<p style="text-align: justify;">After a moment of tension experienced by irregular military movements on June 26, the government of Luis Arce announced the authorization of <strong>trading with digital assets.</strong> The <strong>president of the Central Bank, Edwin Rojas</strong>, indicated that the measure was deemed necessary for &#8220;the use of <strong>electronic payment channels</strong> and instruments for purchase and sale operations of virtual assets that contribute to the <strong>strengthening of financial and commercial activities.&#8221;</strong></p>
<p style="text-align: justify;">Although there are no known official records, between 10,000 to 12,000 operations with cryptocurrencies of <strong>less than 100,000 bolivianos ($14,479) would be carried out monthly in Bolivia, according to BCB estimates.</strong></p>
<p style="text-align: justify;">Rojas emphasized that Bolivia “cannot be isolated from the technological changes that are occurring in the world.”</p>
<p style="text-align: justify;">In this sense, it considers that the <strong>lifting of restrictions on the use of cryptocurrencies,</strong> which has been in force since 2020, will allow commercial exchange to be boosted.</p>
<p style="text-align: justify;">The transition in the country in terms of payments had already begun, through operations with “electronic cards, mobile wallet, QR codes, electronic billing,” among other mechanisms.</p>
<p style="text-align: justify;">The BCB is in charge of dissemination campaigns in this regard, to accelerate the population&#8217;s acceptance of these assets as methods of interoperability. It has been clarified that any <strong>risk in cryptocurrency trading will be assumed by the user.</strong></p>
<p style="text-align: justify;">The president of the regulatory entity made it clear that the Bolivian is the only legal tender in the country; adding that virtual assets are not legal tender and “do not constitute cash” and “have no cash equivalents.” Hence, it is not an obligation to use them in local businesses.</p>

<p style="text-align: justify;">On June 7, Spanish <a href="https://www.atryshealth.com/es/" target="_blank" rel="noopener"><strong>Atrys</strong></a> signed a purchase <strong>agreement</strong> to acquire 100 % of the share capital of Significant Impact Systems, which, in turn, owns 100 % of the share capital of <strong>Bienzobas Salud.</strong></p>
<p style="text-align: justify;">Of the agreed amount, 72.1 million will be paid in cash and the remaining 4.27 will be delivered in Atrys shares. Additionally, the payment of a contingent price of approximately 18.1 million has been agreed, subject to the level of gross operating profit (Ebitda) reached by Bienzobas in 2022.</p>
<p style="text-align: justify;"><strong>Bienzobas</strong> is a company specializing in the provision and management of medical oncology services with a growing presence in Mexico and Portugal, being responsible for the oncology treatment of a reference population of two million policyholders.</p>
<h2 style="text-align: justify;">State-of-the-art technology in healthcare management</h2>
<p style="text-align: justify;">The company acquired by Atrys has developed its own <strong>technological platform</strong>, based on the use of <strong>&#8216;cloud&#8217; systems and services</strong> and interoperable with clinical record systems, aimed at optimizing <strong>healthcare management.</strong></p>
<p style="text-align: justify;">The new technologies it uses, such as <strong>&#8216;Big Data&#8217;</strong> and <strong>Artificial Intelligence</strong>, allow process efficiency and advanced data analytics, managing knowledge and supporting healthcare professionals in decision-making.</p>
<p style="text-align: justify;">At an accounting level, Atrys estimates that the operation will increase the <strong>proforma adjusted</strong> Ebitda per share for the year 2021 from 0.58 to 0.61 euros per share, 4.6 % more. The figure would rise to 0.65 euros per share post achievement of synergies in 2023, which represents an improvement of 11.4 %.</p>

<p style="text-align: justify;">Likewise, the prices for issuing an <strong>international</strong> <strong>debit card </strong>were increased, to pay 1,532,074 bolivars. Users will also have to pay 1,870,001 bolivars for the<strong> replacement of the card</strong> due to theft, loss or misplacement, which is <strong>equivalent</strong> to an adjustment of the order of <strong>2,197 %</strong>. The<strong> C2P mobile</strong> <strong>payment service,</strong> used by businesses to make returns, will have a <strong>2 % commission</strong> per approved transaction.</p>
<p style="text-align: justify;">The information was released through an official notice issued by the issuing entity and published in <strong>Official Gazette</strong> No. 6,635 of July 22, 2021.</p>
<p style="text-align: justify;">The Central Bank also announced that rates are maintained at <strong>1 % </strong>for <strong>foreign currency purchase and sale</strong> through <strong>electronic means</strong> or with the use of foreign accounts of the national financial system.</p>
<p style="text-align: justify;">For the purchase and sale of foreign currency, via <strong>electronic order,</strong> the commission remains at 4 %. For transfers to American countries, users must pay <strong>21 euros</strong> or its equivalent in another currency and for transfers to to<strong> Europe and the rest of the world</strong> they should pay<strong> 30 euros,</strong> or its equivalent.</p>
<p style="text-align: justify;">The services of purchase and sale of foreign currency, by the public, in exchange houses maintain the same commissions as the bank, both by order and by electronic transfers.</p>
<p style="text-align: justify;">In the country,<strong> foreign currency accounts</strong> were used as safekeeping accounts, later foreign currency deposits were authorized at <strong>bank offices</strong>. Currently, financial institutions have the option of buying and selling on their<strong> electronic</strong> <strong>platforms</strong>, in addition to allowing the use of currencies<strong> with debit cards.</strong></p>
