<p style="text-align: justify;">According to <strong>Daniel Zovatto,</strong> regional director for Latin America and the Caribbean of the International Institute for Democracy and Electoral Assistance <strong>(IDEA),</strong> this unprecedented event translates into <strong>&#8220;two failed attempts and two rejected texts:</strong> one too far to the left and the other too far.&#8221; to the right”, marking an unprecedented milestone in the history of global comparative constitutionalism.</p>
<p style="text-align: justify;">“Beyond any outcome, it <strong>strengthens our democracy.</strong> Chile has shown a strength that we do not have to take for granted, it has shown that we channel the problems we have in society institutionally and resolve them peacefully and trusting the people,&#8221; said <strong>Chilean President Gabriel Boric,</strong> after voting in his native Punta Arenas, in the extreme south of the country.</p>
<h3 style="text-align: left;">Challenges after the rejection of the reform</h3>
<p style="text-align: justify;">With the<strong> maintenance of the Constitution promulgated in October 1980</strong> during the dictatorship of General Augusto Pinochet and in force since March 1981, the country faces the task of addressing pending problems despite the reforms carried out in democracy, especially during the Presidency of Ricardo Lagos (2000-2006).</p>
<p style="text-align: justify;">Despite the progress achieved through reforms,<strong> a fundamental obstacle remains: the questionable origin of the current Magna Carta, created in the context of a dictatorship.</strong></p>
<p style="text-align: justify;">According to Zovatto, the focus must be directed towards <strong>urgent challenges</strong> such as low economic growth, high cost of living, insecurity, crime and migration, situations that require priority attention.</p>
<p style="text-align: justify;">This scenario has led to the critical analysis of experts such as the political scientist and jurist, who reflects on the inability of the Chilean political forces, after thirty-three years of democracy, to forge a constitution agreed upon by the majority of citizens, which is the common home for all the inhabitants of the country.</p>

<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="mso-ansi-language: EN-US;">According to a survey by the consulting firm Cadem, published on Sunday, <strong>expectations are not favorable</strong> regarding the approval of the project in a referendum, as sentiment remains against it. The<strong> intention to vote</strong> <strong>for and against is currently at 34 % and 51 %, respectively.</strong></span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="mso-ansi-language: EN-US;">It is timely to remember that the <strong>first plebiscite</strong> for a new Constitution took place<strong> in 2021,</strong> after the overwhelming approval on October 25, 2020, in favor of a change to the Pinochet Constitution.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="mso-ansi-language: EN-US;">The<strong> new proposal</strong> naturally has its <strong>followers and detractors.</strong> Those who <strong>support</strong> it point out that the text guarantees <strong>freedom, liberty and provides economic</strong> and legal certainty; while <strong>those against</strong> argue that it is <strong>“partisan”,</strong> in addition to perpetuating the neoliberal model of the current Constitution.</span></p>

He served as a senator for 20 years and was Chile&#8217;s ambassador to Brazil during the second term of former President </span><b>Michelle Bachelet (2014-2018)</b><span style="font-weight: 400;">, as reported by the Ministry of Foreign Affairs in a statement. Furthermore, he has experience as the director of Chile&#8217;s National Television in 2019 and has worked as a consultant for the </span><b>United Nations Development Programme (UNDP)</b><span style="font-weight: 400;">, the Inter-American Development Bank (IDB), and the Organization of American States (OAS).</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">It is worth noting that <strong>Chile has not had an ambassador in Venezuela since 2018</strong> and only had a chargé d&#8217;affaires. This situation dates back to the disputed Venezuelan elections of May 2018 when former conservative President </span><b>Sebastián Piñera</b><span style="font-weight: 400;"> decided not to appoint any ambassador to Caracas as a measure of pressure against Nicolás Maduro. Piñera was one of the most active members of the Lima Group, a regional coalition created in 2017 to support the Venezuelan opposition, but it has lost relevance with the change of governments in several countries in the region.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Jaime Gazmuri&#8217;s mission as ambassador is to restore the deteriorated relations between Chile and Venezuela. Unlike other progressive leaders in the region, Chilean President</span><b> Gabriel Boric </b><span style="font-weight: 400;">maintained a critical stance towards Maduro and the human rights violations in Venezuela. Boric has emphasized the importance of not having a double standard in respecting human rights, stating that it is necessary to condemn violations regardless of the political orientation of the country.</span></p>

<p style="text-align: justify;">In turn, as reported by the Government on Monday, <strong>a new increase of 20,000 pesos</strong> (22.87 euros) will be applied <strong>in September</strong>, which would raise the final figure to 460,000 pesos (525.99 euros), <strong>and another increase of 40,000 pesos</strong> (45.73) <strong>in July 2024,</strong> to place the total amount at <strong>500,000 pesos (571.7 euros).</strong></p>
<p style="text-align: justify;">During the <strong>negotiations</strong> that began last March, the <strong>union had demanded that the Government reach the figure of 500,000 pesos</strong> already this May, due to the &#8220;high&#8221; inflation that is taking place in Chile. This goal must be achieved as soon as possible, we cannot wait,&#8221; said the president of the union, David Acuña.</p>
<p style="text-align: justify;">This amount, however, was the goal of the cabinet chaired by Gabriel Boric for the year 2026, at the end of his term. Despite their intention of a greater increase, from the Government, they had considered that it was necessary to reach a <strong>balance between the demand of the unions</strong> and the <strong>capacity of small and medium-sized companies to pay wages.</strong></p>
<p style="text-align: justify;">Last <strong>January</strong> an initial increase of <strong>50,000 pesos</strong> (58.2 euros) was carried out, to which <strong>another 10,000 pesos</strong> (11.39 euros) were added, thus reaching 410,000 pesos (about 477 euros).</p>
<p style="text-align: justify;">From the CUT they have celebrated that the talks to advance the arrival of the 500,000 pesos are advancing, as part of their &#8220;commitment&#8221; in the search to <strong>overcome the poverty line and create social policies that deliver &#8220;a good life&#8221; to workers.</strong></p>

<p style="text-align: justify;">The Lower House has approved with <strong>127 votes in favor</strong> and only fourteen against &#8211; all of them from the far-right Republican Party &#8211; this bill, formulated four years ago by the then deputy and now executive spokesperson, Camila Vallejo.</p>
<p style="text-align: justify;">In 2019 Congress already approved the proposal, although it is true that the Senate kept it blocked until <strong>Boric assumed the Presidency</strong> and promoted the vote on a law that had been one of the fundamental pillars of his candidacy, according to the T13 chain.</p>
<p style="text-align: justify;">Now President Boric must definitively promulgate this law, and from the <strong>Executive</strong> they hope that the <strong>final signature can be given on May 1,</strong> taking advantage of the commemoration of <strong>International Workers&#8217; Day.</strong></p>
<p style="text-align: justify;">The Secretary of Labor, Giorgio Boccardo, explained that the Government&#8217;s objective is to <strong>gradually implement the 40-hour workday over the next five years</strong>, in such a way that companies reduce their employees&#8217; weekly hours by one hour each year.</p>
<p style="text-align: justify;">However, Boccardo has confirmed that those <strong>companies</strong> that commit to an <strong>immediate reduction</strong> in the working day will receive in return the <strong>&#8217;40-hour Seal&#8217;, a special certification from the Government.</strong></p>

<p style="text-align: justify;">Voters responded to this question: &#8220;Do you approve the text of the <strong>New Constitution</strong> proposed by the <strong>Constitutional Convention</strong>?&#8221;. The rejection obtained <strong>62.20 %</strong> of the votes, while the approval, which obtained <strong>37.80 %</strong> of the ballots.</p>
<p style="text-align: justify;">The Servel explained that in the <strong>16 regions</strong> of the country the &#8220;rejection&#8221; option was imposed, while the &#8220;approval&#8221; option has won only abroad, results that the <strong>Servel</strong> incorporated into the system at first due to the time difference.</p>
<p style="text-align: justify;">The Chilean president, <strong>Gabriel Boric,</strong> summoned the <strong>political parties</strong> to debate the continuity of the constitutional change process, regardless of the winning option.</p>
<p style="text-align: justify;">More than <strong>15 million Chileans</strong> were called to participate in this process in which voting is compulsory for the <strong>first time in 13 years</strong>, including Chileans residing abroad. Therefore, participation in this plebiscite is considered historic.</p>

<p style="text-align: justify;">Boric explained that the tax reform is focused on <strong>tax justice</strong>, avoiding abuses and seeking to ensure that <strong>Chile</strong> grows with justice. He also aspires to finance <strong>structural reforms</strong> and the development of social rights such as health and pensions.</p>
<p style="text-align: justify;">The project proposes a <strong>&#8220;wealth tax&#8221;</strong> for people with assets greater than <strong>five million dollars,</strong> as well as raising royalties for <strong>mining activities</strong>, seeking an improvement in the social rights of Chileans.</p>
<p style="text-align: justify;">The president stated: “This reform is in favor of greater equity, greater social cohesion and is not against anyone. It is for a<strong> better distribution of the wealth</strong> that we all generate and that will allow us social rights”.</p>
<h2 style="text-align: justify;">Key areas of the tax reform</h2>
<p style="text-align: justify;">The project presented by the executive addresses four major areas, and they hope that once approved, it will allow tax collection of 4.3% of the country&#8217;s GDP. The initiatives will be focused on:</p>
<ul>
<li style="text-align: justify;"><strong>Restructuring the income tax:</strong> For which the aim is to create a modern semi-dual system, which stimulates business investment and directly encourages actions aimed at increasing their productivity and simplifying the system as a whole.</li>
<li style="text-align: justify;"><strong>Reduction of tax exemptions</strong>: It is related to the set of measures that will make it possible to dispense with loopholes that facilitate misrepresentation, in addition to strengthening the capacity to combat tax evasion, facilitating tax compliance for taxpayers.</li>
<li style="text-align: justify;"><strong>A new mining royalty:</strong> Which will increase the income resulting from the exploitation of <strong>non-renewable resources</strong>, without discouraging investments and the development of the sector. This tax will support &#8220;the <strong>country&#8217;s productive diversification</strong>,&#8221; as well as financing regional governments for their investments in social infrastructure and productive development.</li>
<li style="text-align: justify;"><strong>Corrective taxes:</strong> Which will be used to “promote the <strong>preservation of the environment</strong>, reduce emissions, the development of a healthy life and balanced territorial development.</li>
