For <strong>buses,</strong> the minimum age is also lowered <strong>from 24 to 21</strong>, provided they have a certificate of professional competence.&#8221;</p>
<p style="text-align: justify;">In this last segment, the community seeks to facilitate <strong>young people&#8217;s access to the driving profession given the shortage of personnel in this field.</strong></p>
<p style="text-align: justify;">The lowering of the driving license age does not come without restrictions, as there is already talk of <strong>tightening the requirements for the medical examinations drivers must undergo</strong>, &#8220;which will include an eye and cardiovascular check. In the case of car and motorcycle drivers, however, governments may choose to replace medical examinations with <strong>self-assessments and alternative measures for license renewal.&#8221;</strong></p>
<p style="text-align: justify;">On the other hand, <strong>regulations for novice drivers are also being tightened</strong>. In the first two years, <strong>fines for driving while intoxicated or under the influence of drugs, as well as not wearing a seatbelt, will be higher.</strong></p>
<p style="text-align: justify;">Regarding licenses, EU governments will have until 2030 to include them in a digital wallet on a smartphone, although it will be possible to apply for a physical permit, recognized in all countries in the region.</p>

<p style="text-align: justify;">The Council issued a statement explaining “that the European Commission&#8217;s <strong>legislative proposal</strong> aims to increase the welfare of dogs and cats from breeders, sales<strong> establishments and shelters,</strong> while also aiming to improve consumer protection, ensure fair competition and <strong>combat illegal trade.”</strong></p>
<p style="text-align: justify;">They have clarified that this proposal <strong>“does not affect individual pet owners.</strong> However, anyone wanting to place a <strong>cat or dog on the EU market will have to ensure that it is microchipped for traceability purposes.”</strong></p>
<p style="text-align: justify;">As the requirements of the legislative proposal are minimum standards, Member States can maintain or introduce stricter rules.</p>

<p style="text-align: justify;">&#8211;<strong>Prohibition of breeding practices,</strong> such as inbreeding (breeding between parents and children; siblings and half-siblings; grandparents and grandchildren), although it is clarified that inbreeding can be used to preserve local breeds with a limited genetic pool.</p>
<p style="text-align: justify;">&#8211;<strong>Prohibition of painful mutilations,</strong> such as ear or tail cutting and claw removal, unless it is a medical indication.</p>
<p style="text-align: justify;">&#8211;<strong>Daily access to open spaces for dogs over twelve weeks old,</strong> or walks every day.</p>
<p style="text-align: justify;">&#8211;<strong>Operators and establishments</strong> will have to ensure that all dogs and cats have a <strong>microchip implanted</strong> and are registered in a national database before being sold or donated.</p>
<p style="text-align: justify;">-The <strong>caretakers</strong> of these animals must have “an <strong>adequate understanding of their behavior and needs.”</strong></p>
<p style="text-align: justify;">-Social awareness when <strong>selling or donating dogs and cats</strong> about responsible ownership by pet establishment owners.</p>
<p style="text-align: justify;">-Operators cannot<strong> abandon dogs or cats.</strong></p>
<p style="text-align: justify;">-The <strong>breeding of hybrids</strong> (the result of crossing with a wild species)<strong> is prohibited.</strong></p>
<p style="text-align: justify;">-After <strong>two cesarean sections,</strong> cats and dogs will not be used for reproduction, to <strong>preserve their health and well-being.</strong></p>

<p style="text-align: justify;">In her presentation at a press conference from <strong>Brussels</strong>, the<strong> vice president responsible for Transparency and Values, Vera Jourova,</strong> stressed that the body will close the gap between &#8220;different and opaque standards&#8221;. &#8220;I want the<strong> standards</strong> to be high, clear and that they apply to all institutions,&#8221; he has defended.</p>
<p style="text-align: justify;">The Brussels initiative refers to <strong>eight European institutions</strong>. In addition, from the <strong>European Commission itself, the measure is proposed to the European Parliament, the Council of the EU, the Court of Justice of the EU, the European Central Bank, </strong>the European Court of Auditors, the Economic and Social Committee and the Committee of the Regions, opening the door for other institutions such as the European Investment Bank to join the agreement once it enters into force.</p>
<p style="text-align: justify;">In any case, the implementation of this body will require an <strong>inter-institutional agreement</strong> from all of them. That is why Jourova has convened a first <strong>political meeting</strong> of its leaders at the beginning of <strong>July</strong> that will serve to kick off the<strong> negotiations.</strong></p>
<p style="text-align: justify;">The idea is that the members of these <strong>EU institutions are subject to common, clear, transparent and understandable rules,</strong> in areas such as the acceptance of gifts, trips, prizes and decorations or transparency measures to hold meetings with representatives of lobbies, in a proposal to extend to other institutions the transparency registry that already operates in the <strong>European Commission, the European Parliament and the Council of the EU.</strong></p>
<p style="text-align: justify;">The newly minted body aspires to establish rules for a <strong>unified criterion on the declaration of interests and assets</strong> and the processes to follow in these declarations; to shed clarity on the external activities allowed for members of an institution and to set requirements and conditions for the activities of former representatives of the institutions once they leave office.</p>
<p style="text-align: justify;">The rules established by this<strong> ethical body</strong> will be legally binding, and each institution will have to apply the standards in its<strong> internal rules,</strong> indicated Jourova, who has insisted that this includes the practical application of unified sanctions in cases of violation of the codes.</p>
<p style="text-align: justify;">The ultimate<strong> goal,</strong> argued the Czech commissioner, is to <strong>promote a common ethical culture</strong> that makes it possible to improve transparency in the functioning of the institutions, <strong>both for its members and for the public.</strong></p>

<p style="text-align: justify;">Furthermore, the <strong>Council has included a review clause</strong> with the requirement that the <strong>Commission</strong> present a report containing an assessment of the evolution of <strong>charges for national and cross-border credit transfers</strong> and <strong>instant credit transfers, both in euros and in other national currencies. of the member states.</strong></p>
<p style="text-align: justify;">Now that the <strong>Council</strong> has settled its position on the proposal, it is ready to start <strong>negotiations with the European Parliament</strong> to agree on a final version of the text.</p>

<p style="text-align: justify;">According to Stefan Berger, spokesperson for the Group of the European People&#8217;s Party: “With the <strong>MiCA regulation,</strong> the European <strong>crypto-asset industry has a regulatory clarity</strong> that countries like the United States do not have.”</p>

<p style="text-align: justify;">They emphasize that video game developers <strong>must refrain from promoting addiction</strong> and must take into account the age, rights and vulnerabilities of children, as stated in the text approved by the European Parliament.</p>

<p style="text-align: justify;">The agreement, reached this Wednesday morning by the negotiators of both institutions, establishes that the <strong>EU countries</strong> that request to receive additional funds through a modified recovery and resilience plan must, after the entry into force of this proposal, include <strong>measures to save energy, produce clean energy and diversify supplies.</strong></p>
<p style="text-align: justify;">The new rules will cover, retroactively, measures implemented since February 1st, 2022, although with some limited exceptions.</p>
<p style="text-align: justify;">These <strong>additional €20 billion</strong> in subsidies will be distributed to member states, taking into account their <strong>energy dependency ratio</strong> and the share of fossil fuels in <strong>gross inland energy consumption.</strong></p>
<p style="text-align: justify;">Of the total amount proposed by the Commission, <strong>€8 billion</strong> will come from a <strong>previous auction of national emission allowances</strong> under the EU&#8217;s Emissions Trading Scheme (ETS), while the other <strong>€12 billion</strong> will come from the <strong>Innovation Fund.</strong></p>
<p style="text-align: justify;">The provisional <strong>political agreement</strong> must now be approved by both <strong>committees of Parliament, before being put to a vote in plenary,</strong> while the Council must also approve the agreement for it to enter into force.</p>
