“According to the EU, this unified tariff provides greater clarity and stability for companies on both sides of the Atlantic.” In addition, “zero-zero” tariffs were established on “strategic items such as aircraft parts, certain chemical products, semiconductor equipment, and specific agricultural products.”

The comprehensive trade agreement covers at least 44 % of global Gross Domestic Product and impacts 800 million people.

From Washington, however, they clarified that taxes on steel, aluminum, and copper will remain unchanged. That is, the EU “will continue to pay a 50 % rate, and the parties will discuss the security of the supply chains for these products.”

EU President Ursula von der Leyen noted that the agreement allows for forecasting in a turbulent context so that companies in the region can plan and invest. “We are guaranteeing immediate tariff relief. This will have a clear impact on our companies’ results. And with this agreement, we are ensuring access to our largest export market,” she emphasized.

Two fundamental issues in bilateral relations are defense and security. “In addition to future contracts for the sale of ‘state-of-the-art war material,’ about which the White House has not gone into detail, the United States also plans to collaborate in the training of local forces.”

That is, the agreement will focus on topics such as air and missile defense materials, air power and space development, as well as elements for maritime security and communications.

In this regard, the host, bin Salman, stated: “Today we expect investment opportunities worth $600 billion,” adding that in the coming months they will work on agreements in the second phase of these negotiations to increase investments to $1 trillion.

Other areas that both nations hope to strengthen are the cultural, educational, and scientific fields.

The agreement has been delayed, among other reasons, “due to European concerns about environmental safeguards and complaints from the South American trading bloc that these issues are driven by protectionism.”

The Foreign Ministers of the bloc countries will meet in Brasilia, although confirmation is expected from Argentina, Uruguay and Paraguay.

The themes for this meeting remain the same: “European protection of its food products and Brazilian opposition to an EU anti-deforestation law that will come into force next year and could affect the country’s exports,” among others.

It is important to highlight that the president of Brazil, Luiz Inácio Lula da Silva, and the president of the European Commission, Ursula von der Leyen, committed to concluding the agreement before the end of the year. “At this stage, the EU is the main force behind the new push to conclude the agreement, which will open markets for European companies,” said international relations academic Ignacio Bartesaghi of the Catholic University of Uruguay.

In addition, negotiations with the Dominican Republic and El Salvador will be announced, while Talks with the European Union (EU) persist.

The director of Economic Affairs of the Brazilian Foreign Ministry, Mauricio Lyrio, pointed out in a press conference that negotiations with the EU continue steadily, with significant progress during the Brazilian presidency of Mercosur. The agreement with Singapore will be signed on December 7, marking a milestone at the meeting of the bloc’s presidents.

Lyrio confirmed that on the same day, the start of negotiations for free trade agreements with the Dominican Republic and El Salvador will be announced. Despite the efforts concentrated on concluding the agreement with the EU, he admitted that some points are still pending, requiring intense work until the deadline of December 7, when Brazil will hand over the semi-annual presidency of Mercosur to Paraguay.

The Paraguayan president, Santiago Peña, has set that day as the limit for negotiations with the EU. If an agreement is not reached, his government will prioritize the search for new agreements with other blocks or countries. Negotiations between the EU and Mercosur, which began in 1999 and reached consensus in 2019, have faced obstacles, especially on environmental issues and public procurement.

The Semiannual Mercosur Summit, which will begin on December 6 with the meeting of Ministers of Economy and Foreign Affairs, will mark the farewell of the Argentine president, Alberto Fernández, who will transfer power on December 10 to the winner of the elections, the far-right Javier Milei, who will not be present at the Mercosur summit.

“We have signed a trade agreement. We have to fill these trade bridges, remove the barriers. There is still a lot to do, it is not a question of filling them only with trade, but rather filling them with the people. Democracy means that people can live without fear”, declared Petro.

The presidents have stressed that the objective is “to promote a more balanced, complementary trade, development and growth that benefits both peoples and their economies,” according to a statement published by the Colombian Presidency.

The Colombian ambassador in Caracas, Armando Benedetti, has stated that this measure is “one more step towards integration between two sister nations that should never have been suspended”, as he has published on his Twitter profile.

For his part, the Venezuelan president has expressed the importance that Colombia and Venezuela are “following the path of reunion and reunification,” reports the newspaper El Espectador.

In addition, Maduro has put on the table the proposal to create a special economic zone between Norte de Santander (Colombia) and the state of Táchira (Venezuela). This plan, which is added to the recently signed bilateral investment protection agreement, involves a tariff readjustment to stimulate trade relations in terms of market access and rules of origin for goods and products.

Both presidents, who have held a brief meeting on the border between the countries, have highlighted the resumption of relations with the signing of this trade agreement, reached in 2011, but which was in disuse due to the rupture of bilateral relations during the government by Ivan Duke.

The president of Ecuador, Guillermo Lasso, was in charge of making the announcement, pointing it out as “good news” to start the year 2023, as he has written on his Twitter account. “Our exports will have preferential access to the largest market in the world and our industries will be able to acquire machinery and inputs at lower costs.”

The Ministry of Production, Foreign Trade, Investment and Fisheries of Ecuador reported in a statement that the agreement, which both countries will sign on a date yet to be defined, has as its main objective the reduction of tariffs, which will allow greater access to goods and services between the Ecuadorian and Chinese markets.

99% of Ecuador’s exports to China will have “preferential access“, highlighting mainly products such as shrimp, cocoa or coffee, but it will also open the doors of exports of products such as pineapple, mango, quinoa or certain foods processed.

In addition, it will include various disciplines such as rules of origin, improvement of customs procedures and trade facilitation, trade defense, protocols for sanitary and phytosanitary measures, reduction of technical barriers to trade, cooperation for investment or promotion of electronic commerce.

Chaves’ goal is to create jobs and attract foreign investment once the application to become a member of the treaty is approved. Let us remember that the Cptpp groups 11 countries of Asia and America. So it would be a door to new trade relations with these economies.

The application for membership is the first step in promoting entrepreneurship, support for small and medium-sized businesses, as well as Costa Rica’s aspiration for the creation of new jobs. In addition to sharing experiences with Brunei, Chile, New Zealand, Singapore, Australia, Canada, Japan, Malaysia, Mexico, Peru and Vietnam.

Chaves has pointed out that according to current estimates, the Cptpp integrates about 17 % of world trade. Being part of the treaty, where strong economies participate, will offer Costa Rica the opportunity to position its products in a broad consumer market. In addition to attracting international trade to the country.

Among the items that Chaves hopes to include in the commercial activity of the agreement, with the support of the Ministry of Foreign Trade, is coffee, meat, fruit juices, foliage, hot sauces, pineapple, as well as medical prostheses manufactured in Costa Rica.

In the midst of the search to resume relations between the two nations, Fernández has indicated that Fedecamaras is betting on a document that allows commercial opening, “depth in the agreements, the reestablishment of consular relations to process documents.”

Fernández aspires to the rescue of the existing interaction in the Andean community of nations, where it existed with the instruments and legal organisms to settle the differences between the members, norms and laws of intellectual property.

In an interview with the media outlet Unión Radio, Fernández emphasized the need to establish working groups between all the economic sectors that make life in the country, in which “possible Venezuelan products that can be marketed in the New Granadan country are proposed, and how tariffs will remain.

The president of Fedecamaras also mentioned pertinent issues that should be discussed, such as everything related to permits, freight transport with transit between both countries, temporary regulations, among others.
