Government of Panama will use blockchain in public procurement

The project has as a parameter the model applied in Chile in the area of tenders

Panama will apply a new law that seeks to radically reform the bidding and contracting regime by the State in the search for greater transparency. The program is based on the Chilean model.

The Panamanian executive project “will create a virtuous circle with a friendly portal, interaction in social networks, imposing governance and permanent accountability, eradicating discretion, addenda without control, digitally facilitating the participation of small and medium-sized Panamanian companies, among other steps.”

Likewise, the use of blockchain technology to offer immutability, traceability and security to tenders applying the virtual notary principle is considered.

Undoubtedly, it is sought that exceptional processes disappear, eliminate bail bonds in bids up to $ 3 million that end up without registration and cost the State 8 million dollars a year in bureaucracy. Therefore, if the contract is not signed, the company will be disabled for six months.

ANPanama maintains that: “the arbitration will only be done in Panama and in the Spanish language, in case of going to that instance, and in the case of consortia, all the companies that integrate them will have to meet the fundamental requirements, without exception.”
