The National Integrated Customs and Tax Administration Service (SENIAT) announced last week that it will be mandatory for businesses, brands, entrepreneurs, individuals or entities promoting goods to display their Taxpayer Identification Number (RIF) in all advertising disseminated through social media and digital platforms.

The tax authority is implementing modifications to various collection tools in Venezuela as part of its digital advancement. The aforementioned provision was made official through Administrative Ruling SNAT/2026/00080, published in Official Gazette No. 43,435 on August 12, 2026.

The text states that the Taxpayer Identification Number (RIF) “must appear in all advertisements broadcast through mass media and digital communication channels,” which includes platforms such as Instagram, Facebook, TikTok, websites, and other electronic means.

The National Integrated Customs and Tax Administration Service (SENIAT) is moving forward with direct oversight of commercial presence and “e-commerce on social media, in a context of growing online sales and advertising activity in the country.”

Following the announcement of the measure, entrepreneurs and advertising agencies are expediting the necessary procedures to adapt their materials to comply with the requirement. Details regarding penalties for non-compliance are unknown, although it is known that “infractions of the RIF regulations are defined in the Organic Tax Code.”

The National Integrated Customs and Tax Administration Service (SENIAT) of Venezuela announced the elimination of the renewal requirement for the Tax Information Registry (RIF), except for specific exceptions.

The measure, formalized through Official Gazette No. 43,435, dated August 12, according to the head of the agency, Román Maniglia, eliminates the expiration date of the Taxpayer Identification Number (RIF), a document that had to be renewed every three years, except in the following cases based on changes in the taxpayer’s information:

• Change of surnames, given names, company name, or trade name of the individual or entity.
• Change of directors, administrators, or persons exercising legal representation.
• Change of shareholders, with the exception of companies listed on stock exchanges.
• Change of tax or electronic address.
• Sale of the business or all its inventory, which modifies its ownership.
• Cessation, suspension, and resumption of regular economic activities.
• Tax liability and/or exemption, and enjoyment of tax exemptions, exonerations, and other tax benefits or incentives.
• Installation, relocation, or permanent closure of establishments, such as headquarters, branches, agencies, commercial or service premises, factories or production plants, warehouses or storage facilities, administrative offices, and other places where business activity is carried out or permanent establishments.
• Change of economic activity or corporate purpose.
• Insolvency, liquidation, or bankruptcy of companies.
• Change of category due to events such as transformation, merger, corporate reorganization, opening of probate proceedings, among others.
• Any other modification that could affect the taxpayer’s situation as determined by the National Integrated Customs and Tax Administration Service (SENIAT).

Additionally, Article 5 of the reform modifies Article 10 of the regulation governing the Tax Information Registry (RIF), establishing the following obligations for taxpayers registered in the Tax Information Registry:

• Reflect the RIF number on invoices and other documents or contracts they issue or sign.
• Include the Taxpayer Identification Number (RIF) on all applications and documents submitted to official agencies of the Bolivarian Republic of Venezuela.
• Record the RIF in accounting books and other subsidiary ledgers required by tax regulations.
• Include the manufacturer’s or importer’s RIF on labels and packaging.
• Include the RIF in all advertising materials disseminated through mass media and digital communication channels.
• Likewise, the RIF must be indicated in all other cases determined by the National Integrated Customs and Tax Administration Service (SENIAT).

Integration of SAREN and SENIAT platforms

Both agencies will integrate their platforms to simplify procedures and payments. According to the country’s acting president, Delcy Rodríguez, “the objective of this platform integration is that ‘when a procedure is carried out at SAREN, it is immediately incorporated into SENIAT.'”
