<p style="text-align: justify;">The political agreement reached this Tuesday by the <strong>European Parliament and the Council</strong> seeks the creation of a digital driving licence for minors over this age. &#8220;The <strong>new regulation</strong>s also <strong>lower the minimum age for obtaining a truck licence from 21 to 18</strong>. For <strong>buses,</strong> the minimum age is also lowered <strong>from 24 to 21</strong>, provided they have a certificate of professional competence.&#8221;</p>
<p style="text-align: justify;">In this last segment, the community seeks to facilitate <strong>young people&#8217;s access to the driving profession given the shortage of personnel in this field.</strong></p>
<p style="text-align: justify;">The lowering of the driving license age does not come without restrictions, as there is already talk of <strong>tightening the requirements for the medical examinations drivers must undergo</strong>, &#8220;which will include an eye and cardiovascular check. In the case of car and motorcycle drivers, however, governments may choose to replace medical examinations with <strong>self-assessments and alternative measures for license renewal.&#8221;</strong></p>
<p style="text-align: justify;">On the other hand, <strong>regulations for novice drivers are also being tightened</strong>. In the first two years, <strong>fines for driving while intoxicated or under the influence of drugs, as well as not wearing a seatbelt, will be higher.</strong></p>
<p style="text-align: justify;">Regarding licenses, EU governments will have until 2030 to include them in a digital wallet on a smartphone, although it will be possible to apply for a physical permit, recognized in all countries in the region.</p>

<p style="text-align: justify;">As will be recalled in the first draft of the regulation, a period of 18 months from the entry into force was foreseen for its effective application. However, in the latest version it was modified and it was <strong>advanced 6 months for the application in relation to virtual currencies linked to stablecoins,</strong> but delayed up to <strong>24 months for the remaining assets of the crypto ecosystem.</strong></p>
<h2 style="text-align: justify;">National regulation for crypto assets</h2>
<p style="text-align: justify;">The European Union has made great efforts to achieve regulation in the area, but the new deadlines are forcing countries to take national and individual measures. Many analysts in the crypto industry emphasize that States must make their own rules and this is established by the different drafts of the European regulation.</p>
<p style="text-align: justify;">The bill provides for a &#8220;simplified procedure to recognize authorized providers according to the regulations of the different countries&#8221;, which implies national regulation.</p>
<p style="text-align: justify;">Countries such as <strong>Germany, France and Luxembourg</strong> are taking steps to develop their own <strong>legal </strong>framework, while in <strong>Portugal</strong> they have chosen to provide an interesting tax system that will <strong>attract investors from the crypto industry</strong>. According to analysts, <strong>Spain</strong> should promote its <strong>own regulation because otherwise</strong> it would be left behind.</p>
