The government of Bolivia authorized the use of cryptocurrencies for buying and selling, with the purpose of boosting the local economy.

After a moment of tension experienced by irregular military movements on June 26, the government of Luis Arce announced the authorization of trading with digital assets. The president of the Central Bank, Edwin Rojas, indicated that the measure was deemed necessary for “the use of electronic payment channels and instruments for purchase and sale operations of virtual assets that contribute to the strengthening of financial and commercial activities.”

Although there are no known official records, between 10,000 to 12,000 operations with cryptocurrencies of less than 100,000 bolivianos ($14,479) would be carried out monthly in Bolivia, according to BCB estimates.

Rojas emphasized that Bolivia “cannot be isolated from the technological changes that are occurring in the world.”

In this sense, it considers that the lifting of restrictions on the use of cryptocurrencies, which has been in force since 2020, will allow commercial exchange to be boosted.

The transition in the country in terms of payments had already begun, through operations with “electronic cards, mobile wallet, QR codes, electronic billing,” among other mechanisms.

The BCB is in charge of dissemination campaigns in this regard, to accelerate the population’s acceptance of these assets as methods of interoperability. It has been clarified that any risk in cryptocurrency trading will be assumed by the user.

The president of the regulatory entity made it clear that the Bolivian is the only legal tender in the country; adding that virtual assets are not legal tender and “do not constitute cash” and “have no cash equivalents.” Hence, it is not an obligation to use them in local businesses.

Atrys Health reached an agreement to acquire the entire capital of Bienzobas Salud for 76.3 million euros, as reported on Monday to the National Securities Market Commission (CNMV).

On June 7, Spanish Atrys signed a purchase agreement to acquire 100 % of the share capital of Significant Impact Systems, which, in turn, owns 100 % of the share capital of Bienzobas Salud.

Of the agreed amount, 72.1 million will be paid in cash and the remaining 4.27 will be delivered in Atrys shares. Additionally, the payment of a contingent price of approximately 18.1 million has been agreed, subject to the level of gross operating profit (Ebitda) reached by Bienzobas in 2022.

Bienzobas is a company specializing in the provision and management of medical oncology services with a growing presence in Mexico and Portugal, being responsible for the oncology treatment of a reference population of two million policyholders.

State-of-the-art technology in healthcare management

The company acquired by Atrys has developed its own technological platform, based on the use of ‘cloud’ systems and services and interoperable with clinical record systems, aimed at optimizing healthcare management.

The new technologies it uses, such as ‘Big Data’ and Artificial Intelligence, allow process efficiency and advanced data analytics, managing knowledge and supporting healthcare professionals in decision-making.

At an accounting level, Atrys estimates that the operation will increase the proforma adjusted Ebitda per share for the year 2021 from 0.58 to 0.61 euros per share, 4.6 % more. The figure would rise to 0.65 euros per share post achievement of synergies in 2023, which represents an improvement of 11.4 %.

The Central Bank of Venezuela (BCV) established between 3% and 4% the commission for withdrawing funds from foreign currency in cash, which will be paid in national currency at the exchange rate of the operation, while the sale of foreign currencies in cash, by the public, will be 5 % of the amount of the operation.

Likewise, the prices for issuing an international debit card were increased, to pay 1,532,074 bolivars. Users will also have to pay 1,870,001 bolivars for the replacement of the card due to theft, loss or misplacement, which is equivalent to an adjustment of the order of 2,197 %. The C2P mobile payment service, used by businesses to make returns, will have a 2 % commission per approved transaction.

The information was released through an official notice issued by the issuing entity and published in Official Gazette No. 6,635 of July 22, 2021.

The Central Bank also announced that rates are maintained at 1 % for foreign currency purchase and sale through electronic means or with the use of foreign accounts of the national financial system.

For the purchase and sale of foreign currency, via electronic order, the commission remains at 4 %. For transfers to American countries, users must pay 21 euros or its equivalent in another currency and for transfers to to Europe and the rest of the world they should pay 30 euros, or its equivalent.

The services of purchase and sale of foreign currency, by the public, in exchange houses maintain the same commissions as the bank, both by order and by electronic transfers.

In the country, foreign currency accounts were used as safekeeping accounts, later foreign currency deposits were authorized at bank offices. Currently, financial institutions have the option of buying and selling on their electronic platforms, in addition to allowing the use of currencies with debit cards.

According to a document written by a tax consultant named Marcos Zocaro, about cryptocurrencies, the modifications in tax matters in the province of Córdoba in Argentina include the incorporation of the concept of “digital currency” that refers to the use of these assets for various purposes.

“In this way, Córdoba becomes the first sub-national jurisdiction to start regulating operations with crypto assets, with all the challenges that this activity poses,” said Zocaro.

He also added that the tax law “establishes tax rates ranging from 4 % to 4.5 % for services provided by exchanges and from 4 % to 6.5 % for the buying and selling digital currencies.”
