<p style="text-align: justify;">Mulino explained in his weekly press conference on Thursday, April 24, that so far this month <strong>only &#8220;73 migrants have crossed the Darién River on their way to North America, compared to 194 who had done so in March, or 29,259</strong> who did so in <strong>April of last year</strong>, which represents a <strong>99.7 % drop compared to 2024.&#8221;</strong></p>
<p style="text-align: justify;">He referred to the closure of the Darién as part of <strong>Panama&#8217;s migration policy</strong>, &#8220;a policy that has been implemented with great effort.&#8221; According to<strong> official data, 2,904 migrants have crossed the area so far in 2025,</strong> &#8220;compared to more than 126,000 during the same period last year.&#8221;</p>
<p style="text-align: justify;">Regarding the <strong>reverse flow</strong>—that is, those who return due to US immigration measures—Mulino indicated that the figure is <strong>7,757: &#8220;2,319 so far in April, compared to 2,804 in March.&#8221;</strong></p>

<p style="text-align: justify;">The objective of this regional alliance, open to new participants, is to design concrete <strong>policies and actions to fight organized crime.</strong></p>
<p style="text-align: justify;">“The Alliance, in which <strong>Ecuador will hold the first pro tempore presidency,</strong> will have a steering committee, a <strong>technical secretariat in charge of the IDB and three working groups that will promote policies</strong> and concrete actions and define metrics.”</p>
<p style="text-align: justify;">The working groups will focus on the three pillars of the initiative: <strong>“protecting vulnerable populations, strengthening security and justice institutions, </strong>and reducing illegal <strong>financial markets and flows.”</strong></p>
<p style="text-align: justify;">The Alliance for Security, Justice and Development will have the <strong>support of at least 11 organizations,</strong> such as the Organization of American States<strong> (OAS)</strong>, the International Criminal Police Organization <strong>(Interpol)</strong> and the World Bank <strong>(WB).</strong></p>

Gelabert Airport,</strong> better known as the Albrook terminal, where after a documentary search they boarded the aircraft, which departed shortly after 06:00 local time (13:00 CET).”</p>
<p style="text-align: justify;">In the case of <strong>Venezuelan migrants,</strong> who have crossed the Darién jungle in their desire to reach, mainly, the United States, the Panama Immigration office indicated that <strong>at this time they do not have authorization to make any movement towards Venezuela.</strong></p>
<p style="text-align: justify;">This situation arises because Panama&#8217;s diplomatic relations with Venezuela are on hold following the crisis in the South American country following the elections on July 28.</p>
<p style="text-align: justify;">The authorities have indicated that <strong>after receiving primary care at official posts, Venezuelans “are allowed to continue</strong>, with the flow controlled,” their trip to the United States.</p>

<p style="text-align: justify;">According to migration data, <strong>520,000 people, mostly Venezuelans, crossed the Darién jungle in 2023.</strong> The Panamanian government has been forced to provide assistance to these migrants. Official figures determine that in the<strong> first quarter of 2024 more than 110,000 people have crossed this area.</strong></p>
<p style="text-align: justify;">Mulino had announced on April 16, in a campaign walk, his intention to “close” the Darién, the jungle border of 266 km in length and 575,000 hectares in surface, which in recent years has become a corridor for the migrants from South America trying to reach the United States.</p>
<p style="text-align: justify;">Mulino, who is due to take command in Panama on July 1, had already spoken about closing Darién during his campaign. Now, on this delicate matter, he added: “So that those from there [in South American nations] and those who would like to come here know, that whoever arrives here will return to their country of origin.”</p>

<p style="text-align: justify;">In a statement issued by the AMP, it was revealed that the Panama Ship Registry experienced significant net growth in <strong>2023.</strong> With the addition of 83 new ships, representing 7.2 million GRT, the register maintained a retention rate of 29%. This growth is supported by data collected by the <strong>AMP&#8217;s</strong> own database.</p>
<p style="text-align: justify;">A relevant detail is that more than half of the boats added to the <strong>Panamanian registry</strong> last year, specifically 56.7%, are less than 15 years old, boasting an average age of only 4 years.</p>
<p style="text-align: justify;">In a decisive action to maintain the quality of its fleet, the AMP automatically cancelled 161 ships during 2023. These vessels totalled <strong>1.2 million GRT</strong> and had an average age of 17 years. Of these, 78 were related to unreported and unregulated fishing.</p>
<p style="text-align: justify;">Since its inception in 1925, the Panamanian registry has climbed to market leadership since the <strong>1990s.</strong> Its economic impact is significant, with direct or indirect revenues ranging from $125 million to $150 million per year.</p>
<p style="text-align: justify;">The Panama registry is characterized by being an open system, which does not impose nationality or residency restrictions on <strong>boat owners.</strong> This model has been key to its success and to consolidate its leadership in the international maritime sector.</p>
