<p style="text-align: justify;">From Washington, however, they clarified that taxes on <strong>steel, aluminum, and copper</strong> will remain unchanged. That is, <strong>the EU &#8220;will continue to pay a 50 % rate,</strong> and the parties will discuss the security of the supply chains for these products.&#8221;</p>
<p style="text-align: justify;">EU President <strong>Ursula von der Leyen </strong>noted that the agreement allows for forecasting in a turbulent context so that <strong>companies in the region can plan and invest.</strong> &#8220;We are guaranteeing immediate tariff relief. This will have a clear impact on our companies&#8217; results. And<strong> with this agreement, we are ensuring access to our largest export market,</strong>&#8221; she emphasized.</p>

<p style="text-align: justify;">The measure is part of the <strong>CHIPS and Science Act, approved in 2022,</strong> which aims to <strong>&#8220;improve the technological competitiveness of the United States against China</strong> and includes more than $52 billion in incentives for domestic semiconductor production.&#8221;</p>
<p style="text-align: justify;">The NanoTech center will be located in the state capital, Albany, and will become a center <strong>specialized in “extreme ultraviolet (EUV) technology research and development</strong> and will be eligible for up to $825 million in federal funding,” Hochul said.</p>
<p style="text-align: justify;">It is the first of three research centers that will make up the federal consortium of the <strong>National Semiconductor Technology Center (NSTC).</strong></p>
<p style="text-align: justify;">The <strong>Department of Commerce</strong> has indicated that it expects the center to <strong>begin operations in 2025</strong>, following the preliminary agreement, which will allow them to accelerate the mass production of smaller and faster microchips.</p>

<p style="text-align: justify;">The proposed acquisition does not meet the <strong>notification thresholds set out in the EU merger regulation,</strong> and could not be notified in any <strong>Member State, but Belgium, France, Italy, the Netherlands, Poland, Spain and Sweden</strong> submitted initial referral requests based on the provision of the rule that allows them to request the Commission to examine a concentration that does not have a Community dimension but <strong>affects trade within the single market</strong> and threatens to significantly affect competition in the territory of the countries making the request.</p>
<p style="text-align: justify;">Other countries from the <strong>European Economic Area</strong> had the opportunity to join the original referral requests and subsequently the <strong>Czech Republic, Denmark, Finland, Ireland, Luxembourg, Portugal, Romania and Slovakia</strong> joined the initial requests. This is the second time that the Commission has accepted referral requests.</p>
<p style="text-align: justify;">Based on the information available to the<strong> Commission</strong> at this early stage, and without prejudice to the outcome of its full investigation, <strong>Brussels considers that the transaction meets the referral criteria</strong> in accordance with the regulation.</p>
<p style="text-align: justify;">The Community Executive has asked Qualcomm to notify the transaction, which cannot be carried out without the authorization of the Commission, a merger that can combine two of the main suppliers of <strong>V2X semiconductors, a key technology to improve road safety, traffic management and reducing carbon dioxide (CO2) emissions,</strong> as well as for the deployment of autonomous vehicles.</p>
<p style="text-align: justify;">In this sense, Brussels considers it important to guarantee that customers such as original equipment manufacturers or infrastructure managers maintain access to V2X technology at competitive prices and conditions.</p>

<p style="text-align: justify;">The proposal, which has gone ahead by 179 votes in favor and 13 against, will<strong> increase the tax reductions to 15 % from the current 8 % for large companies that invest in production plants,</strong> while, in the case of small and medium-sized companies, this bonus will be 25 % compared to the previous 16 %. In this way, the main beneficiaries of the so-called <strong>&#8216;K-Chips Act</strong>&#8216; will be <strong>Samsung Electronics and SK Hynix.</strong></p>
<p style="text-align: justify;">Through these new incentives, South Korea hopes to<strong> unseat Taiwan as the leader in the manufacture of microchips,</strong> as well as promote its own industrial capacities in a sector with high added value and key in the Asian country&#8217;s exports. In fact, foreign sales of the technology sector represented 12 % of total exports in February.</p>
<p style="text-align: justify;">This initiative is inspired by the <strong>US &#8216;CHIPS and Science Act&#8217;, approved by Congress at the end of July last year,</strong> and is endowed with 50,000 million dollars (49,982 million euros) for semiconductor manufacturers to build plants on the ground of the first world economy. &#8220;The <strong>United States</strong> must <strong>lead the world</strong> in producing these advanced chips. This law will do exactly that,&#8221; <strong>President Joe Biden said</strong> at the time.</p>
<p style="text-align: justify;">Likewise, the plan included <strong>80,000 million dollars</strong> (73,571 million euros) to <strong>promote innovation and research</strong> with the aim that the US does not lose technological and industrial <strong>supremacy in favor of China.</strong></p>

<p style="text-align: justify;">The factory will include, in <strong>2042</strong>, <strong>five high-tech facilities,</strong> in addition to another 150 companies specializing in <strong>materials, components and foundry</strong> without a factory (&#8216;fabless&#8217;). The plant will be built close to existing ones owned by <strong>Samsung Electronics itself and SK Hynix.</strong></p>
<p style="text-align: justify;">&#8220;The<strong> mega-complex</strong> will cover the <strong>entire semiconductor value chain,&#8221;</strong> the Korean Ministry of Commerce, Industry and Energy said. &#8220;The government will implement the <strong>necessary measures to position ourselves as leaders</strong> in the semiconductor industry without prejudice to cooperating with the private sector,&#8221; he added.</p>
