<p style="text-align: justify;">The lower house representatives reached this decision even with the support of the Liberals of the FDP recently expelled from the coalition and the Greens, who together with the Social Democrats form a minority government.</p>
<p style="text-align: justify;">The announcement was made on Tuesday, November 12, after the meetings in the<strong> Bundestag,</strong> although the date has yet to <strong>be confirmed by the president of the nation, Frank-Walter Steinmeier.</strong></p>
<p style="text-align: justify;">The official<strong> must dissolve Parliament after the current chancellor, Olaf Scholz, “submits to a vote of confidence foreseeably on December 16,</strong> which he will lose due to being in the minority,” according to some local media.</p>
<p style="text-align: justify;">Scholz wanted to submit to the vote of confidence on January 15, and had proposed that the elections be held at the end of March 2025, although he gave in to the advance of the date.</p>
<p style="text-align: justify;"><strong>“Once the date of the vote of confidence is called,</strong> the deputies will in principle have <strong>48 hours to vote.</strong> Steinmeier will then have a maximum of 21 days to dissolve parliament, a step which, once done, will trigger a 60-day period for holding elections.”</p>
<p style="text-align: justify;">The parliamentarians voted in favor of the <strong>elections on 23 February</strong> after the<strong> coalition between the Social Democrats, Greens and Liberals broke up.</strong></p>

<p style="text-align: justify;">There are <strong>around 21.4 million voters authorized to vote this June 28, including 69,000 citizens abroad, of the 8 million Venezuelans who left the country for other lands.</strong></p>
<p style="text-align: justify;">The voting centers have been open since the early hours of this Sunday to allow citizens to vote. It is important to remember some recommendations on clothing that encourage you to <strong>wear comfortable and fresh clothes, clothes without necklines or holes, do not wear caps or shorts, and do not wear badges alluding to political parties.</strong></p>
<p style="text-align: justify;">Regarding the regulations for <strong>electronic equipment, cameras and cell phones, weapons or similar, it is pertinent to remember that their use in the voting process is prohibited.</strong></p>
<p style="text-align: justify;">Voters are urged to <strong>bring a supply of drinking water and some snacks, a folding chair, and an umbrella.</strong></p>
<p style="text-align: justify;">The<strong> only document necessary to exercise the right to vote is the laminated identity card, current or expired.</strong> Once they are verified on the lists arranged within the assigned voting center, in addition to lining up, the next thing is to go to the corresponding table, hand over the ID card, wait for their information to appear on the screen and then mark the fingerprint and proceed to vote.</p>
<p style="text-align: justify;"><strong>Pregnant women, elderly people or people with disabilities normally have preferential access.</strong></p>

<p style="text-align: justify;">Another important fact is that the decision between the opposition and the ruling party to resume talks occurs a few days before the <strong>opposition primary elections, scheduled for next Sunday, the 22nd.</strong></p>
<p style="text-align: justify;">The Norwegian government made public the statement from the Maduro government, which indicates the decision of <strong>both parties to “resume the process of dialogue and negotiation”</strong> facilitated by Norway, “with the objective of reaching a political agreement.”</p>

<p style="text-align: justify;">According to information this weekend from the<strong> National Primary Commission</strong> (CNdP) in a statement, in the <a href="https://primariaexteriorve.com/" target="_blank" rel="noopener">application</a> activated for registration there are already some <strong>24,800 people who have registered</strong> to exercise their right to vote in the primaries, and begin the campaign for the<strong> 2024 presidential elections.</strong></p>
<p style="text-align: justify;">It is important to point out that <strong>Venezuelans residing abroad,</strong> and registered in the <strong>Electoral Registry</strong>, had already <strong>updated their residence address</strong> to exercise their right in the more than <strong>81 cities of 32 countries</strong> listed by the Venezuelan opposition.</p>
<p style="text-align: justify;">Recently, due to the <strong>resignation of the rectors of the National Electoral Council</strong> (CNE), which generated uncertainty among voters regarding the accompaniment of the entity in the October primaries, the <strong>opposition declared that the</strong> <strong>elections will be manual.</strong></p>

<p style="text-align: justify;">Representatives of all these countries have held an <strong>online meeting</strong> to examine the situation today and discuss, among other issues, the negotiation process open in Mexico between the government of Nicolás Maduro and the main opposition parties.</p>
<p style="text-align: justify;">This <strong>dialogue remains stalled</strong> after some initial attempts at rapprochement, in a context in which the opposition is now seeking to reconfigure itself to agree on a common candidate in future electoral processes, through primaries that will take place in October of this year.</p>
<p style="text-align: justify;">The group &#8220;has reiterated its objective of <strong>contributing to a peaceful and democratic solution to the crisis in Venezuela,&#8221;</strong> according to the<strong> EU&#8217;s External Action Service,</strong> which in a note has confirmed a new virtual meeting, although already between ministers, for inside one month.</p>

<p style="text-align: justify;"><strong>Guaidó</strong> has <strong>celebrated on Twitter the announcement</strong> of the date &#8220;to reunify the country and for hope to be reborn in Venezuela.&#8221; For his part, <strong>Capriles</strong> has also given his <strong>&#8220;support&#8221; to the Commission&#8217;s announcement</strong> on social networks, in which he sees &#8220;an important step for the construction of a solid political alternative that reaches to represent the interests of the majority of Venezuelans. &#8220;We believe that the change that our people long for is possible in 2024,&#8221; he said.</p>

<p style="text-align: justify;">For its part, the delegation of the <strong>Unitarian Platform</strong> expressed that the agreement seeks to address the “humanitarian crisis” that Venezuelans are going through. They also agreed to request the <strong>establishment</strong> of a &#8220;fund administered by the <strong>United Nations,</strong> under a programmatic framework of projects and works recommended by recognized experts, which guarantees transparency in the execution of these funds.&#8221;</p>
<p style="text-align: justify;">In addition, the opposition Platform stressed that &#8220;<strong>negotiation is not the solution</strong>, but it is a tool that allows signing agreements for the benefit of Venezuelans&#8221;.</p>

<p style="text-align: justify;">For now, the result is unknown in the cities (mayoralties) of Venezuela with the exception of Caracas, which has a special status, where former Interior Minister <strong>Carmen Meléndez</strong> (PSUV) won, with 58.93 % of the votes counted, ahead of the opposition <strong>Antonio Ecarri</strong> (Alianza Lapiz), who obtained 15.54 % of the votes.</p>
<p style="text-align: justify;">If these results are confirmed, the Venezuelan ruling party improves those obtained in 2017, when it won in 18 states and Caracas.</p>
<p style="text-align: justify;">The largest and most emblematic <strong>electoral triumph</strong> of the opposition was in<strong> Zulia</strong>, the most populated state in the country, where the veteran political leader <strong>Manuel Rosales</strong> won with the MUD card.</p>
<p style="text-align: justify;">In these elections, 41.80% of voters voted, representing 8,151,793 citizens, abstention being markedly significant.</p>

<p style="text-align: justify;">Deputy Génesis Garveth<strong>,</strong> a member of the government team in the negotiations, confirmed to the President of Venezuela, <strong>Nicolás Maduro,</strong> the date on which the dialogue that began in August under the mediation of Norway and with the support of Mexico will resume.</p>
<p style="text-align: justify;">The opposition bloc and the Maduro Executive closed their third round of negotiations on <strong>September 27</strong> with an agreement to implement consultation mechanisms with national and international political actors, and with approaches on <strong>&#8220;social, economic</strong> and <strong>political&#8221;</strong> issues.</p>
<p style="text-align: justify;">In the previous rounds, the parties reached partial agreements to seek mechanisms for access to <strong>international</strong> funds for <strong>humanitarian</strong> aid or to reaffirm the sovereignty of Venezuela, all in accordance with the norms that they established in the &#8216;Memorandum of Understanding&#8217; that they signed at the beginning of the dialogue in Mexico City.</p>
<p style="text-align: justify;">Among the main points of the meetings are the <strong>institutional framework,</strong> the reform of the judicial system, the mechanisms to help the <strong>national economy</strong> or social issues to solve the crisis in the country.</p>
<p style="text-align: justify;">This new Venezuelan dialogue has the mediation of Norway and the support of <strong>Mexico</strong> as a neutral territory for the negotiations. On everyone&#8217;s mind are the regional and local elections on <strong>November 21,</strong> in which for the first time in three years the Unitary Platform has offered to participate, which once again recovers the common flag of the Democratic Unity Table (MUD).</p>
