The Court of Accounts of Brazil (TCU) will open an investigation against the Government of the president Jair Bolsonaro for the blockade of 5,000 million reais (approximately 900 million dollars) foreseen in the 2021 budgets for the National Fund for Scientific Development and Technological (FNCDT).

Currently, in the TCU there are two lawsuits in this regard that are being processed: one submited by its deputy attorney general, Lucas Rocha Furtado, and another by the socialist deputy Aliel Machado.

Furtado requested that the “case of illegality in the execution of state budgets” with respect to the FNCDT be investigated, since Bolsonaro did not respect the complementary law approved by Congress by which this budget was destined for said fund.

In turn, he asked the Ministry of Economy to “immediately” release these budget items, since the blocking of these funds hinders the financing of some projects, some of them related to the coronavirus.

The FNCDT is a reserve created to finance research projects, which in recent years and throughout different governments has seen its funds diverted to the so-called “reserve for contingencies.”

Faced with social pressure, Congress ended up approving a complementary law that prohibited the Government from relocating its funding for this reserve, although this has not been taken into account by Bolsonaro.
