<p style="text-align: justify;">After long deliberations, the federal Cabinet decided to present a budget of 445.7 billion euros (484.5 billion dollars) to the Parliament (Bundestag). The 2023 budget amounts to 476.3 billion euros.</p>
<p style="text-align: justify;">After the additional expenses of the previous years due to the coronavirus pandemic and the energy price crisis, it has now been decided to adopt an austerity course.</p>
<p style="text-align: justify;">The new indebtedness will be 16,600 million euros in 2024. This is intended to comply with the debt brake anchored in the Fundamental Law (Constitution), which limits state indebtedness to 0.35 % of gross domestic product (GDP), except in exceptional situations such as those of recent years.</p>

<p style="text-align: justify;">The measure, which won the votes of the coalition of the conservative CDU / CSU alliance and the Social Democratic Party (SPD), has yet to be approved by the <strong>Upper House</strong> (Bundesrat).</p>
<p style="text-align: justify;">According to the bill, minimum specifications will be established for the unloading and loading of material, as well as the response time. However, the actual specifications still need to be calculated.</p>
<p style="text-align: justify;">For downloads, we speak of <strong>30 megabits</strong> (Mbit) per second as a reference, but the actual binding level is likely to be less than <strong>20 Mbit</strong>. It is expected to increase over the years.</p>
<p style="text-align: justify;">The right to a fast Internet is especially important for the inhabitants of some <strong>rural areas and the periphery of cities,</strong> where up to now the deployment of networks has been very poor.</p>
