This percentage equates to more than 5.7 million people.

Job insecurity is strongly felt in the South American nation as a result of the recently passed Law on the Registry of Delinquent Alimony Debtors (RDAM) of the province of Buenos Aires, the effects of which are felt primarily by young people.

As explained by the authorities, “the main objective of the reform to the RDAM is to streamline the registration process and strengthen state tools to guarantee the payment of child support for children and adolescents.”

The new registration rules establish that “debtors can now be registered from the first missed payment, and it will no longer be necessary to wait for three consecutive or five alternating installments, as was previously the case. Furthermore, the scope of registration is expanded to include employers and creditors who, having been served with judicial notice, fail to fulfill their joint and several liabilities, as established by the Civil and Commercial Code.”

However, the possibility of suspending the licensing process for businesses or industries for child support debtors is also contemplated, with exceptions: “If there is no other source of income, a provisional permit may be granted on the condition that the debt is regularized.”

Although the Buenos Aires government seeks to “guarantee children’s rights and promote a public policy that contributes to balancing the power relations between genders in the care and maintenance processes,” the reality experienced by Argentines is different, particularly affecting women and young people.

Long before, women were recognized for their contribution to the economy, education and development at a global level.

In the 21st century, challenges remain in aspects such as labor and gender equality, access to education and health, among others.

The UN, together with the International Labour Organization (ILO) and entities from each country, are striving to identify the needs and rights of women in order to design mechanisms that guarantee decent work, equal participation in the economy, representation in areas such as science and innovation, as well as dignified treatment, as well as their inclusion in decision-making.

Recognition of women’s contributions is progressing slowly, despite their increasing role in trade, finance, government positions and sports, to mention some key sectors in the process of globalization.
