<p style="text-align: justify;">The currencies of these countries are converted to <strong>stablecoins such as USDT or USDC</strong> or cryptocurrencies such as <strong>bitcoin.</strong></p>
<p style="text-align: justify;">Traditional banking users now see digital assets as an everyday means of payment, not as a means of investment. The growth in the use of stablecoins in Latin America is linked to <strong>“specific needs: protecting purchasing power, moving money between countries, accessing a more stable unit of account and making payments without always depending on the traditional banking system.”</strong> Added to this is sending money to relatives in other countries in the format of <strong>remittances.</strong></p>

<p style="text-align: justify;">Officials have emphasized that their intent is not to authorize fiat-collateralized stablecoins as a form of collateral. However, <strong>upon passage of the bill</strong>, it would be possible &#8220;for stablecoins, with fiat collateral, to be accepted as <strong>payment in amended criminal proceedings.&#8221;</strong></p>

<p style="text-align: justify;">Allaire believes that the SEC is not the appropriate regulator for stablecoins, as stablecoins <strong>are not securities or financial products,</strong> but rather a form of digital currency. According to the CEO of Circle, stablecoins should be regulated by an entity that has experience in handling digital currencies, such as the <strong>Commodity Futures Trading Commission (CFTC).</strong></p>
<p style="text-align: justify;">In addition, Allaire also highlighted the importance of clear and consistent <strong>regulation for cryptocurrencies and stablecoins</strong>.
