<p style="text-align: justify;">In addition to the ILO, “all the country’s trade union organizations will be participating, such as the C<strong>TV, ASÍ, CGT, and the Bolivarian Federation; as well as Fedecámaras and Fedeindustria, with government representatives in attendance.”</strong></p>
<p style="text-align: justify;">The last meeting of this body, created and promoted by the international organization, was two years ago, but it was abruptly suspended without any results.</p>
<p style="text-align: justify;">For two days, three conventions directly related to wages in the country will be discussed:</p>
<ol style="text-align: justify;">
<li><strong>Convention 26:</strong> Discussions on <strong>methods for establishing the minimum wage.</strong> This will examine the progress being made and whether it is being implemented.</li>
<li><strong>Convention 87:</strong> concerning <strong>freedom of association,</strong> which will determine whether workers are being persecuted or harassed and whether they have the opportunity to express themselves freely.</li>
<li><strong>Convention 144:</strong> which calls for <strong>a forum for social dialogue to discuss both labor laws and laws that affect the performance of the Venezuelan economy.</strong></li>
</ol>
<p style="text-align: justify;">As May 1st approaches, the date on which the acting president, Delcy Rodríguez, is expected to announce the increase in the minimum monthly <strong>wage,</strong> the discussions are progressing, new proposals are emerging, and concerns are also being raised by employers.</p>
<p style="text-align: justify;">Recent <strong>meetings between the Venezuelan government and the ILO </strong>aim to pave the way for better conditions for the <strong>working class,</strong> which demands a living wage that allows them to cover basic needs.</p>
<p style="text-align: justify;">ILO representatives Corinne Vargha, Ana Virginia Moreira, and Ítalo Cardona described the recent release of a group of union members in the country as a positive sign.</p>

<p style="text-align: justify;">THE international organization predicts a slight decrease in unemployment, despite the <strong>inequality</strong> that persists in the labor market, especially <strong>with respect to women and wages.</strong></p>
<p style="text-align: justify;">According to the ILO, unemployment will be at 4.9 %, down from 5.0 % in 2023. Likewise, it <strong>is expected to stabilize in 2025, with an unemployment rate also at 4.9 %.</strong></p>
<p style="text-align: justify;">The report does not leave aside the issue of the lack of employment opportunities, which persists in the world. In this sense, it estimates the <strong>number of people without work but who want to work at 402 million people.</strong> The estimate <strong>includes 183 million people counted as unemployed.</strong></p>
<p style="text-align: justify;">“The report reveals critical employment challenges that we still need to address. Despite our efforts to reduce <strong>inequalities globally,</strong> the labor market remains an unequal playing field, especially for women,” said <strong>Gilbert F. Houngbo, Director-General of the ILO.</strong></p>
<p style="text-align: justify;">According to the official, to achieve a sustainable recovery with benefits shared by all, inclusive policies are necessary that take into account the needs of all workers. That is,<strong> inclusion and social justice</strong> must be the focus of policies and institutions.</p>
<p style="text-align: justify;">In the report, figures indicate that “the <strong>employment gap for women in low-income countries</strong> reaches a<strong> staggering 22.8 %, compared to 15.3 % for men.</strong> This contrasts with high-income countries, where the rate is 9.7 % for women and 7.3 % for men.”</p>

<p style="text-align: justify;">In its <strong>2023 Labor Outlook report for Latin America and the Caribbean,</strong> the organization also predicts that informality will increase in the labor sector.</p>
<p style="text-align: justify;">After almost four years of the Covid-19 pandemic, “the region as a<strong> whole exhibits a full recovery in the employment and unemployment rate,</strong> although an insufficient recovery in the participation rate,” the report states.</p>
<p style="text-align: justify;">When comparing the averages of the<strong> first three quarters of 2022 with those of 2023, “a reduction in the unemployment rate is observed from 7.4 % to 6.5 %, </strong>accompanied by an increase in the occupancy rate of 57.9 % to 58.2%. Meanwhile, the participation rate went from 62.5 % to 62.3 %.”</p>
<p style="text-align: justify;">The ILO indicated in the document that the <strong>employment sector was completely recovered, and the labor supply was partially recovered.</strong> Likewise, the unemployment rate is lower than in 2019. However, nine of the 16 countries in the region maintain an employment rate below the level for 2019.</p>
<p style="text-align: justify;">The ILO foresees an uneven recovery between urban and rural regions. For the latter, the organization proposes that <strong>formal job creation plans be maintained and expanded,</strong> given that the informality rate has continued to increase. In fact, “In mid-2023, the informality rate in Latin America was 48 %.”</p>
<p style="text-align: justify;">Another aspect that the<strong> ILO focuses on is improving workers&#8217; incomes in order to reduce poverty.</strong> Although employment levels have returned to those similar to 2019, salaries remain below, affecting the purchasing power of the population.</p>

<p style="text-align: justify;">The <a href="https://www.ilo.org/global/about-the-ilo/how-the-ilo-works/ilo-director-general/statements-and-speeches/WCMS_878649/lang--es/index.htm" target="_blank" rel="noopener">International Labor Organization</a>, through its <strong>director general Gilbert Houngbo</strong>, has proposed the <strong>Global Coalition for Social Justice,</strong> which “will allow the creation of a <strong>platform that facilitates the collaboration</strong> of a broad set of <strong>international organizations and interested parties.</strong> It will champion social justice as a key element in enabling <strong>global recovery</strong> and give it the necessary priority in <strong>national, regional and global policies and actions.</strong> This will enable us to forge a people-centric future.”</p>
<p style="text-align: justify;">Houngbo also emphasizes, today more than ever, the need to <strong>review the laws in the labor sector,</strong> so that they are updated and go <strong>with the new times</strong>; “with a view to <strong>protecting workers and promoting sustainable companies”.</strong></p>
<p style="text-align: justify;"><strong>Social dialogue</strong> is essential between organizations and institutions in the sector to achieve positive results for the <strong>workforce.</strong></p>
<p style="text-align: justify;">For the<strong> Director General of the ILO,</strong> the <strong>focus must be on people, on their well-being.</strong> Hence, they need to achieve policies based on <strong>wage equity and equality of workers</strong>. <p style="text-align: justify;">For his part, President Lula has stated that Brazil&#8217;s contribution at the international level must be based on authorized national policies to <strong>eradicate hunger and extreme poverty and promote employment.</strong></p>
<p style="text-align: justify;">In addition to meeting with Lula, Houngbo has spoken with the <strong>Minister of Labor and Employment of Brazil, Luiz Marinho,</strong> and with the Minister of <strong>Development and Social Assistance, Family and Fight against Hunger, Wellington Dias.</strong> His discussions have included topics such as <strong>working conditions, child labor and forced labor, decent work</strong> in the platform economy and South-South cooperation.</p>
<h2 style="text-align: justify;">ILO highlights Brazil&#8217;s work on labor legislation</h2>
<p style="text-align: justify;">Precisely, the head of the ILO has recognized and thanked Brazil for promoting decent work through <strong>South-South and Triangular Cooperation. </strong>Since the <strong>Brazil-ILO program began in 2009</strong>, 35 countries in Africa and Latin America and the Caribbean have benefited from Brazil&#8217;s cooperation.</p>
<p style="text-align: justify;">Houngbo also spoke with representatives of the six main unions and the five main employer confederations in Brazil. Their discussions touched on <strong>social dialogue, labor legislation and informality, among others.</strong></p>
<p style="text-align: justify;">In addition, the ILO Director General met with the <strong>President of the Supreme Labor Court</strong> (TST) of Brazil, Lelio Bentes, to discuss Brazil&#8217;s efforts to <strong>eradicate forced and child labor</strong> and highlight the importance of<strong> social protection.</strong></p>
<p style="text-align: justify;">Houngbo&#8217;s visit to Brasilia coincided with the <strong>start of celebrations </strong>to mark the<strong> 70th anniversary of the ILO&#8217;s presence in Brazil</strong>, one of the founding members of the ILO and the <strong>first Latin American country to host an ILO regional office.</strong></p>

<p style="text-align: justify;">Signs of economic recovery are slight. In addition, the<strong> quality of work</strong> has been negatively affected, to the point of projecting an <strong>increase in informal employment</strong> in both regions, according to the recent ILO report.</p>
<p style="text-align: justify;">As a <strong>recommendation</strong> to the countries that make up <strong>Latin America and the Caribbean,</strong> the international organization has indicated in its most recent report: &#8220;It is crucial that countries implement a <strong>combination of policies</strong> to face the deterioration of <strong>labor markets.&#8221;</strong></p>
<p style="text-align: justify;">According to the <strong>ILO</strong>, when there is a loss of labor income, this leads to the<strong> &#8220;phenomenon of the working poor.&#8221;</strong> This means that &#8220;despite the fact that people have jobs, they continue to be in a <strong>situation of poverty</strong>, even if they have formal jobs.&#8221;</p>

<p style="text-align: justify;">In addition to the rental of commercial premises or annexes that offer &#8220;hairdressing and beauty services, transportation, teachers and self-employed professionals, health assistants, entertainment, recreation, gastronomy, artisans, vendors in public spaces and fairs,&#8221; explained the director of Atraem.</p>

<p style="text-align: justify;">The <strong><a href="https://www.ilo.org/global/lang--es/index.htm" target="_blank" rel="noopener">ILO</a></strong> director for Latin America and the Caribbean, <strong>Vinícius Pinheiro</strong>, said: &#8220;The labor outlook is uncertain, the persistence of infections due to the pandemic and the prospect of mediocre economic growth this year <strong>could prolong the employment crisis until 2023 or even until 2024”.</strong></p>
<p style="text-align: justify;">The international organization highlights that the region registered a strong level of economic recovery, obtaining <strong>growth of over 6 %.</strong> However, this situation did not make it possible to recover the number of jobs lost.</p>
<h2 style="text-align: justify;">Four million unemployed due to the pandemic</h2>
<p style="text-align: justify;">During the second quarter of 2020, 49 million jobs were lost in Latin America and the Caribbean and by the end of 2021, <strong>4.5 million</strong> still remain to be recovered, of which <strong>approximately 4 million</strong> are a consequence of the crisis caused by Covid -19.</p>
<p style="text-align: justify;">By the end of 2021, an average unemployment rate for the region was estimated in the order of 9.6 %. This figure is lower than that registered in 2020, which stood at 10.6 %. However, it is considered a setback when compared to the 8 % registered in 2019, which is used as a reference to calculate the impact of two years of the pandemic.</p>
<p style="text-align: justify;">It is currently estimated that there are <strong>some 28 million people </strong>in the region who are looking for a job without finding it.</p>
<p style="text-align: justify;">As explained by Pinheiro, in &#8220;Latin America and the Caribbean, the pandemic had a more severe impact due to social comorbidities such as informality and inequality (&#8230;) contributing to the loss of jobs and income, without adequate social protection regimes for support people in such a difficult time.”</p>

										<content:encoded><![CDATA[<div style="margin-bottom:20px;"></div><p style="text-align: justify;">The number of unemployed in Latin America and the Caribbean will rise to 28.8 million people in 2022, which represents a decrease of <strong>1.3 million unemployed in 2021</strong>, but 4.5 million more than in 2019, according to a report prepared by the <strong>International Labor Organization (ILO)</strong>.</p>
<p style="text-align: justify;">If the agency&#8217;s projections are fulfilled, <strong>Latin America and the Caribbean</strong> would provide 13.9% of the registered unemployed worldwide, which would amount to 207 million people.</p>
<p style="text-align: justify;">In 2020, the Americas subregion recorded a net job loss of approximately <strong>25 million people</strong>, of which almost 82% resulted in departures from the labor force. While the crisis affected all economic sectors, virus containment measures and mobility restrictions protected labor relocation in <strong>informal employment,</strong> which in previous crises had been a &#8220;key&#8221; labor adjustment mechanism in the region.</p>
<p style="text-align: justify;">The closure and disappearance of millions of <strong>micro, small and medium enterprises</strong> suggests that the labor recovery will be delayed in line with the slow progress of the economic recovery, which is likely to deteriorate the <strong>quality</strong> of employment. In fact, although macroeconomic growth indicators performed well in 2021, employment growth remains limited and has been largely linked to <strong>informal work.</strong></p>
<p style="text-align: justify;">The ILO estimates that the total number of employees in <strong>2022</strong> will be around <strong>460 million people</strong>, twelve million more than in 2021 and three million less than in 2019, the year before the outbreak of the pandemic.</p>
