Supreme Decree 018-2026-MINEDU, from the Ministry of Education of Peru, officially prohibits the use of cell phones in private and public schools throughout the country.

The restriction covers Regular, Special, and Alternative Basic Education modalities during pedagogical activities and seeks to protect children’s mental health, prevent cyberbullying, and improve academic performance.

The Decree establishes exceptions and the safekeeping of devices in schools. Although “the regulations prohibit the use of cell phones inside and outside classrooms, even at scheduled school events,” there are “specific exceptions for emergencies, duly documented health conditions, and pedagogical projects in secondary education. In the latter case, the teacher in charge must authorize the use of the device within the curriculum.”

Educational institutions must incorporate this measure into their regulations and comply with the specifications related to the protection and safeguarding of students’ devices in a designated storage area. It is clearly specified that “teaching staff are strictly prohibited from reviewing students’ personal files or content.”

Failure to comply with the decree will result in corrective measures with a formative approach, without resorting to humiliating treatment.

France has suspended the use of the free versions of Microsoft Office 365 and Google Workspace for Education in its schools. This was announced this week by the French Ministry of Education, arguing that these versions do not have the proper permission in the country.

The alleged non-compliance with French legal provisions, and European data regulations, of the free versions of Microsoft Office 365 and Google Workspace led to the decision to suspend their use in schools and educational institutes.

It is important to note that the banned packages offer “apps and other services that help plan and implement teaching digitally, and are very useful for both teachers and students.” However, the problem arises with the free versions. Therefore, the Ministry of Education has suspended these, but not the paid ones.

It has transpired that the suspended versions lacked the “SecNumCloud qualification, a verification by the French National Agency for Cybersecurity (ANSSI) for commercial cloud products.”

On the other hand, Philippe Latombe, a member of the French National Assembly, has drawn attention to the fact that, being free, the versions of Microsoft Office 365 and Google Workspace for Education promote “unfair competition”.

President Nicolás Maduro made changes in some ministries this week, the main novelty being the appointment of the former rector of the National Electoral Council (CNE), Tibisay Lucena, as the new minister of university education.

“I appointed as Minister of Popular Power for University Education, Dr. Tibisay Lucena. Her extensive experience and pedagogical vocation will contribute to raising the quality of education for national development,” Maduro wrote through his Twitter account.

This is how the former electoral authority will replace César Trompiz, who until then was in charge of the university portfolio.

On the other hand, the Venezuelan president also reported that Dheliz Álvarez will be in charge of leading the Ministry of Popular Power for National Commerce, replacing Eneida Laya.

“Álvarez will be responsible of strengthening national commerce, a vital space for the development of the real economy that generates the wealth that meets the needs of the people.
