<p style="text-align: justify;">The <strong>guidelines</strong> proposed by the UN this Monday are: <strong>trust and social resilience; independent, free and pluralistic media; transparency and investigation; public empowerment; and positive incentives.</strong></p>
<p style="text-align: justify;">The fight against online disinformation includes a review of the advertising model of <strong>social platforms and networks.</strong></p>
<p style="text-align: justify;">“When the integrity of information is in the spotlight, so is democracy, which depends on a shared and <strong>fact-based perception of reality,”</strong> <strong>UN Secretary General Antonio Guterres</strong> told the press during the presentation of this code of conduct.</p>
<p style="text-align: justify;">The <strong>vulnerability of dat</strong>a to the promotion of technologies such as <strong>artificial intelligence (AI)</strong> has led the UN to launch this code of behavior as basic guidance in this area. The organization is committed to ensuring that<strong> these principles “are applied by the platforms, the media, governments and the United Nations itself.”</strong></p>
<p style="text-align: justify;">The <strong>UN has asked member states</strong> to <strong>refrain from circulating “false information and hate speech,</strong> and in particular that they reinforce measures to guarantee the integrity of information during electoral campaigns.”</p>
<p style="text-align: justify;">With respect to<strong> technology companies,</strong> the exhortation is to <strong>prioritize “the integrity of the information</strong>, and not a business model to make more money.” At the same time, the <strong>UN call to governments</strong> focuses on <strong>respect for human rights and freedom of expression</strong>, as well as the protection of journalists, according to Guterres.</p>

In addition, it provides tools so that projects can be created and developed in an &#8220;organized, staggered and structured manner, taking into account the recommendations of <strong>government agencies.&#8221;</strong></p>
<p style="text-align: justify;"><strong>Carmen Valderrama,</strong> Minister of Information Technologies of Colombia, said that blockchains have become &#8220;a necessity not only for the private sector but also for the public sector to the extent that it responds to many of the objectives set.&#8221; Individuals and organizations can consult the guide on facebook.com.</p>
<h2 style="text-align: justify;">Blockchain players in the public sector</h2>
<p style="text-align: justify;">Some institutions have become the protagonists of the public <strong>sector blockchain in</strong> <strong>Colombia</strong> and already have their activities based on this technology. One of the first institutions to venture into this type of technology will be the National Land Agency <strong>(ANT)</strong> with the purpose of offering &#8220;greater security in the land titling process.&#8221;</p>
<p style="text-align: justify;">Another organization that is also venturing into the blockchain is the Rural and Agricultural Planning Unit <strong>(UPRA</strong>), which will be based on the guide designed by the executive to monitor panela prices in the country.</p>
<p style="text-align: justify;">Minister Valderrama also recalled that in 2021 the executive launched a first version of the guide, which contained the basic principles of <strong>blockchain implementation in public</strong> administration. Which &#8220;left enormous lessons and allowed us to take great steps.&#8221;</p>
