The legal instrument, dated Monday, March 23, 2026, establishes that it is “a specific permit granted to ten legal entities that previously requested it and whose proposal was evaluated by the Cryptoassets Group of the Central Bank itself.”

The official text details the request from legal entities and states that “the proposed operations are of socioeconomic interest to the country.”

Thus, it is clear that this is not a general authorization for the open use of cryptocurrencies, but rather subject to express authorization from the Central Bank, which has the power to order authorized entities to execute “purchase, sale, transfer, and custody operations of virtual assets exclusively through virtual asset service providers licensed by the Central Bank itself to operate within the national territory.”

It is important to clarify that any direct operation outside authorized platforms is expressly prohibited. Furthermore, the regulatory body has stipulated that “only virtual assets authorized by the service provider contracted by each entity may be used.”
