<p style="text-align: justify;">The state of Louisiana announced <strong>new regulations</strong> according to which “the adoption and use of any CBDC is prohibited, <strong>even if issued by the FED or any federal agency</strong>. It also prohibits residents and businesses from participating in tests with these assets.”</p>
<p style="text-align: justify;">In this sense, residents must comply with the <strong>regulations for cryptomining, a</strong>n activity that is <strong>prohibited for</strong> <strong>foreigners,</strong> with a period of one year to close their operations. If they do not comply with the provisions, they will be subject to <strong>“legal action by the local prosecutor&#8217;s office</strong> with penalties of up to<strong> USD 1 million or 25% of the value of the operators&#8217; assets.”</strong></p>
<p style="text-align: justify;">The new law that will govern in Louisiana is part of the <strong>Blockchain Basic Law</strong> at the state level and<strong> allows trading in cryptocurrencies.</strong> “People and companies are free to use <strong>digital assets to pay for legal goods and services,</strong> as well as to use specialized hardware or software for their custody.”</p>
<p style="text-align: justify;">“As for crypto <strong>mining activities,</strong> the law allows residents to conduct these types of activities <strong>in their homes</strong> as long as they do not violate noise <strong>regulations,”</strong> but they must be US citizens.</p>
<p style="text-align: justify;">Companies that are in the crypto mining market must stick to industrial zones under local ordinances. Authorization includes <strong>operating nodes or participating in staking systems.</strong></p>

<p style="text-align: justify;"><strong>Michiel Hoogeveen,</strong> the Dutch MEP responsible for the dossier, stressed the importance of this decision for consumers and businesses, noting that it eliminates the waiting of several working days to access funds. In a statement, he hailed the benefit of transferring money in a matter of seconds at any time of day.</p>
<p style="text-align: justify;">The new regulations ensure that instant transfers are processed immediately, regardless of when they are made, ensuring that the money reaches the recipient in less than ten seconds. In addition, the payer must receive a notification within this period confirming the execution of the transfer.</p>
<p style="text-align: justify;">These regulations also stipulate that the <strong>cost of instant transfers</strong> may not exceed that of normal euro transfers, both to the sender and to the receiver.</p>
<p style="text-align: justify;">In terms of security, measures will be implemented to improve fraud detection and prevention, preventing funds from being misappropriated by mistake or fraud. <strong>Payment providers</strong> shall provide customer verification services free of charge, and in the event of <strong>discrepancies</strong> between the name of the sender and the holder of the receiving account, corrective action, including compensation for financial loss, shall be taken.</p>
<p style="text-align: justify;">In addition, banks and payment providers should verify whether their customers are sanctioned or subject to anti-money-laundering and <strong>anti-terrorist financing measures.</strong></p>
<p style="text-align: justify;">Once in force, EU countries will have one year to implement these <strong>new rules, marking</strong> a milestone in the facilitation of <strong>financial transactions</strong> in the region.</p>

<p style="text-align: justify;">The regulatory body establishes that October 8 is the <strong>deadline</strong> for all crypto companies to be registered in its <strong>financial promotions&#8217; regime.</strong></p>
<p style="text-align: justify;">The FCA has made all the pertinent calls and contacts with <strong>crypto companies</strong> in order for them to comply with the new regime of<strong> financial promotions in the country.</strong></p>
<p style="text-align: justify;">By the deadline, all companies in the crypto sector must have their <strong>regulatory permits</strong> after having completed the necessary procedures before the FCA.</p>
<p style="text-align: justify;">The entity clearly establishes that &#8220;in the event of <strong>refusing to comply,</strong> those responsible for the crypto companies in question will resort to a <strong>criminal offense&#8221;</strong>, with a penalty of two years in prison.</p>
<p style="text-align: justify;">Also, according to the <strong>FCA,</strong> the <strong>requirements</strong> that companies must meet to legally offer cryptocurrencies in the United Kingdom can be summarized in<strong> four:</strong> “first, an <strong>authorized person</strong> communicates the promotion to potential investors; second, an unauthorized person communicates the <strong>promotion,</strong> but an authorized person finally approves it; third, an FCA-registered crypto business communicates the promotion to any potential investors, and the latter option facilitates the promotion by <strong>fulfilling the conditions</strong> of an exemption in the <strong>Financial Promotion Order.”</strong></p>
<p style="text-align: justify;">Any <strong>promotion made outside the rules</strong> &#8220;will be in breach of section 21 of the <strong>Financial Services and Markets Act 2000 (FSMA)</strong>, which could also mean up to 2 years in jail, a fine or both.&#8221;</p>

<h2 style="text-align: justify;">Twitch: Focused on user health</h2>
<p style="text-align: justify;">The company, in its statement, stated that it will use these criteria to especially analyze misinformation about <strong>health </strong>and conspiracies related “to <strong>dangerous treatments or Covid-19,</strong> as well as disinformation promoted by conspiracy networks linked to violence, among other recurrent topics.”</p>
<p style="text-align: justify;">&#8220;We have selected these criteria because, taken together, they create the greatest risk of harm, including inciting harm in the real world,&#8221; and said it would only block users who meet those three criteria.</p>
<p style="text-align: justify;">Twitch also indicated that it will continue to take <strong>action on misinformation targeting</strong> specific communities in accordance with the “<strong>Harassment and Hateful Conduct Policy”</strong> and will continue to adjust security conditions according to misinformation trends and misbehavior.</p>
<p style="text-align: justify;">On the other hand, the platform urges the members of its community to report users who engage in the activity of placing in danger to the rest of the community members through an email indicating the name of the account and any evidence that supports the complaint.</p>
