<p style="text-align: justify;">The Decree establishes that said body may <strong>“require from natural or legal persons of a public and private nature the data, statistics and information related to the computer security of the Nation.”</strong></p>
<p style="text-align: justify;">The council will have 13 specific powers, including “the creation of a <strong>permanent surveillance</strong> <strong>network for telematic incidents</strong> and the ability to request data, statistics and information related to<strong> the nation&#8217;s computer security from natural persons and public or private companies.”</strong></p>
<p style="text-align: justify;">As explained in the text of the decree, the National Cybersecurity Council will act as <strong>an advisor for the “generation of security policies,</strong> but its basic constitution is made up of representatives of ministries of the executive cabinet.”</p>
<p style="text-align: justify;">Likewise, it establishes that cyberspace is now of public and strategic interest for the republic. Therefore, &#8220;the State requires the development of security, administration and control policies in its access and use, to <strong>ensure the common good, sovereignty</strong> and institutionalism for the benefit of the Nation.&#8221;</p>
<h3 style="text-align: justify;">Functions of the National Cybersecurity Council</h3>
<ol>
<li style="text-align: justify;"><strong>Advise the President of the Republic and the Defense Council of the Nation in the development of the national cybersecurity policy</strong> that contains the plans and programs for computer security, technological surveillance, supervision and control of telematic incidents.</li>
<li style="text-align: justify;"><strong>Raise proposals for regulations</strong>, laws and regulations regarding the prevention of the use of information and communication technologies for criminal purposes.</li>
<li style="text-align: justify;">V<strong>erify the degree of compliance</strong> with the implementation of the plans and regulations adopted regarding cybersecurity.</li>
<li style="text-align: justify;">Formulate <strong>proposals and recommendations on cybersecurity policy,</strong> in harmony with the interests and objectives of the Nation to guarantee the supreme purposes of the State.</li>
<li style="text-align: justify;">Carry out <strong>continuous assessment of risks and threats</strong> in terms of computer security.</li>
<li style="text-align: justify;">Promote the e<strong>stablishment of a 24-hour surveillance network of telematic incidents</strong>, affiliated with regional peers to prevent, mitigate and/or control cross-border computer crimes, in accordance with article 41 of the United Nations document for the prevention of cybercrime.</li>
<li style="text-align: justify;">Constitute <strong>Interinstitutional and Emergency Work Committees</strong>, for the attention and prevention of the use of information and communication technologies for criminal purposes.</li>
<li style="text-align: justify;"><strong>Require from natural or legal persons of a public and private nature the data, statistics and information</strong> related to the computer security of the Nation, as well as their necessary support.</li>
<li style="text-align: justify;"><strong>Promote cybersecurity training</strong> <strong>programs</strong> with educational institutions, research centers and public and private entities.</li>
<li style="text-align: justify;">Promote the formation of <strong>multidisciplinary teams</strong> specialized in cybersecurity in the public and private sectors.</li>
<li style="text-align: justify;">Promote the <strong>necessary investments t</strong>o strengthen the State&#8217;s telematics platform.</li>
<li style="text-align: justify;">Dictate the<strong> regulations</strong> for its organization and operation.</li>
<li style="text-align: justify;">Others that are decided within the Council, at least by two thirds of its permanent members.</li>

<p style="text-align: justify;">The data for the first month of 2024 is 40.4 points below the inflation recorded in January 2023, of 42.1 %, a figure that fell to 19.3 % in February and then <strong>remained in single digits</strong> during the remaining <strong>10 months of last year.</strong></p>
<p style="text-align: justify;">The sector that registered the<strong> greatest increase in prices</strong> last month was communications, with an increase of <strong>3.7 %; followed by education, with 3.5 %;</strong> alcoholic beverages and tobacco, with an increase of 3.3 %, and health and home equipment, whose prices grew by<strong> 2.6 % in January.</strong></p>
<p style="text-align: justify;">The official data varies by almost three points from that released last Tuesday, January 30, by the <strong>Venezuelan Finance Observatory (OVF)</strong>, an independent entity made up of economic experts, which calculated January inflation at 4.2 %.</p>
<p style="text-align: justify;">In December 2021, <strong>Venezuela</strong> emerged from a <strong>hyperinflation</strong> that it entered in 2017 and that, for four years, reduced the value of the bolivar, the country&#8217;s official currency.</p>

Of these, more than 2.4 million came from countries that did not share a border with Mexico, air transport being the main route of entry into the country.</p>
<p style="text-align: justify;">However, and despite the fact that total spending has increased by 9% compared to <strong>March 2022,</strong> average spending per visitor has fallen to 7.4%. In total, each tourist would have spent an average of $435.42, compared to <strong>$470.43</strong> the previous year.</p>
<p style="text-align: justify;">In terms of total spending, this would have risen to 2.91 million dollars. Of this figure, more than<strong> 2.5 million dollars came from tourists with whose countries Mexico</strong> does not share borders.</p>

<p style="text-align: justify;">Thus, Brazilian inflation continues its <strong>downward trend,</strong> albeit in a very progressive manner. After falling below 7% in <strong>October,</strong> the index has remained above 5% since last November, with barely a drop of four tenths in the last four months.</p>
<p style="text-align: justify;">For their part, in monthly terms, prices have increased their growth rate compared to January, up to 0.84, three tenths above the previous month, when they increased by 0.53 % per month.</p>

<p style="text-align: justify;">Attacks decreased 12 % compared to 2019, according to <strong>Atlas VPN.</strong> Infections have also decreased by 11 % in consumer equipment, from <strong>103.5 million in 2019 to 92.3 million in 2020, and 24%.</strong></p>
<p style="text-align: justify;">The cybersecurity company noted that this decline &#8220;could mean that <strong>cybercriminals</strong> found other, more effective methods to exploit victims online.&#8221;</p>
<p style="text-align: justify;">Almost 83 % of the attacks were on personal devices, while 15 % targeted companies. A study by <strong>Malwarebytes offers</strong> the exact data of &#8216;malware&#8217; detected in <strong>Windows: 111.014.261</strong></p>
<p style="text-align: justify;">Malicious advertisements and Trojans were the most common types of <strong>&#8216;malware&#8217;,</strong> with 35.5 million and 29.9 million cases, respectively. 31.5 million consumer devices struggled with ads, while business teams had nearly 4 million infections, a total drop of 22 % from 45.7 million in 2019.</p>
<p style="text-align: justify;">Trojans fell one point more, from 38.5 million to <strong>29.9 million infections last year</strong>, but they were the type of virus that affected businesses the most, with 6.1 million infections detected on devices. In the case of consumers, <strong>23.7 million Trojan infections</strong> were recorded.</p>
