The Director General of the National Telecommunications Commission (Conatel), Jorge Eliéser Márquez, was in charge of announcing the ambitious telecommunications plan, which also aims to improve service quality throughout the country, as well as “foster competition and adopt emerging technologies.”

According to the announcement, the plan comprises four strategic pillars that aim for a sustainable and participatory digital transformation:

Wired Infrastructure: Massive deployment of fiber optics (FTTH), connectivity in remote areas, and transition to the IPv6 protocol.

Wireless Infrastructure: Expansion of the 4G network along main roads and preparation for 5G deployment.

Sustainable Digital Transformation: Promotion of smart cities, applied AI, and environmental management of e-waste.

Citizen Organization and Participation: Strengthening the direct link between government and citizens.

Specific, immediate goals were defined, among which the most significant was “eliminating internet access gaps — areas without internet access — reducing them from 23 to zero before the end of the year.” Additionally, the first phase of the National Internet Exchange Point (IXP) was activated, improving the efficiency of the local network.

During his presentation, Márquez presented figures demonstrating a significant upturn in the telecommunications sector in the South American country, citing a 343 % growth in fiber optic transport networks, 234 % in access networks, 288 % growth in FTTH (fiber to the home) deployments, and a 92.2 % increase in 4G users.

The CONATEL director emphasized that these advances are the result of private investment and public policies. He congratulated the sector, stating: “We have managed to connect families and communities throughout the entire country.”

With an approximate length of 14,800 kilometres, the Humboldt Cable, which will connect the picturesque coastal town of Valparaíso in Chile with Sydney in Australia, is designed to have a lifespan of 25 years and an astonishing transmission capacity of 144 terabytes per second.

During the presentation of the ambitious project in Valparaíso, Chilean President Gabriel Boric highlighted the importance of the Humboldt as an “underwater bridge for the exchange of technology from south to south, knowledge and innovation”, stressing that this connection will bring Chile closer to one of the most crucial development poles in the world: Asia and Oceania.

Boric revealed that the control of submarine fibers will be shared between the Chilean state, through the public company Desarrollo País, and Google, who will collaborate in the joint commercialization of their use.

The project, whose construction is scheduled to begin this year with a planned completion in 2026, pays homage to the renowned Prussian biologist, geographer and humanist Alexandre Alexander von Humboldt (1769-1859), considered the father of ecology, whose legacy marked the project with his name.

Boric emphasized the geopolitical relevance of Cable Humboldt by pointing to the lack of such connectivity “from south to south“, while highlighting the initial state investment of $55 million to carry out this pioneering initiative.

The Asian nation has made profound progress, particularly in the use of fiber optics through a network of more than 3,000 kilometers between Beijing and the cities of Wuhan and Canton.

The initial forecasts to reach 1 terabite per second had been set for 2025. Fortunately, the results were obtained earlier than expected. With this, they advance in the search for alternatives to dependence on the US and Japan for some components of network technology.

Those responsible for this network have assured that all the software and hardware of the system is of national production.

This network has been operational since July, providing residents with the highest connection speed. According to the vice president of Huawei Technologies, Wang Lei, this infrastructure allows the transfer of “the equivalent of 150 high-definition movies in just one second.”

Similarly, expert Xu Mingwei from the Tsinghua University, indicated that the speed of the Internet network can be compared to “an ultra-fast train track that replaced 10 regular tracks to transport the same amount of data. This made it much cheaper and easier to manage.”

The agreement deals with so-called FTTH (fiber to the home) connections. Until now, Vodafone only has a few such connections and instead relies on TV cables as the transmission path.

However, the connection provided by fiber optics is considered more stable and faster, although these contracts are also more expensive for customers.

Vodafone is behind in its expansion plans, as its competitor Deutsche Telekom increased its investments as early as 2020 and is moving forward at great speed, with the forecast of having a network of 10 million homes by 2024.

For its part, the Spanish Telefónica and the German insurance group Allianz announced two years ago that they would create a joint venture to invest 5,000 million euros over six years.
