<p style="text-align: justify;">This is stated in <strong>Official Gazette No. 43,292, dated January 9, 2026, which published Decree No. 5,207, establishing the exemption from “Value Added Tax, Import Tax, and Customs Regime Determination Fee</strong>, on definitive imports and sales within the national territory of fuels derived from hydrocarbons.”</p>
<p style="text-align: justify;">The Decree also establishes the <strong>exemption for “inputs and additives intended to improve the quality of gasoline, produced directly by the State, or by companies wholly owned by the State, or by mixed enterprises with State and private capital participation in any proportion</strong>, and by private companies, in accordance with the<strong> provisions of Article 58 of the Organic Hydrocarbons Law.”</strong></p>
<p style="text-align: justify;">To comply with this government order, it is specified that, for the purpose of<strong> enjoying the tax exemption,</strong> beneficiaries must submit the following documents to the respective Customs Office when registering their declaration:</p>
<p style="text-align: justify;">&#8211; <strong>A descriptive list</strong> of the tangible personal property to be imported.</p>
<p style="text-align: justify;">&#8211; <strong>A commercial invoice issued to the agency or entity responsible</strong> for acquiring the tangible personal property to be imported.</p>
<p style="text-align: justify;">&#8211; <strong>An official letter of exemption from Import Tax and the Fee for Determining the Customs Regime issued by the National Integrated Customs and Tax Administration Service (SENIAT).</strong></p>
<p style="text-align: justify;">The legal instrument also specifies that “<strong>the final imports of tangible personal property must be carried out through the same customs office chosen by the beneficiary of the exemption.”</strong> If the beneficiary needs to make final imports of tangible personal property through a customs office other than the one selected, they must notify the customs office of entry.</p>

<p style="text-align: justify;">According to Olivares, <strong>between July and September, the new legal framework applied to imports</strong> “introduced bureaucratic hurdles that forced some distributors to pay VAT on book imports.”</p>
<p style="text-align: justify;">The reinstatement of the exemption will allow both <strong>bookstores and publishing companies</strong> to continue selling books at more affordable prices.</p>
<p style="text-align: justify;">Stakeholders in the sector have begun<strong> meetings with government agencies</strong> to learn the details of the new import parameters from the<strong> Foreign Trade Committee (Comex)</strong> and ensure compliance with the law.</p>

<p style="text-align: justify;">This measure also applies to remittances sent from abroad through authorized institutions using cryptocurrencies or other assets other than the <strong>Petro,</strong> which means that the beneficiaries will not be subject to tax. The duration of this provision will be one year from the date of publication in the <strong>Official Gazette</strong> number 42,575.</p>
<p style="text-align: justify;">In addition, exchange operations carried out by <strong>natural</strong> and <strong>legal persons</strong> will also be exempt from the tax, according to this new provision. However, the &#8220;special taxpayers&#8221; designated by the <strong>Tax Code</strong> of the oil nation will not benefit from the rule and must contribute the respective rate, <strong>which ranges between 2% and 20%</strong>, depending on the type of operation carried out. and specified in the Official Gazette No. 6,687.</p>

<p style="text-align: justify;">The new city <strong>Bitcoin City</strong> will have as a source of financing a single tax that will be <strong>VAT in the order of 10 %,</strong> with which it will pay for services and infrastructure investments. &#8220;Half will be used to pay the municipal bonds and the rest for public infrastructure and city maintenance,&#8221; Bukele indicated.</p>

<h2 style="text-align: justify;">Ecological Bitcoin city</h2>
<p style="text-align: justify;">Another characteristic of the <strong>Bitcoin City</strong> is that it will <strong>work with renewable energy</strong>, stimulated by the <strong>Conchagua volcano</strong> and the government plans to finance it with <strong>bitcoin bonds</strong> in the beginning.</p>
<p style="text-align: justify;">President Bukele, together with Samson Mow, Blockstream&#8217;s director of strategy, announced that, for next year, El Salvador will be issuing <strong>“bitcoin sovereign bonds”</strong> for a value of <strong>one billion dollars</strong>, with which they plan to start the construction of this new city.</p>
<p style="text-align: justify;">The objective is &#8220;to facilitate investment in business and technology.&#8221; The new city will have green areas, spaces to share and work and everything will be digital, said Bukele.</p>
