“The Venezuelan gold reserves that have been claimed amount to a value of US$ 1,950 million (about 1,780 million euros), in addition to another US$ 120 million (109 million euros) more coming from an exchange with the German entity Deutsche Bank”.

The Central Bank of Venezuela filed the appeal to request the release and return of the gold before Juan Guaidó was removed as the alleged “interim president” of the country.

The British Commercial Court has not yet made a decision on this new political and economic reality in Venezuela. For their part, authorities in the South American country could be preparing a subsequent appeal in order to recover the gold retained in the Bank of England.

The process of lawsuits, appeals and other complications in the case of the gold that was awarded at the time to Guaidó has taken three years.

Deputy Génesis Garveth, a member of the government team in the negotiations, confirmed to the President of Venezuela, Nicolás Maduro, the date on which the dialogue that began in August under the mediation of Norway and with the support of Mexico will resume.

The opposition bloc and the Maduro Executive closed their third round of negotiations on September 27 with an agreement to implement consultation mechanisms with national and international political actors, and with approaches on “social, economic and political” issues.

In the previous rounds, the parties reached partial agreements to seek mechanisms for access to international funds for humanitarian aid or to reaffirm the sovereignty of Venezuela, all in accordance with the norms that they established in the ‘Memorandum of Understanding’ that they signed at the beginning of the dialogue in Mexico City.

Among the main points of the meetings are the institutional framework, the reform of the judicial system, the mechanisms to help the national economy or social issues to solve the crisis in the country.

This new Venezuelan dialogue has the mediation of Norway and the support of Mexico as a neutral territory for the negotiations. On everyone’s mind are the regional and local elections on November 21, in which for the first time in three years the Unitary Platform has offered to participate, which once again recovers the common flag of the Democratic Unity Table (MUD).

In a statement shared by the Norwegian Foreign Ministry as the facilitating country of these meetings, both parties wanted to show “the follow-up” of the memorandum of understanding that they signed at a public event at the National Museum of Anthropology in Mexico, the country where they have been held out these encounters.

“Following up on the memorandum of understanding signed on August 13 in Mexico City, the Government of Venezuela and the Unitary Platform, we confirm that we have held constructive meetings with the facilitation of the Kingdom of Norway on August 14 and 15“, they indicated.

Likewise, they have referred to the point of this memorandum on “the importance of inclusion” in the dialogue, for which they have reported that they have discussed “the establishment of a consultation mechanism with political and social actors“.

On the other hand, they reiterated “their commitment” to the method established in the document as well as with “the utmost caution regarding the reservation and comments” of the process, for which they have communicated that, in light of this, they will be “prudent and concise.”

The memorandum of understanding establishes that the dialogue and negotiation process will be based on several points, among which the lifting of sanctions and the restoration of rights, the electoral guarantee, political coexistence, the renunciation of violence and the protection of the economy stand out.

The dialogues are led by the Government of the president, Nicolás Maduro, and the Unitary Platform, made up of four opposition parties, including Primero Justicia, led by Henrique Capriles; and Voluntad Popular, by Leopoldo López and Juan Guaidó.
