Bolivia’s internal situation has led the country to the depletion of its international reserves. In this context, President Luis Arce has indicated that without new financing, it could default.

The main creditors of the South American nation, mired in a political, social, and energy crisis, are the Inter-American Development Bank (IDB), the Development Bank of Latin America and the Caribbean (CAF), the World Bank (WB), and China.

Arce indicated that if parliamentary approval of the international loans it requested from multilateral institutions is not achieved, the country would default.

The lack of foreign currency in Bolivia is critical. Added to this is the electricity crisis and clashes with the political opposition, accused by Arce of blocking international financing.

The president has expressed his concern: “We are trying not to default. We have every intention of paying our debt, but what if we don’t have the resources?”

Currently, “there are $1.8 billion in requests for international funds that have not yet been discussed by legislators. The country needs $2.6 billion by December for fuel imports and foreign debt payments.”

On April 13, Daniel Noboa won the second round of the presidential elections in Ecuador, winning 55.65 % of the votes against 44.35 % for the Correa candidate, Luisa González.

With this victory, Noboa faces several internal challenges, not least of which is the need to consolidate his political power.

Analysts point out that to achieve this, the president “must articulate parliamentary agreements, avoid political isolation, and maintain a coherent reform agenda that responds to the country’s urgent needs and sets the tone for his second term in office.”

Reelection represents more than a victory over the opposition: “It is a new political cycle with clear opportunities but latent risks. His legitimacy, although solid for the moment, could quickly erode if he does not respond effectively, with the support of the Assembly, to urgent issues such as security, employment, and the fiscal crisis. The key will be to consolidate effective governance and transform his movement into a structured political force.”

Noboa’s agenda, who will face a fragmented Assembly with no majorities starting May 14, emphasizes the need to establish pacts and alliances with actors such as Pachakutik and the PSC “to achieve the minimum 76 votes necessary to pass bills.” He will need to demonstrate a strong negotiating capacity and the ability to “build bridges beyond ideological differences, which will be essential for advancing his agenda.”

A strategic management vision to respond to the country’s structural demands, with proposals for both social and parliamentary reforms, will be key in Daniel Noboa’s new presidential term.

The newly appointed Prime Minister of Haiti, Garry Conille, expressed this weekend his commitment to the transition process of a nation plunged into a deep sociopolitical crisis.

Between 2011 and 2012 he held the same position under the mandate of Michel Martelly. On Saturday he held a meeting with the interim prime minister, Michel Patrick Boisvert, who takes office after the resignation of Ariel Henry following the acts of violence at the end of February.

The private meeting took place in the ambassadors’ lounge of the air terminal and new work meetings are planned to face the internal crisis, while waiting for Conille to take office.

“Conille committed to working with the Presidential Transition Council to resolve the problems facing the country, where elections have not been held since November 2017 when Jovenel Moise won, assassinated on July 7, 2021 by an armed group in his private residence in Port-au-Prince.”

He accepted the position with humility and willingness to work alongside the councilors and organizations that placed their trust in him.

It is important to note that since 2023, Conille, a doctor, has been regional director of the United Nations Children’s Fund (UNICEF) for Latin America and the Caribbean.

The president of Colombia, Gustavo Petro, launched a proposal for debate on a National Constituent Assembly in view of the obstacles he has encountered in Congress regarding the approval of his reforms.

This Saturday, March 16, the international media reviewed the proposal made by Petro on Friday the 15th in Cali, regarding the possibility of convening a National Constituent Assembly.

The idea, which the president published on his social network account, “has been criticized by politicians of all currents, including some who supported him in the 2022 presidential elections.”

Numerous national sectors have described the proposal as a “balloon of distraction” in the face of the decline in popularity and legislative support for Petro, who, according to former left-wing senator Jorge Robledo, is looking for a distraction, since “he does not have enough votes to approve it in Congress or to approve it among the citizens.”

As a sign of weakness and desperation, Robledo has described the president’s proposal, which has definitely not been well received by the different sectors of Colombian society.

Regarding the proposal, Senator Humberto de la Calle, member of the Centro Esperanza Coalition, described Petro’s argument as “weak” and added: “The reason that the president alleges for convening a constituent assembly is the impossibility of complying with the Constitution, according to his own saying (…) If it were true, it is not the Constitution that must be changed but the way of governing,” the congressman added in a statement.

De la Calle clarified that a Constituent Assembly requires the prior passage of a bill that must pass through Congress, where Petro does not have a majority. In addition, two calls to the population are required: first for them to say whether they want a constitutional reform and, if so, for them to approve any possible changes.
