captured for allegedly appropriating 7.9 Bitcoins, equivalent, at that time, to more than $ 300,000.

Due to the boom that this type of event has been registering, within the Caribbean country, the CICPC director urges the community to use “regular and previously verified channels to trade crypto assets, always safeguarding integrity and using platforms that guarantee security.”

Officials attached to the municipal delegation of San Juan de los Morros arrested the two subjects who were engaged in fraud and fraud with crypto assets through the cryptocurrency exchange application Binance.

The security forces identified those arrested as 21-year-old Leonardo Manuel Rodríguez Bolívar and 27-year-old Aarón Sinahe Yépez Paredes, who were involved in the cryptocurrency scam, as can be read in the official’s account.

Rico pointed out a third subject of the criminal gang named Wilker Alfredo Hernández Bolívar, 20 years old, “who is wanted and requested for various dishonest crimes and apparently is the one who engaged in the illegal transactions of the criminal gang for the purchases of crypto assets on the Binance platform.”

As described by the director of the Cicpc, the modus operandi consisted on the victims “receiving the alleged payments for the purchase of the cryptocurrencies and the people affected once they realized that said transaction was blocked, they were unable to identify the person who had already made the transaction”.

At the time of the capture of the two subjects, they found in his possession 1,133 dollars that came from the scams they carried out, a laptop where they made their transactions and two mobile phones; which will be subjected to computer expertise to determine the modus operandi of this criminal gang that used the asset purchase platform to commit crimes and enrich themselves illegally.

The CICPC division, through its account on the social network Instagram, warned about the existence of “false managers who only seek their own profit on the Patria platform and other electronic channels.” They completed the information with a series of recommendations to increase security.

Venezuelan institutions urged all Venezuelans not to share their personal data and to allow other people to carry out financial transactions with them. “We invite all those who handle crypto assets to make their movements through exchange houses authorized by Sunacrip.”

The exhortation of both institutions is framed within the policies that the State has been implementing to normalize economic activities related to cryptocurrencies, petro and digital mining.

Actions against organized criminals

Joselit Ramírez, Sunacrip National Superintendent, recently announced the signing of an agreement with the National Office Against Organized Crime and Terrorism Financing (Oncdoft) that aims to prevent the “misuse of digital platforms for illicit purposes”, and thus “strengthen the fight against organized crime and money laundering.”

On the other hand, Sunacrip is developing events throughout the national territory in order to promote proximity between the nation’s security forces and other institutions to to facilitate the coordination of actions on digital mining in the country.

The Scientific, Criminal and Criminal Investigations Corps (CICPC) is following in the footsteps of a 23-year-old Venezuelan for having simulated a kidnapping, and having also obtained funds in bitcoin.

The citizen Andrés Jesús Dos Santos Hernández is being sought by the authorities for having also stolen $ 1,150,000 in bitcoin, according to the director of the organization, Douglas Rico.

“Andrés Jesús Dos Santos Hernández (23) is wanted for money laundering and scam. He affected the economic assets of the victims for being a financial operator of the virtual currency Bitcoin,” said Douglas Rico, director of the body in his account in the social network Instagram.

The subject simulated a kidnapping where his captors allegedly forced him to enter the Binance platform. They would then have “forced” him to make transfers to different digital wallets, depleting all of the crypto assets in bitcoin.
