Italy passed a law that criminalizes femicide and established a life sentence for perpetrators.

The Parliament’s decision, announced last Tuesday, “responds to a wave of homicides and crimes of violence directed against women in the country.”

Authorities made the decision by majority vote, with 237 votes, establishing “life imprisonment as the maximum punishment for those who murder a woman out of hatred, discrimination, or for acts of control, possession, or domination based on gender, or as retaliation for a refusal to maintain or continue an intimate relationship.”

The President of Italy, Giorgia Meloni, stated that the law demonstrates profound political unity against violence against women. She added that the government doubled funding for centers and shelters for victims of violence, “promoted an emergency hotline, and implemented innovative educational and awareness initiatives.”

The German Minister for Family Affairs, Senior Citizens, Women and Youth, Lisa Paus, indicated that the cabinet approved the proposal for this law after it was admitted that Germany has a problem with gender violence.

The objective is to guarantee assistance to women and girls and the defense of their human rights. Free counselling for victims of violence is also contemplated. “The federal states would have the obligation to provide sufficient places in shelters and counselling for women. Currently, there is a lack of about 14,000 places in shelters for women and their children in Germany.”

Prevention through education and work with aggressors is very important. “There are also attempts to improve communication between agencies such as the police, youth assistance offices, the judicial system, and nurseries and schools.”

The delays in approving the law stem from problems between members of the previous government in reaching a consensus. The current cabinet is seeking approval before the early elections, scheduled for February 2025.

The most common forms of digital violence against women and girls include cyberbullying, insults, unsolicited pornography, sexual extortion, threats of rape, the dissemination of private data, the so-called revenge pornography, among other actions, as collected European Institute for Gender Equality (EIGE).

In its study “Cyber ​​violence against women and girls”, EIGE points out that “there is a growing phenomenon that disproportionately affects women and girls, with serious repercussions on the real lives of the victims.

Furthermore, the data it collects indicates that one in three women will be subjected to some form of violence throughout her life, and that it is estimated that one in ten women has already suffered some form of cyber violence since the age of 15.

As EIGE points out, based on available studies carried out in member countries, “women are the target of certain forms of cyber violence in a much higher proportion than men.”
