Chen, providing temporary relief to the affected citizens.

As you may recall, President Trump ordered the end of Temporary Protected Status for Venezuelans, generating various legal consequences. For now, Judge Chen’s ruling seeks to curb the impact on the lives of thousands of Venezuelan families.

The judge indicated that if the TPS revocation were implemented, it would cause “billions of dollars in economic losses in the United States and jeopardize public safety.”

According to Chen, “the government did not present evidence that maintaining TPS would cause significant harm, justifying its decision to preserve the program.”

According to border issues’ analyst William Gómez, to apply for this document, Venezuelan migrants must “have a valid or expired passport, but not for more than 10 years, in addition to documentation that verifies the sources of income or economic stability they have in Colombia.”

Regarding the stability of these citizens in the neighboring country, the requirement refers to the fact that they must be able to demonstrate that they have “a fixed residence (it does not matter if it is rented), work, carry a copy of the payments of public bills and other types of invoices that they make in the national territory.”

Additionally, Venezuelan migrants must present an apostilled certificate of criminal records in their country of origin and “record the Temporary Protection Permit or the Special Permit of Permanence” by consulting the web address of the Colombian Foreign Ministry, where they can obtain information about the form, additional documents that must be scanned and the fee to be paid.

Gómez pointed out that “migrants who arrived before December 4, 2024, will not receive a residence visa, but can request a visit visa.”

García explained that those who would benefit from the measure could be those Venezuelan migrants who requested asylum and are waiting for the document that allows them to work.

The foundation had made the request for the safe-conduct on September 9. García indicated on the 24th of this month that “they received a document from the Ministry of Foreign Affairs in which they are told that all their functions are established under Decree 1067, which does not deny or prohibit working with a safe-conduct pass.”

However, she clarified that in said document issued by the foreign affairs agency they were told “that through resolution 1980 of the Ministry of Labor is where it is established which are the documents with which foreigners can work.”

The director of the Juntos Foundation, defender of the rights of migrants, added that with the total approval of the document, those seeking protection in Colombia would obtain a guarantee to enter the labor market “while their request for refuge is under study.”

The announcement was made on Friday, September 6, detailing the resolution of the National Directorate of Migration (DNM), published in the Official Gazette, and which will be valid for a renewable period of 90 days.

“Children under 9 years of age who do not have a Venezuelan identity card or passport may exceptionally enter with a birth certificate,” the Argentine authorities have indicated, adding that in the event that Venezuelan migrants “do not have any of the documents, Identity may be proven by means of a sworn statement as long as the person has entered the country regularly and is registered in the migration database.”

On the other hand, the measure will help correct the immigration gap that has affected more than 10,000 Venezuelans during the government of Alberto Fernández, after resolution 520 of 2019, promulgated by the government of Mauricio Macri, was repealed, “which had made the entry and filing requirements more flexible.”

Spokespersons for the Ecuadorian Executive indicated that through a decree signed by President Daniel Noboa, “immigration amnesty” and an “extraordinary regularization process will be granted for people of Venezuelan nationality in a situation of human mobility and their family group.”

Applicants must have complied with the “Immigration Permanence Registration process activated in June 2022, have the certificate even if it has expired and have not obtained the Exceptional Temporary Residence Visa (Virte II), issued in a previous legalization process. of Venezuelan migrants.”

The Ministry of the Interior of the South American country will be in charge of renewing the certificates and residence authorizations for Venezuelan applicants to give them access to the renewed Virte II visa.

Important data for Venezuelans in Ecuadorian territory

The regularization process will last 8 months, according to the decree. On the other hand, the application form for registration will be free; However, Venezuelan migrants must pay the value of the visa and the citizenship card (identity card) that will be issued by the respective entity.

In addition, the Ministry of Economic and Social Inclusion (MIES) will provide support in these regularization procedures and will reinforce “the immigration amnesty for Venezuelan children and adolescents who are alone, unaccompanied or separated.”

Ecuadorian institutions will accept identity documents or passports from applicants that have expired up to five years. They have highlighted that the Ministry of the Interior and the Police Intelligence Directorate must evaluate the “risk profile or threat to public security of the applicants.”

On June 28, the Venezuela Association in Ecuador requested from President Noboa a new regularization process for Venezuelans who have not been able to access that plan in the last two years. The association declared: “We Venezuelans intend to include ourselves in the development of this country, and it is precisely the migratory irregularity that has prevented us from having access to fundamental rights such as identity, health, education, work, social security. , free contracting, inclusion in the financial system, among others.”

During a speech at the event in which the National Scrutiny Board formally proclaimed him as the next president for the period 2024-2029, Mulino declared: “To finish the Darién Odyssey, which has no reason to exist (…), we will begin with help international repatriation process with full respect for the human rights of all the people who are there.”

According to migration data, 520,000 people, mostly Venezuelans, crossed the Darién jungle in 2023. The Panamanian government has been forced to provide assistance to these migrants. Official figures determine that in the first quarter of 2024 more than 110,000 people have crossed this area.

Mulino had announced on April 16, in a campaign walk, his intention to “close” the Darién, the jungle border of 266 km in length and 575,000 hectares in surface, which in recent years has become a corridor for the migrants from South America trying to reach the United States.

Mulino, who is due to take command in Panama on July 1, had already spoken about closing Darién during his campaign. Now, on this delicate matter, he added: “So that those from there [in South American nations] and those who would like to come here know, that whoever arrives here will return to their country of origin.”

It is important to highlight that of the population of Venezuelan migrants in the country, 73.9 % have higher education, “including doctorates and master’s degrees” and 17.1 % have higher technical studies, which contributes to better job performance.

The White House extended a cordial invitation to 80 prominent Venezuelans to participate in a commemorative event.

The renowned sports journalist Mary Montes shared the news of her invitation through her account on the social network Mariaca Semprún, and the prominent producer and vice president of Disney Channel, Leonardo Aranguibel.

This event acquires historical relevance by marking the first time that Venezuela Day is celebrated in the United States, underscoring the importance of this community in the North American nation. In previous years, similar events were held to honor other nations, cementing this occasion as a significant milestone in the bilateral relationship.

The measure applies to all those people who have arrived in the United States before July 31, which currently covers more than 242,000 Venezuelans. However, North American authorities estimate the potential beneficiaries at around 472,000.

“The status provides individuals, who are already in the United States, protection against expulsion if conditions in their country of origin prevent a safe return,” explained the Secretary of Homeland Security, Alejandro Mayorkas, in a statement.

In this sense, Mayorlas warned that Venezuelans must also “understand” that “those who arrived after July 31, 2023, do not have the right to protection,” which implies that “they will be expelled if they do not have a legal justification to stay on US territory”.
