The National Integrated Customs and Tax Administration Service (SENIAT) of Venezuela announced the elimination of the renewal requirement for the Tax Information Registry (RIF), except for specific exceptions.

The measure, formalized through Official Gazette No. 43,435, dated August 12, according to the head of the agency, Román Maniglia, eliminates the expiration date of the Taxpayer Identification Number (RIF), a document that had to be renewed every three years, except in the following cases based on changes in the taxpayer’s information:

• Change of surnames, given names, company name, or trade name of the individual or entity.
• Change of directors, administrators, or persons exercising legal representation.
• Change of shareholders, with the exception of companies listed on stock exchanges.
• Change of tax or electronic address.
• Sale of the business or all its inventory, which modifies its ownership.
• Cessation, suspension, and resumption of regular economic activities.
• Tax liability and/or exemption, and enjoyment of tax exemptions, exonerations, and other tax benefits or incentives.
• Installation, relocation, or permanent closure of establishments, such as headquarters, branches, agencies, commercial or service premises, factories or production plants, warehouses or storage facilities, administrative offices, and other places where business activity is carried out or permanent establishments.
• Change of economic activity or corporate purpose.
• Insolvency, liquidation, or bankruptcy of companies.
• Change of category due to events such as transformation, merger, corporate reorganization, opening of probate proceedings, among others.
• Any other modification that could affect the taxpayer’s situation as determined by the National Integrated Customs and Tax Administration Service (SENIAT).

Additionally, Article 5 of the reform modifies Article 10 of the regulation governing the Tax Information Registry (RIF), establishing the following obligations for taxpayers registered in the Tax Information Registry:

• Reflect the RIF number on invoices and other documents or contracts they issue or sign.
• Include the Taxpayer Identification Number (RIF) on all applications and documents submitted to official agencies of the Bolivarian Republic of Venezuela.
• Record the RIF in accounting books and other subsidiary ledgers required by tax regulations.
• Include the manufacturer’s or importer’s RIF on labels and packaging.
• Include the RIF in all advertising materials disseminated through mass media and digital communication channels.
• Likewise, the RIF must be indicated in all other cases determined by the National Integrated Customs and Tax Administration Service (SENIAT).

Integration of SAREN and SENIAT platforms

Both agencies will integrate their platforms to simplify procedures and payments. According to the country’s acting president, Delcy Rodríguez, “the objective of this platform integration is that ‘when a procedure is carried out at SAREN, it is immediately incorporated into SENIAT.'”

On August 2, the new European Union law on artificial intelligence will come into force, with rigorous controls on content generated by this technology, its identification at all times, as well as fines for non-compliance.

Monitoring of all AI-generated content is planned, which must be clearly labeled with visible watermarks, whether image, audio, or video.

Furthermore, the new law will require mandatory transparency; this means that “users must know at all times if they are interacting with a machine (chatbots) and that deepfakes must be identified.”

There are limited exceptions for the technical markup or visual labeling of “texts whose use is evident from the context and journalistic pieces that have undergone human review and editorial responsibility.”

Regarding penalties, the law establishes fines for non-compliance with transparency regulations that can reach 15 million euros or 3 % of the annual global revenue of the company involved.

The affected companies in the sector include OpenAI with ChatGPT, Anthropic with Claude, and Google with Gemini; also, image generators like Midjourney, speech synthesis tools, and other systems that allow the use of AI for creation.

Law 2232, of 2022, establishes the gradual elimination of single-use plastic in Colombia starting next July 7. The legal tool seeks to direct the country towards a sustainable and ecological alternative.

In this way, as of the indicated date, the production and use of single-use plastics will be prohibited, aiming for its gradual replacement with eco-friendly alternatives.

It is important to note that some exceptions are provided, such as “those products that fulfill a medical purpose or that are used for food preservation.” This means, hygiene and asepsis products; those used in “medical, pharmaceutical and/or clinical nutrition conservation and protection that do not have alternative materials to replace them.”

On the other hand, plastics used to contain chemical products whose handling represents a risk to human health or the environment will also be exempt; those used to contain and preserve foods, liquids and beverages of animal origin; products for specific purposes “that for hygiene or health reasons require a single-use plastic bag or container, in accordance with health regulations”; “packaging or containers of the products taken into consideration by the National Administrative Department of Statistics (DANE) for the determination of the Consumer Price Index (CPI) or Family Basket, except those whose purpose is to package or package fruits, vegetables and tubers fresh that in their natural state have shells; fresh aromatic herbs, fresh vegetables and fresh mushrooms; laundry clothes; diaries; newspapers; and packaging for non-prepackaged liquids, foods and meals for immediate consumption, take-out or home delivery.”
