<p style="text-align: justify;">He detailed that an “<strong>exceptional legal framework</strong> has been established that provides the<strong> necessary incentive</strong> to invest in the region,” including <strong>projects</strong> under development through <strong>partnerships with other nations, such as “a fully operational sunflower oil processing plant, a fish processing plant,</strong> and a <strong>toy factory</strong> with an initial capacity of approximately 50,000 toys per month.”</p>
<p style="text-align: justify;">Terán also mentioned<strong> agreements already signed with two factories: one for fiber optics and another for yarns and fabrics.</strong> “In that context,” he announced, “the largest wheat processing plant in Latin America will be inaugurated soon.”</p>
<p style="text-align: justify;">Through the <strong>“La Guaira Emprende Plan,”</strong> regional authorities have <strong>activated “the commercial and tourism sector, for the enjoyment of both residents and visitors.”</strong></p>

In this regard, the president emphasized that these consultations seek to <strong>“strengthen and transform each of Venezuela’s communities through coordinated work with popular and communal power.”</strong></p>
<p style="text-align: justify;">In a message posted on his <em>Telegram</em> channel, the Venezuelan president celebrated the high citizen participation in these consultations, indicating that there are <strong>already more than 2,500 Assemblies of Popular and Communal Power;</strong> “This is a step forward ‘towards<strong> a new system of direct and neighborhood democracy,’”</strong> he added.</p>
<p style="text-align: justify;">The popular consultation is considered a mechanism of direct democracy that allows organized communities to <strong>define local priorities</strong> and &#8220;channel proposals for their implementation, within the framework of a <strong>territorial governance strategy</strong> promoted by the Executive branch.&#8221;</p>

<p style="text-align: justify;">The president emphasized that the South American nation is moving towards <strong>a model based on national production, self-sufficiency, and monetary sovereignty,</strong> and insisted: “The foreign currency that the country manages today is national; it belongs to all the Venezuelan people. <strong>We have established a new economy and are achieving important milestones: domestic production, national supply, a functioning commercial system, and technological advancement.”</strong></p>

<p style="text-align: justify;">Maduro said: <strong>&#8220;Venezuela will soon have its own artificial intelligence, sovereign, national, Venezuelan, coordinated by the world, but fueled by us</strong>,&#8221; during a visit to a school to mark the start of the new 2025-2026 school year.</p>
<p style="text-align: justify;">Although the Venezuelan president <strong>did not provide further details</strong> about the announcement or specify a date for when Venezuela will have its AI, he referred to it as <strong>a positive step forward for the nation.</strong></p>
<p style="text-align: justify;">In November 2024, the president urged action in education so that <strong>the country knows how to &#8220;manage AI at the highest level</strong>, through alliances with <strong>strategic allies such as Russia and China.&#8221;</strong></p>
<p style="text-align: justify;">According to Maduro, <strong>AI and new technologies should be studied in all university programs</strong>, &#8220;and he highlighted their application in fields such as <strong>medicine, engineering, design, and political science,&#8221;</strong> among others.</p>
<p style="text-align: justify;">An important piece of information related to this announcement is the <strong>signing of a memorandum of understanding last July with the Chinese company iFlytek for the joint development of AI technologies.</strong></p>
