A new measure that prevents the entry into Venezuela of citizens with an expired passport was announced by the Government of the Latin American country.

According to a statement, Venezuelan citizens who must enter the country by air must have a valid passport. The restriction applies to people with dual nationality, since the validity of the document authorized for the other country will not be considered.

Latam Colombia informed its clients about the new regulation, which affects dozens of Venezuelans from different countries. According to a statement on their X account, “in case they do not have a valid Venezuelan passport, (Venezuelan nationals) must request a ‘Travel Document’ from the Venezuelan Consulate or Embassy accredited abroad and register it with the airline at least 72 hours before boarding.”

Venezuelan authorities also reported that boarding will not be permitted for “Venezuelans with a Venezuelan identity card, even if it is valid.”

The airline had to inform its Venezuelan passengers who had purchased tickets between September 27 and October 1 that they should consult the options for free exchange or refund in the My Trips section of Latam.com.

It is important to note that through its official website, the Ministry of Foreign Affairs published the requirements for adults and children that Venezuelans must complete in order to obtain a safe-conduct pass that allows them to enter the country, 72 hours before their flight.

Before the members of the organization, Valecillos read the proposal that encompasses seven aspects to be addressed by the national government to boost the economy.

The document, which was also sent to the Vice Presidency of the Republic, the Ministry of Commerce and the Seniat, establishes:

• Transition to a market economy: To this end, Consecomercio proposes that the prices of goods and services be exempt from regulations and be defined by the law of supply and demand.
• Reduce inflation: By reducing the fiscal deficit, inflation can be lowered. This would require a reduction in public spending by the State and a rational increase in tax collection.
• Labor reform to recover the purchasing power of workers: In this regard, it is urgent to adapt the current Labor Law (Lottt) to current times. The generation of a “real and appropriate” income for workers must be prioritized, with an increase in national productivity. Likewise, mechanisms that generate jobs in the private sector are necessary.
• Change in fiscal policy: It must be based on the “expansion of the tax base and the elimination of unnecessary taxes: which allows expanding the national tax base and bringing formality to all economic activities in the country.” The organization proposes to review the legal framework of the tax sector; considering that the people “who should not contribute to the State are the people who live exclusively on pensions and retirements.”
• Reactivation of bank credit: Especially aimed at consumption, according to the agency, to help Venezuelans recover purchasing power, which has been reduced by low salaries.
• Adjust the size of the State to that of the economy: The size of the state does not match the size of the economy, which currently maintains unsustainable expenses. “This State must be adapted to what can be paid for with the real income of the treasury and the companies under the control of the State must be returned to the private sector, so that they go from being a burden to being a source of taxes,” the document states.
• Restore the autonomy of the Central Bank: The entity must recover its essence and its powers, free of political-partisan influences. The Central Bank of Venezuela must once again be an autonomous and independent entity, with a monetary policy aimed at economic stability without inflation; to provide benefits to workers, employers and the Government.

The measure was published in the Extraordinary Official Gazette No. 6,608 of this Tuesday, December 29.

Article 3 indicates that until April 30, 2021, payment of Import Tax, Value Added Tax (VAT) and Fee for determination of the Customs Regime is exempted in the terms and conditions provided in this Decree, to definitive imports of personal property, new or used, as applicable, carried out by the organs and entities of the National Public Administration, as well as those carried out with their own resources, by natural or legal persons, classified in the tariff codes, indicated in the Appendix I that is an integral part of this Decree.

According to article 4, the payment of the Value Added Tax is exempt, and the rate of 2% or 0% ad valorem will be applied, as appropriate, by virtue of the provisions of articles 8, 10, 11 and 12 of the Customs Tariff. Customs, to definitive imports of capital goods, computer and telecommunications goods, their parts, pieces and accessories, not produced or with insufficient production in the country, for first use, identified as BK or BIT, in column three ( 3), of article 37 of the Customs Tariff, under the terms and conditions set forth in the respective “BK or BIT Exemption Certificate”, administered by the Ministry of People’s Power with competence in industrial matters.

Article 5 indicates that definitive imports of tangible personal property are also exempted, made by legal persons, whose economic activity corresponds to the automotive sector, classified in the tariff codes indicated in Appendix II that is an integral part of this Decree , under the terms and conditions provided in the respective “Certificate of Exoneration of the Automotive sector”, administered by the Ministry of Popular Power with competence in matters of industries or “Import Authorization under the Regime of Imported Assembly Material for Vehicles”, issued of the Integrated National Service of Customs and Tax Administration (SENIAT), as appropriate.

Article 6 also includes sales made in the national territory, definitive imports of personal property made by the Organs and Entities of the National Public Administration, aimed at preventing the expansion of the Coronavirus pandemic (Covid-19), classified in the tariff codes, indicated in Appendix III that is an integral part of this Decree, in the terms and conditions provided in the respective “Exemption Document”, issued by the Integrated National Service of Customs and Tax Administration (SENIAT).

Article 7 indicates that definitive imports of tangible personal property, new or used, are exempted for a period of 90 days, counted from the entry into force of this Decree, to definitive imports of personal property, new or used, as applicable, classified in the corresponding tariff codes. to electrical and electronic equipment for telecommunications.

Likewise, in accordance with article 8, goods classified in the tariff codes indicated in Appendix IV that form an integral part of this Decree are subject to a tariff quota regime until April 30, 2021, and for that purpose, they may be Exonerated or totally or partially deducted from the Import Tax, Value Added Tax and Fee for Determination of the Customs Regime in the amounts and terms indicated in the respective “Certificate of Exoneration under the Tariff Contingent Regime”, administered by the Ministry of Popular Power with competence in economics, finance and foreign trade, after analyzing the cost benefit report.
