<p style="text-align: justify;">Foreign Minister Pablo Quirno announced the news, explaining that <strong>&#8220;the withdrawal from the WHO also entails a new assertion of sovereignty and a veiled criticism of multilateralism.&#8221;</strong></p>
<p style="text-align: justify;">According to the official, the country <strong>will continue to promote “international cooperation in health through bilateral agreements and regional forums, fully safeguarding its sovereignty</strong> and its decision-making capacity regarding health policies.”</p>

<p style="text-align: justify;">This figure also marks a <strong>drastic decline compared to the financial surplus of 1.1 trillion pesos in January.”</strong></p>
<p style="text-align: justify;"><strong>Total revenues grew 21.2 % year-on-year and primary expenditures 21.3 %.</strong> Furthermore, <strong>debt interest</strong> <strong>payments</strong> totaled <strong>1.26 trillion pesos.</strong></p>
<p style="text-align: justify;">“According to the <strong>2026 Budget prepared by the Javier Milei</strong> administration, <strong>Argentina expects to close this year</strong> with a <strong>primary surplus equivalent to 1.5 % of GDP and a positive financial balance equivalent to 0.3 % of GDP,”</strong> the local entity stated.</p>

<p style="text-align: justify;">Regarding <strong>tax reform,</strong> Caputo emphasized that it will focus on <strong>&#8220;eliminating many taxes, lowering others, and simplifying the tax regime</strong>.&#8221; He also mentioned that &#8220;there will be <strong>significant incentives to develop domestic savings.&#8221;</strong></p>
<p style="text-align: justify;">The minister addressed <strong>key issues</strong> such as the <strong>capital market, long-term domestic savings, the fiscal deficit, and private sector investment, all while considering a new development model.</strong></p>
<p style="text-align: justify;">Caputo <strong>urged business leaders and executives to embrace the change</strong>: &#8220;At this point, I find it almost archaic for people to believe that the only way Argentina can be competitive is by having a weak currency. <strong>A weak currency is nothing more than a reflection of a weak economy.</strong> It also seems to me that it&#8217;s an understatement to you, to the business community, to tell you that the only way you can be competitive is by having a depreciated currency.&#8221;</p>

<p style="text-align: justify;">“So that merchants can accept payments in dollars with a debit card, the <strong>BCRA</strong> ordered that <strong>acquirers and sub-acquirers have the tools ready to accept payments in dollars</strong> before February 28,” local sources indicate.</p>
<p style="text-align: justify;">In addition, the BCRA Board of Directors has incorporated payments with debit cards, in pesos and in dollars, into the interoperable QR terminal. This opens the door to<strong> transfers in US currency, as well as credit card and gift card payments.</strong> Payments can be made and received “by scanning any<strong> QR code</strong> that supports the payment instrument enrolled in the wallet.”</p>
<p style="text-align: justify;">Regarding the deadlines for the implementation of these measures, it was learned that the participating entities “will have until February 28 to implement the <strong>Scheduled Debin.</strong> For its part, the incorporation of the<strong> interoperable QR for debit card payments in dollars and pesos must be operational before April 1.”</strong></p>

<p style="text-align: justify;">By comparing the fiscal result &#8220;of the last years of each country with the fiscal result of the last 12 months as of June 2024 (with the exception of Bolivia and Colombia, whose latest data is as of April), the risk rating agency establishes that<strong> Argentina closed the last year with a fiscal deficit of -4.4 % of GDP. <p style="text-align: justify;"><strong>Chile,</strong> another country where the <strong>fiscal deficit increased, ended 2023 at 2.4 %</strong>. By June 2024, the deficit reached -3.6 % and its fiscal goal is -1.9 %.</p>
<p style="text-align: justify;"><strong>Colombia</strong>, on the other hand, “closed 2023 with a fiscal deficit of -4.3 %. Taking April 2024, in the last 12 months it accumulated a -6.2 % deficit. The <strong>goal for the end of 2024 is -5.6 %.”</strong></p>
<p style="text-align: justify;"><strong>Ecuador</strong> <strong>closed 2023 with a fiscal deficit of -5.3 %</strong>. In the last 12 months to June it reached -3.9 % and its fiscal goal for the current year is -3.5 %.</p>
<p style="text-align: justify;"><strong>Mexico,</strong> another country where the fiscal deficit increased despite being the second most important economy in Latin America, <strong>closed 2023 at -3.3 % and in the last 12 months to June 2024 it rose to -4.1 %. The Mexican Government plans to close 2024 at -4.9 %.</strong></p>
<p style="text-align: justify;"><strong>Guatemala</strong>, a Central American country among those that have improved by improving its performance, <strong>closed 2023 with a deficit of -1.3 %,</strong> “while as of June 2024 it accumulated, in the <strong>last 12 months, a deficit of -0.5 %.</strong> The goal for 2024 is -2.4 %.”</p>
<p style="text-align: justify;"><strong>Nicaragua,</strong> which is also among the best performing nations, <strong>closed 2023 “with a surplus of 2.7 %. The index rose by 2.9 %</strong> if the last 12 months to June 2024 are taken. The goal for 2024 is a surplus of 0.9 %.”</p>

<p style="text-align: justify;">Resolution 13, dated Thursday, June 27, indicates: <strong>“Repeal the Enacom Resolutions”,</strong> concerning the limits of between <strong>5 and 10 % per month on rates for said services.</strong></p>
<p style="text-align: justify;">The measure was signed by “the auditor of the organization designated by the Government, Juan Martín Ozores, and by two other deputy auditors,” thereby <strong>eliminating the regulations </strong>of the previous administration, authorizing telecommunications companies to establish <strong>price increases they may consider.</strong></p>
<p style="text-align: justify;">The <strong>Milei administration</strong> had taken legal measures regarding restrictions on public information and communications technology (ICT) services imposed by the previous government.
