<p style="text-align: justify;">The fight against online disinformation includes a review of the advertising model of <strong>social platforms and networks.</strong></p>
<p style="text-align: justify;">“When the integrity of information is in the spotlight, so is democracy, which depends on a shared and <strong>fact-based perception of reality,”</strong> <strong>UN Secretary General Antonio Guterres</strong> told the press during the presentation of this code of conduct.</p>
<p style="text-align: justify;">The <strong>vulnerability of dat</strong>a to the promotion of technologies such as <strong>artificial intelligence (AI)</strong> has led the UN to launch this code of behavior as basic guidance in this area. The organization is committed to ensuring that<strong> these principles “are applied by the platforms, the media, governments and the United Nations itself.”</strong></p>
<p style="text-align: justify;">The <strong>UN has asked member states</strong> to <strong>refrain from circulating “false information and hate speech,</strong> and in particular that they reinforce measures to guarantee the integrity of information during electoral campaigns.”</p>

<p style="text-align: justify;">Among the conditions to participate is to be an innovative microenterprise that is active, preferably with less than a year of operation. It is also essential that their owners have approximately two hours a week to participate in training and counseling sessions, and have basic technological resources such as the internet, smartphone or computer, explains the shared information.</p>
<p style="text-align: justify;">Based on a methodology of the <strong>United Nations Development Program (UNDP), En Marcha Digital</strong> will offer for three months the opportunity to receive 100% free online training that will facilitate access to training processes, personalized advice, guides, videos and tools.</p>
<p style="text-align: justify;"><strong>En Marcha Digital</strong> is framed in the <a href="https://www.bancamiga.com/bancamiga-y-el-programa-de-las-naciones-unidas-para-el-desarrollo-suscribieron-memorando-de-entendimiento-para-impulsar-a-emprendedores/" target="_blank" rel="noopener"><strong>Memorandum of Understanding</strong></a> recently signed by <a href="http://www.bancamiga.com/blog" target="_blank" rel="noopener"><strong>Bancamiga</strong></a> and the <a href="https://www.undp.org/es" target="_blank" rel="noopener"><strong>PNUD</strong></a>, where the multinational organization will offer technical assistance for the transfer and execution of its business development methodologies: <strong>En Marcha Digital, Ruta de Entrepreneurship and the Program for the Development of Providers</strong>, which will allow training and advice to thousands of entrepreneurs in the country with audiovisual content and technological tools.</p>
<p style="text-align: justify;">In a first phase, <strong>Bancamiga and the UNDP</strong> will serve this year between 60 and 80 microentrepreneurs from at least 40 businesses in different regions of the country.</p>
<h3 style="text-align: left;"><span style="color: #000080;">A fully virtual training program</span></h3>
<p style="text-align: justify;">The executive <strong>president of Bancamiga, Ariel José Martínez Coujil,</strong> maintained that the COVID-19 pandemic has driven many economic initiatives towards digital, making it necessary to integrate technology into the workplace and accentuate its online presence in the market, always <strong>with innovation as a transversal axis to the business model.</strong></p>
<p style="text-align: justify;">“The program will be totally virtual and is based on a remote support methodology promoted by this international organization, through the innovation of the business model and its digital transformation. It seeks to help small businesses <strong>adapt to an increasingly changing environment, promote electronic commerce and prepare to be more competitive in a world where digital is becoming more and more important,&#8221;</strong> he said.</p>
<p style="text-align: justify;">The training is divided into a first theoretical component that includes four sessions of 16 hours per week. The second is made up of personalized consulting practices, where each of the participants applies the methodological tools in a real way simultaneously with the theoretical part. Two hours of weekly accompaniment is foreseen.</p>

<p style="text-align: justify;">The researchers decided to combine &#8220;<strong>statistical mechanics and information theory</strong>&#8221; to create this new <strong>virtual currency</strong>. The innovation will facilitate the transmission of “electricity without physical cables or network.</p>
<p style="text-align: justify;">The value of the stablecoin, linked to a physical asset such as electricity, will depend entirely on the utility granted to it and will be minted “<strong>through the contribution of a kilowatt-hour of electricity, plus a commission.</strong></p>
<p style="text-align: justify;">Electricity Stablecoin could be used in transactions just like the other stablecoins in the <strong>crypto market</strong> or “the energy could be extracted by burning it, also in exchange for a fee.”</p>
<h2 style="text-align: justify;">Smart contracts control the process</h2>
<p style="text-align: justify;">It is the first time a “hard-pegged” stablecoin, which can be traded “directly for a <strong>specific amount of a physical asset”.</strong> In the opinion of the researchers, electricity has both a fairly stable price and demand in the markets.</p>
<p style="text-align: justify;">Furthermore, the electricity that would be used to mint the currency would be sustainable. “Investors could mint <strong>E-Stablecoin</strong> in regions where electricity prices are low, and burn the tokens where electricity is more expensive.”</p>
<p style="text-align: justify;">With E-Stablecoin no “trusted centralized authority is required to hold or disburse the asset” because the entire process is designed to be controlled via smart contracts, with a decentralized data storage cloud.</p>
<p style="text-align: justify;">Researchers Murialdo and Belof described their creation &#8220;as a proof of concept&#8221; and admit that further advances are required for an <strong>E-Stablecoin</strong> that works with greater &#8220;speed, transfer <strong>entropy and scalability of information </strong>engines&#8221;.</p>
<p style="text-align: justify;">Additionally, they admit the need to optimize cloud storage or look for an alternative, however, their research has impact and theoretical implications, especially for the value that cryptocurrencies obtain.</p>

<p style="text-align: justify;">In the <strong>Ordinary Official Gazette No. 92 of 2021</strong>, <strong>Decree-Law 35/21</strong> of Telecommunications, Information and Communication Technologies and the Use of the Radioelectric Spectrum is included.</p>
<p style="text-align: justify;">This includes a legal standard of superior rank, thus being the first to be applied in the <strong>Cuban nation.</strong> Thanks to the regulations, there will be greater coherence and ordering in the <strong>current regulatory framework.</strong></p>
<p style="text-align: justify;">The new legal instruments also include:</p>
<ul>
<li style="text-align: justify;"><strong>Decree 42/21</strong> that approves the General Regulation of Telecommunications and Information and Communication Technologies.</li>
<li style="text-align: justify;"><strong>Decree 43/21</strong> Regulation on the Use of the Radioelectric Spectrum.</li>
<li style="text-align: justify;"><strong>Resolution 105</strong> Regulation on the National Action Model for Response to Cybersecurity Incidents.</li>
<li style="text-align: justify;"><strong>Resolution 107 of 2021</strong> Regulations for the Use of Radiocommunication Satellite Services.</li>
<li style="text-align: justify;"><strong>Resolution 108 of 2021</strong> Regulation of Interconnection, Access and Essential Installations of Telecommunications Networks</li>
</ul>
<p style="text-align: justify;">The director of regulations of the Ministry of Communications (Mincom), <strong>Wilfredo López,</strong> stressed that his objectives are to satisfy the <strong>general needs of the State</strong>, especially those related to security and national and civil defense in telecommunications matters.</p>
<p style="text-align: justify;">Likewise, it guarantees development and <strong>technological convergence</strong> and prioritizes the implementation of <strong>broadband networks</strong>, while defending the interests of citizens and ensuring access to services and constitutional rights; in particular the principle of equality, <strong>privacy and secrecy in communications.</strong></p>
