The exchange platforms with operations in the country recently created the National Association of Cryptocurrency Exchange Houses and Related Activities, Acincrip, which seeks to replace Sunacrip.

This is a new association that “was born with the intention of strengthening the institutionalization of the Venezuelan crypto ecosystem.”

Through a statement, Acincrip highlighted that its goal is to “contribute to the development and construction of a safe and reliable environment so that users, entrepreneurs and supervisors can contribute technology and knowledge for the development of the national economy.”

Likewise, the Fair Directive of the entity declared that they work together with the competent authorities to create a regulatory and operational framework that allows the good development of companies in the Venezuelan cryptocurrency ecosystem.

Acincrip is a non-profit association that emerged after the intervention by the Venezuelan government of the National Superintendency of Cryptocurrencies and Related Activities (Sunacrip), which is still under the “tutelage of the Restructuring Board chaired by Dr. Anabel Pereira according to Presidential Decree No. 4,865 published in the Official Gazette No. 42,717. That said, it should be noted that all organizations registered with Acincrip are still licensed and under the supervision and control of Sunacrip.”

Eleazar Colmenares, CEO of Cryptobuyer Venezuela, is the president of Acincrip, which groups all active crypto exchanges in the country. The association has the operational and technological capacity to strengthen the Venezuelan crypto ecosystem, which provides “a transparent, regulated and legal service to all cryptocurrency users in Venezuela while providing employment, contributing to the growth of the economy, and offering investment tools and means of payment.”

The substitute directors are Luis Alberto Pérez González, Pavel Javier García Sandoval, Carlos Eloy Pirela Méndez and Edgardo Alfonzo Toro Carreño.

Among the responsibilities of the Sunacrip restructuring board are to exercise all functions and activities related to the restructuring process of the National Superintendency of Cryptoassets and Related Activities (Sunacrip), develop the institution’s Restructuring Plan, and implement said plan addressing all organizational, functional and operational aspects of Sunacrip, establishing guidelines for its improvement, reorientation or correction, as appropriate.

The PetroApp is restoring its functions, as is the Patria System. However, there are discrepancies in the funds of some wallets.

Sunacrip faces controversy over the disappearance of more than 3,000 million dollars. Joselit Ramírez, superintendent of crypto assets, was arrested, and Tareck El Aissami, former oil minister, resigned.

These advances in transactions with the Petro occur after three months of blocking. During this time, users were left with stagnant funds and the coin lost value. Despite the recovery of the system, some report devaluation of the currency.

The PetroApp allows access to the funds, but they can only be sent to the Patria platform for withdrawal to a bank account. CryptoLand points out that the amounts reflected in the wallets do not match those prior to the deactivation.

In summary, Petro users have reported the reestablishment of transactions after the intervention of Sunacrip. Although discrepancies persist in the funds and the currency has experienced devaluation, progress has been made in the recovery of the functions of the platforms involved.

Through social networks it was learned that, during a meeting that took place last week, both organizations agreed to tighten the supervision mechanisms on movements that involve digital assets.

All this arises due to some “irregular practices” that could be carried out and that “attack” against the local currency, the digital bolivar as well as the stability of the exchange market.

This is how Sunacrip will monitor “real time” operations. Although they do not clarify it in their statement, this possibly responds to the growth in the adoption of the bitcoin ecosystem and cryptocurrencies in the Caribbean nation.

The regulatory body issued the standard with the purpose of complying with the recommendations of the Financial Action Task Force (FATF) on the “fight against money laundering, the financing of terrorism and the proliferation of weapons of mass destruction, through the use of cryptocurrencies.”

The first FATF recommendation assumed by Sunacrip is related to new technologies and indicates that “countries and financial institutions must take adequate measures to manage and mitigate the risks of virtual assets.”

While the second recommendation is the so-called “Travel Rule” and establishes that Virtual Asset Service Providers (VASPs), as well as cryptocurrency exchanges, have a duty to “collect and share the personal data of their clients when executing superior transactions. at $1,000.”

The published ruling refers to “exchanges, wallets and P2P exchange platforms, smart contract developers, ATMs, contactless solutions, services that use or develop big data, artificial intelligence cloud computing, prepaid virtual cards, among others.”

Binance could be affected by Sunacrip

Users who could be impacted by Sunacrip’s measures are those who use the Bitcoin cryptocurrency and those who exchange crypto assets through Binance, since this platform is not authorized by the Venezuelan regulatory body.

The published document does not specify the type of sanctions that the entity would apply to those affected. However, the country has laws that stipulate a series of “sanctions for those who commit violations due to lack of authorization.”

Such is the case of the decree law on organized crime, which article 42 states: “those who operate or carry out any type of activity related to the constitution, issuance, organization, operation and use of crypto assets or sovereign crypto assets, including mining, without the due authorization from the governing body to be sanctioned with a fine”.

Said fine could range from 100 to 300 petros, the cryptocurrency created by the Venezuelan government, which represents approximately between 6,000 and 15,000 dollars.

The information was provided by the regulatory body on its website, highlighting that “now all Venezuelans will be able to make their purchases with the PetroPago option in the Canguro store chain.”

As will be remembered, at the end of March, the Superintendent of Crypto Assets of Venezuela, Joselit Ramirez, reported on the “multiple commercial operations” that could be carried out in the country using the PetroApp payment platform, which mainly handles the “Petro state token”.

Some publications point out that currently there are few Venezuelans who use the Petro cryptocurrency as a means of payment, preferring other cryptos such as bitcoin and tether to acquire goods and services.

Establishments that accept Petro increase

In 2018, the Venezuelan government launched its own cryptocurrency called Petro, which is backed by the oil of the Caribbean country. Since its launch, different advertising campaigns and operational strategies have been developed to encourage its use, which has been happening slowly but progressively.

In the month of March, the cryptocurrency takes a new boost when the government launched the platform “Petro-App for devices with Android operating system, with which Petros can be transferred and used for trading”. In this way, the use of currency is being promoted and establishments that accept it as a form of payment are added.

The state airline Conviasa, in the same month of March, included cryptocurrency as a form of payment on its flight from Caracas to the Felipe Ángeles International Airport (AIFA) or “Santa Lucía”.

While the new airport in Mexico also included the Petro as a payment method for its flights, which makes it a cryptocurrency with acceptance not only in Venezuelan businesses; but also internationally.
