On Tuesday, March 24, Brazilian President Luiz Inácio Lula da Silva enacted a new law establishing harsher penalties for members of criminal gangs.

The legal instrument establishes sentences of up to 40 years in prison “for the leaders of ‘ultra-violent’ factions, those that threaten peace and aspire to control territories and intimidate populations and authorities.”

Lula da Silva indicated that the measure represents “another step towards making Brazil one of the most respected countries in the world in the fight against organized crime.”

Authorities are targeting the Primeiro Comando da Capital (PCC) and the Comando Vermelho, the two most dangerous organizations in the country, which have expanded both within and outside the South American nation in recent years.

The new law blocks convicted gang members from accessing benefits such as amnesties, pardons, or parole. It also establishes “a database for states, municipalities, and the central government to share information.”

With less than six months until the elections in October, the current president seeks to “strengthen his credentials in the fight against organized crime.”

Brazilian President Luiz Inácio Lula da Silva and Indian Prime Minister Narendra Modi sealed a crucial cooperation and investment agreement for the exploration of critical minerals.

The agreement aligns with New Delhi’s “Critical Minerals Mission,” which exempts the import of 25 essential minerals from tariffs and aims to guarantee the supply of raw materials such as rare earth elements, lithium, and niobium.

During his meeting with Modi in New Delhi, Lula stated: “Increasing investment in cooperation on renewable energy and critical minerals is at the heart of the pioneering agreement we have signed today. Our countries are securing the rightful place for these technologies on the global climate and energy agenda.”

For their part, Indian companies will have access to various mining assets in Brazil and will be able to import raw materials free of charge.

In addition to this agreement, the two nations signed nine other related pacts and memoranda in strategic areas such as digital cooperation and equitable access to medicines.

Mexico, Colombia and Uruguay have been invited by the President of Brazil, Luiz Inácio Lula da Silva, to participate in the next BRICS summit, which will take place in Rio de Janeiro next July.

The Brazilian leader considers the presence of these nations crucial to address issues that constitute global challenges. The invitation was made by Lula da Silva in Montevideo, during the inauguration of Uruguayan President Yamandú Orsi, last Saturday.

“Lula stressed that the BRICS have a significant weight in the world, representing almost half of the population and the international Gross Domestic Product. He also highlighted the influence of China and India within the group, underlining their decisive role in the world economy.”

Despite not being members of the group, the president of Brazil considers that the presence of envoys from Mexico, Uruguay and Colombia is crucial for the next summit in Rio de Janeiro and added: “It is important that at this BRICS summit we truly strengthen two fundamental things. We strengthen multilateralism and we strengthen free trade. Because if there is no free trade, there is no multilateralism, there is no democracy.”

The left-wing candidate Luiz Inácio Lula da Silva (50.88%) won by a narrow margin over his rival and current Brazilian president, Jair Bolsonaro (49.12%) with 99.63% counted and thus strengthens the options of comeback after a start of the count in which Bolsonaro was ahead.

Lula da Silva was considered the winner of the election shortly before 9 pm, with 98.91% of the vote counted, after receiving more than 59 million votes. Later, the Superior Electoral Tribunal recognized his victory at 12 midnight.

With this result, Bolsonaro becomes the first Brazilian president not to be re-elected after a legislature that began in January 2019 that has been marked, among other issues, by his controversial management of the pandemic.

Election day closes a tense campaign of political violence and polarization for a country that is highly divided and with a president who will be 77 years old when he takes office. It will be his third spell in power after his two terms from 2003-2010.
