<p style="text-align: justify;">The international organization presented the data last Tuesday through the<strong> OECD Economic Surveys: Costa Rica 2025 report,</strong> which shows an improvement compared to its last projection in December 2024, &#8220;when it placed it at 3.5%, although it is lower than the 4% growth that the Central Bank proposed in January of this year.&#8221;</p>
<p style="text-align: justify;">According to <a href="https://www.oecd.org/en.html" target="_blank" rel="noopener">OECD</a> estimates, Costa Rica&#8217;s economy will experience growth of 3.8 % in 2025 and 2026. In January of this year, the <strong>Central Bank of Costa Rica (BCCR)</strong> projected economic growth for that period at 4 %.</p>
<p style="text-align: justify;">At the presentation of the OECD report, Secretary-General Mathias Cormann noted that &#8220;Costa Rica must address the skills mismatch,<strong> increase women&#8217;s participation in the labor market, and reduce informality to boost medium-term growth.&#8221;</strong></p>
<p style="text-align: justify;">He also highlighted that the country has a well-trained workforce, as well as <strong>&#8220;significant untapped potential in wind, solar, and geothermal energy,</strong> which could meet this growing demand through the diversification and expansion of renewable energy production.&#8221;</p>

<p style="text-align: justify;">The OECD has considered aspects such as the impact of <strong>geopolitical conflicts and increased trade tensions,</strong> as well as global economic resilience and interest rate adjustments.</p>
<p style="text-align: justify;">The figures are different for each region. In the Eurozone, for example, the<strong> weakest economies</strong> have been <strong>Germany (0 % in 2024 and 0.7 % in 2025), France (1.1 % in 2024 and 0.9 % in 2025) and Italy (0.5 % in 2024 and 0.9 % in 2025).</strong></p>
<p style="text-align: justify;">Regarding <strong>Spain</strong> in particular, according to the OECD, <strong>GDP will rise by 3 % this year</strong> “and will be the second highest of all Member States, only behind Turkey (3.5 %)”.</p>
<p style="text-align: justify;">In the case of the<strong> United States,</strong> its growth has been solid and is expected to remain at <strong>2.8 % this year and 2.4 % next year.</strong></p>
<p style="text-align: justify;">China and India, in the Asian region, have provided surprises: <strong>China (4.9 % in 2024 and 4.7 % in 2025) and India (6.8 % and 6.9 %, respectively). And they are followed in Latin America by Brazil (3.2 % and 2.3 %) and Mexico (1.4 % and 1.2 %).</strong> Regarding Argentina, which is recovering at the end of the year, the OECD estimates that growth will be somewhat higher both in 2025 (2.2 %) and in 2026 (2.1 %), thanks to the fact that the country is preparing to emerge from the recession it has been experiencing.</p>

According to their estimates, inflation in the country will soar even further this year, reaching a staggering 250.6%, compared to 134.5 % in 2023. In addition, the recession will deepen, with a fall in <strong>economic activity</strong> of 2.3 %, a figure significantly higher than forecast before <strong>Javier Milei&#8217;s presidential election.</strong></p>
<p style="text-align: justify;">In its recently released interim Outlook report, the OECD revised downward the short-term projections for Argentina. Although the country is not a member of the OECD, it is part of the <strong>G20,</strong> and the new president’s economic policies have had a notable impact.</p>
<p style="text-align: justify;">What is most surprising is the explosion of inflation. The 250.6 % forecast for 2024 is 93.5 percentage points higher than the estimate made at the end of November. It is important to note that this represents an annual average<strong> (calculated over the 12 months)</strong>, as well as the 134.5 % recorded in <strong>2023,</strong> which reflected the acceleration of prices during the latter part of the year.</p>
<p style="text-align: justify;">In December, prices rose by 25.5 %, and the OECD expects a similar increase in January due to the devaluation of the currency decided by the Milei government.</p>
<p style="text-align: justify;">The OECD also notes that Argentina was the only G20 country whose <strong>Gross Domestic Product (GDP)</strong> declined in 2023, with a drop of 1 % (Saudi Arabia recorded -0.9 % and Germany -0.1 %). Unfortunately, this trend will continue in 2024, with an even greater contraction of economic activity of 2.3 %.</p>
<p style="text-align: justify;">In summary, the economic situation in <strong>Argentina</strong> remains worrying, and the policies implemented by the new government will have a significant impact on the future of the country.</p>

<p style="text-align: justify;">In addition to China, other large emerging markets such as <strong>Brazil</strong> (0.9 % instead of 1.8 %) and <strong>India</strong> (1.9 % instead of 2.1 %) also saw lower growth in the second quarter compared to first.</p>
<p style="text-align: justify;">Among the G20 member countries with more developed economies, a slowdown was observed in <strong>Canada</strong> (0.6% in the first quarter compared to 0 % in the second), a contraction in Italy (0.6% GDP expansion between <strong>January</strong> and <strong>March</strong> to a contraction of 0.4 % between April and June) and stagnation in <strong>Germany</strong> (decrease of 0.1 %).</p>
<p style="text-align: justify;">However, the case of Turkey within the G20 stands out, where there was a <strong>significant improvement</strong> in its economic performance. After a 0.1 % drop in the first quarter, the Turkish economy saw an impressive 3.5 % jump in the second quarter, driven mainly by private consumption.</p>

<p style="text-align: justify;">This measure arises from the concern that multinational companies redirect their profits to places where taxes are lower, in order to reduce the tax burden to pay. The agreement represents more than <strong>90 % of world GDP</strong>.</p>
<p style="text-align: justify;">Additionally, it will allocate &#8220;more than <strong>125,000 million dollars</strong> of profits from the <strong>100 largest and most profitable multinational companies</strong> to countries around the world.&#8221; Ensuring that the transnationals pay &#8220;the equitable part of taxes that correspond to them, regardless of where they carry out their activities and generate profits.&#8221;</p>
<p style="text-align: justify;">Of the 140 members of the OECD / G20 Inclusive Framework on Tax <strong>Planning Strategies (BEPS</strong>) 136 joined the declaration that establishes two pillars to address the tax challenges arising from the <strong>Digitization of the Economy</strong>. While Kenya, Nigeria, Pakistan and Sri Lanka have yet to adhere to the agreement.</p>
<h2 style="text-align: justify;">Tax reallocation</h2>
<p style="text-align: justify;">The agreement on the <strong>global minimum</strong> <strong>tax </strong>does not attempt to eliminate <strong>tax competition</strong>, but imposes restrictions negotiated multilaterally, which will cause an additional collection, for the countries, equivalent to &#8220;about 150,000 million US dollars.&#8221;</p>
<p style="text-align: justify;">The <strong>first pillar</strong> of the agreement establishes a fairer <strong>distribution between countries</strong> of the profits and tax rights related to the largest and most profitable multinational companies, reallocating tax rights on large companies from the countries of origin to the markets in which who carry out their economic activity and obtain benefits, regardless of having a physical presence or not.</p>
<p style="text-align: justify;">This means that all those companies that register <strong>global sales above 20 billion euro</strong>s and their profitability exceeds 10 %, which can be considered the most favored by globalization, will be subject to the new rules, so they will be reassigned to market jurisdictions <strong>25 % of the profit that</strong> exceeds <strong>the 10 % threshold</strong>.</p>
<p style="text-align: justify;">While the second pillar establishes a &#8220;<strong>minimum global</strong> tax on <strong>companies of 15 %,</strong> which will apply to companies that exceed &#8220;750 million euros&#8221; calculating an annual, worldwide collection, in the order of USD 150 billion.</p>
<p style="text-align: justify;">In addition, the benefits of this agreement will also impact taxpayers and their administrations because it will provide <strong>greater stability</strong> to <strong>the international financial system,</strong> as well as the enhancement of legal security in tax matters.</p>
