Sánchez announced Spain’s decision during his participation in the World Government Summit in Dubai. The president added that his country “has focused on digital governance as a central issue of our era that must be addressed globally in the face of the failed state into which the social media ecosystem has devolved, where laws are ignored and crimes are tolerated.”

He also referred to the “lack of governance in content control and impunity for those who violate the law, the spread of disinformation and hate speech, and the lack of protection of personal data and material as serious dangers that challenge the protection of rights and freedoms and distort reality, particularly for minors who have integrated the use of social media into their daily lives.”

The priority is the protection of minors, in addition to greater control over social media. This will be reinforced by the Executive’s push to include in the penal code the manipulation of algorithms and the amplification of illegal content. This will be a joint effort with the Public Prosecutor’s Office “to prosecute potential legal infractions by Google, TikTok, and Instagram and will defend Spain’s digital sovereignty” against any type of foreign coercion.

Regarding the plan, the NYSE detailed that the platform they are working on will allow the on-chain trading and settlement of stocks and other financial instruments.

However, the entity must obtain the corresponding regulatory approvals. In any case, the statement issued last week specifies that the system will enable 24/7 trading with near-instant settlement.

It will also include shares and equity stakes linked to the crypto sector, such as Circle shares, and will allow funding via stablecoins. Investors will be able to use stable digital assets to trade traditional securities.

The exchange left open the possibility of a multichain approach, with post-trade systems capable of operating on different blockchain networks for custody and settlement.

According to the announcement made on Monday, November 10, the new BCB regulations will take effect in February 2026 and will focus on controlling international transfers of virtual assets, subjecting them to the existing legislation for the foreign exchange market.

“In addition, there will be a limit equivalent to US$100,000 for transactions carried out with companies that are not duly registered as operators in the national foreign exchange market,” according to the regulatory body.

Furthermore, it is anticipated that companies operating in these virtual markets in the South American country “must have a minimum capital of between 10 and 37 million reais (US$1.8 million), depending on the area in which they operate, and have proper legal representation in the country.”

It is important to note that the Central Bank of Brazil has set a nine-month deadline, starting from the date the regulations come into effect, “for companies already operating in the national virtual currency market to adapt to these requirements.”

According to the Financial Times, the restructuring of the financial supervision framework in the bloc, to be presented next month, envisions “granting the European Securities and Markets Authority (ESMA) direct power to supervise both traditional stock exchanges and cryptocurrency exchanges operating in the 27 countries of the European Union.”

ESMA would then oversee Crypto Asset Service Providers (CASPs), trading platforms, and other financial infrastructure focused on crypto trading. It would also have the capacity to “resolve disputes between asset managers, a function that is currently fragmented among national regulators.”

According to Verena Ross, ESMA’s chairperson, this proposal aims to end the fragmentation of the European market and “move towards a unified capital system, strengthening coherence between the various national regulatory frameworks.”

The cryptocurrency trading regulation project is a response to the regulatory vacuum identified after the launch of the Markets in Crypto-Assets (MiCA) Act, which came into effect in December. 2024.

During the meeting, various advantages the Asian country has in the context of cryptocurrencies were highlighted, such as its “abundant hydroelectric and geothermal resources that could be used to power Bitcoin mining operations.”

On the other hand, the Bitcoin Indonesia group presented government officials with “long-term price projections, such as the one by Michael Saylor, who predicts that Bitcoin could reach $13 million by 2045 in a base case scenario, and up to $49 million in a bull case.”

Such a decision must be carefully considered, considering that Indonesia is the world’s 16th largest economy, with a GDP of around $1.4 trillion and a population of over 280 million. A Bitcoin reserve “could serve as a diversification tool in an increasingly uncertain global macroeconomic environment.”

Regulatory contradictions

(Reference image source: Erling Løken Andersen on Unsplash)

However, it is worth remembering that the country maintains a restrictive stance regarding cryptocurrency payments. Specifically, it has banned its use as a means of payment since 2017, “and recently the Ministry of Finance has doubled the tax burden on traders and miners.” In addition, the Income Tax on cryptocurrency sales on local exchanges increased from 0.1 % to 0.21 %, and the fee for foreign exchanges increased from 0.2 % to 1 %. Mining companies, meanwhile, face a VAT that increased from 1.1 % to 2.2 %.

The regulations, approved by ASFI, were implemented on Tuesday, July 8, representing “an important moment in the modernization of the Bolivian financial system.”

The regulations outline the requirements and procedures for the “establishment and operation of so-called Financial Technology Companies (FTCs), including those operating in cryptocurrency, digital payments, remittances, and electronic loans.”

According to Espinoza, Resolution 540/2025 gives effect to the Supreme Decree enacted last May, which introduces concepts such as tokenized assets and blockchain technology, previously absent from Bolivian financial legislation.

The objective of this measure is to consolidate “a modern, inclusive, and regulated financial ecosystem that allows both public and private providers to enter the technological field with legal certainty.” The regulations apply to companies incorporated in the South American nation, as well as to foreign companies operating through partnerships with local entities.

This is a bitter court battle, in which Ripple has been accused since 2020 of conducting unregistered securities offerings through its XRP sales. The agreement sets a precedent for the industry in the country, given a regulatory landscape that is expected to become stricter.

Ripple has agreed to pay the fine, according to Stuart Alderoty, the company’s chief legal officer. The figure is much lower than the initial $125 million. According to the executive, there will be other specifications that Ripple must meet. The company will also “request the Court to lift the standard injunction previously imposed at the SEC’s request.”

The resolution announced this Tuesday was in favor of the parties, who “agreed to withdraw their respective appeals, which definitively closes the case without further legal disputes.”
