Venezuela announced the implementation of the new Code of Ethics for the Responsible Development and Application of Artificial Intelligence.

The instrument seeks to “guarantee that its development and application are carried out in a responsible, transparent manner, centered on human values.”

Among the principles of this new code are:

• Humanistic artificial intelligence
• Equity, equality, and non-discrimination
• Environmental responsibility
• Security and privacy
• Transparency
• Accountability
• Open science
• Excellence

“These guidelines aim to ensure that technology is applied ethically at every stage, from conception and development to final use, guaranteeing equitable benefits for society and respect for human rights.”

Positioning Venezuela as a regional leader

Establishing clear regulations for the development and application of AI in Venezuela not only “seeks to protect national sovereignty and social welfare”; it also aims to position the country as a regional leader in this field.

Internally, the Code is complemented by the regulations expressed in “the Constitution of the Bolivarian Republic of Venezuela, the Organic Law of Science, Technology, and Innovation, and the Law of E-Government, consolidating a solid legal ecosystem for the regulation of emerging technologies.”

Globally, Venezuela adheres to the guidelines promoted by organizations such as UNESCO, the European Commission, and the OECD, remaining aligned with international best practices in technology ethics.

NASA unveiled a new exoplanet, discovered last March by the TESS telescope, called TOI-1846 b.

The exoplanet, which is 1.8 times larger than Earth, emits a mysterious signal that has caught the attention of scientists. It is known to orbit a red dwarf 154 light-years away, and its 3.93-day orbit causes a faint dimming of the light from its star.

“This transit was confirmed by other ground-based telescopes, such as the Gemini Observatory. The planet, with a temperature of 600°F, could have a rocky core, dense ice, and a surface ocean.”

Regarding the mysterious signal emitted by the exoplanet, the media has reported that “it is not of extraterrestrial origin. It is simply the pattern of starlight blocked by the planet.”

Spain has developed the video game The Mind Guardian, in collaboration with Samsung, for the early detection of neurodegenerative diseases, such as Alzheimer’s, with an effectiveness of 97 %.

The announcement was made by Samsung. And although The Mind Guardian is not intended to replace clinical diagnosis, it can help reduce the detection time for these diseases.

The video game consists of an “innovative application based on artificial intelligence that allows the assessment of cognitive performance in people over 55 years of age,” developed by Samsung Iberia in collaboration with the University of Vigo and the Galicia Sur Health Research Institute.

It is supported by the Spanish Society of Neurology and the Spanish Society of Psychiatry and Mental Health. It can be used to assess memory independently of an Android tablet. Its gamified design is user-friendly; it “reduces the anxiety associated with traditional medical tests and makes large-scale cognitive screening accessible.” Those interested can download the app from the Google Play Store.

Among the items included are challenges such as “remembering objects in a virtual city, matching images, or following movements on the screen. These tasks have been validated in studies with more than 150 users in day centers and senior citizen associations, achieving 97 % accuracy in detecting signs of cognitive decline.”

This Saturday, November 30, the Minister of Science and Technology, Gabriela Jiménez, announced the triumph of the Venezuelan delegation at the Turkey 2024 World Robotics Olympiad.

The Venezuelan team from the National Scientific Seedbed Program, under the name Robótics Dreamers, obtained first place in the Senior Future Innovators category of the World Robotics Olympiad, held in Izmir, Turkey. Second and third place, respectively, went to the Netherlands and Kazakhstan.

Robótics Dreamers, the Venezuelan delegation, is made up of the young people “Angelina Julieth Ferrer Romero (16 years old), Mariana Patricia Sánchez García (16 years old) and Alfredo Alí Ríos (17 years old). Their innovative proposal surprised the judges and was classified as one of the best in the competition.”

The Olympiad comprises four categories: Robotic Missions (senior and junior), Robotic Sports, Future Engineers, and Future Innovators (elementary, junior and senior) and this year has brought together some 3,500 young people from more than 90 countries, distributed in 550 teams.

The 2024 edition of this competition has been focused on proposals and solutions to address the global climate crisis.

The philanthropic branch of the technology company announced the creation of this investment fund to support the different scientific projects that apply AI as a key tool.

Google.org has indicated that the initiative “promises to accelerate discoveries in areas such as rare diseases, sustainability and experimental biology.”

With this fund, it will provide financial support “to academic and non-profit organizations around the world that are using AI to address increasingly complex problems at the intersections of different scientific disciplines.”

Maggie Johnson, vice president and director of Google.org, indicated that she will work with internal leaders from Google DeepMind, Google Research, as well as other AI-focused teams and external experts to identify and announce organizations.

She added that they will provide $2 million in Google Cloud credits “for all organizations and free technical expertise from Googlers.”

The creation of this fund joins more than $200 million that Google.org has disbursed to organizations that have used AI to accelerate their scientific work in the last five years.

Switzerland has the new Alps supercomputer, the sixth most powerful in the world, which places it among the technological leaders along with Finland, Japan and the United States.

The European country will make the sixth supercomputer with artificial intelligence (AI) available to the most sophisticated scientific projects.

Alps will be the new support in the field of science through AI, allowing “to map the universe, separate health information from conspiracy theories and develop more precise climate models.”

It is estimated that once finished, the device will reach a computing power 20 times greater than its predecessor, the Piz Daint, “and enough muscle to exploit the capacity of artificial intelligence (AI).”

So far, 1,000 scientists have signed up to the new Alps network. The director of the Swiss National Supercomputing Centre (CSCS), Professor Thomas Schulthess, explains the access limitations by arguing that the supercomputer costs 100 million francs (118 million dollars) “and has an annual budget for its operation of 37 million francs.” It is a state-subsidized work, and the subsidies do not scale.

The use of this supercomputer is not mass commercial. “The additional computing power will continue to focus on Swiss and international research projects, in the field of natural sciences, above all.”

However, companies have the option of requesting access to the supercomputer on the condition that they collaborate on their research with a local university and pay the costs of its use.

For its part, the Swiss National Supercomputing Centre must authorize access for a period of three years to so-called spin-offs.

Data security

The CSCS has the obligation to prevent the quality of the data processed by the supercomputers may be compromised by the use of less rigorous filters. “In the natural sciences, we have methods for filtering out erroneous data that have been known since the time of Galileo. We want to help adopt these methods to the humanities, commercial enterprises and society,” said Schulthess.

The Swiss agency is very careful with the quality of data that is introduced into AI systems, because if it is deficient “it could lead to the reproduction of biases and falsehoods with harmful consequences.”

Currently, the Alps supercomputer is used to train the Meditron large language model system, “which processes high-quality medical data. The medical profession uses Meditron to make accurate diagnoses in countries that lack advanced medical infrastructures.”

The application of AI with this device will also make it possible to establish the difference between fiction and reality in terms of information.

Mario Fernández Fraga, coordinator of the CINN Cancer Epigenetics and Nanomedicine Laboratory and co-leader of the study, said: “The results of this work reveal how changes in our lifestyle can have a molecular and epigenetic impact on the body and be used in healthy aging interventions.”

The Research.com site takes stock of the careers of researchers who could be worthy of this recognition, establishing that “only those with a notable career are considered, with at least 30 articles cited more than 30 times in their area of ​​study.”

In this sense, it is important to highlight that Dr. Ernesto Medina achieved the number two position in Venezuela and 4,932 on a global scale. First place was awarded to Jon Paul Rodríguez, “also a researcher at IVIC and current president of the Venezuelan NGO Provita.”
