MEPs voted this Thursday, April 30, on a resolution approving the maintenance of sanctions on Venezuela if there is no evidence of a democratic system in the country.

The vote was 507 in favor, 31 against, and 35 abstentions. In this way, the MEPs made it clear that signs of change must include “the unconditional release of all political prisoners, the withdrawal and annulment of all politically motivated charges against the democratic opposition to the regime, and the establishment of a credible roadmap for free and fair elections.”

The proposal included amendments, which were not adopted. On the contrary, demands were put forward regarding respect for due process, human rights, and the restructuring of political, judicial, and electoral institutions.

The European Central Bank (ECB) revealed a few days ago that the specific timeline for the creation of the digital euro is already underway, with its launch potentially occurring in 2029.

This was stated by Piero Cipollone, member of the Executive Board, who emphasized that the purpose is “to offer an electronic version of the euro, with the aim of facilitating everyday transactions in the Eurozone.”

The official commented that “the European Parliament, the European Council, and the European Commission could have their respective positions ready by May 2026, after which they will begin working together on the legislation.”

The ECB entered the preparation phase for the digital currency at the end of 2023, which combines “technological development with the implementation of legal frameworks throughout the European Union, to ensure compliance with privacy and anti-money laundering regulations.”

In any case, the necessary regulatory framework must first be approved, after which the ECB will establish a period of between two and three years to effectively develop and launch the digital euro.

The European Union will allow minors under 17 to drive within their own country, provided they are accompanied by an adult.

The political agreement reached this Tuesday by the European Parliament and the Council seeks the creation of a digital driving licence for minors over this age. “The new regulations also lower the minimum age for obtaining a truck licence from 21 to 18. For buses, the minimum age is also lowered from 24 to 21, provided they have a certificate of professional competence.”

In this last segment, the community seeks to facilitate young people’s access to the driving profession given the shortage of personnel in this field.

The lowering of the driving license age does not come without restrictions, as there is already talk of tightening the requirements for the medical examinations drivers must undergo, “which will include an eye and cardiovascular check. In the case of car and motorcycle drivers, however, governments may choose to replace medical examinations with self-assessments and alternative measures for license renewal.”

On the other hand, regulations for novice drivers are also being tightened. In the first two years, fines for driving while intoxicated or under the influence of drugs, as well as not wearing a seatbelt, will be higher.

Regarding licenses, EU governments will have until 2030 to include them in a digital wallet on a smartphone, although it will be possible to apply for a physical permit, recognized in all countries in the region.

National regulation for crypto assets

The European Union has made great efforts to achieve regulation in the area, but the new deadlines are forcing countries to take national and individual measures. Many analysts in the crypto industry emphasize that States must make their own rules and this is established by the different drafts of the European regulation.

The bill provides for a “simplified procedure to recognize authorized providers according to the regulations of the different countries”, which implies national regulation.

Countries such as Germany, France and Luxembourg are taking steps to develop their own legal framework, while in Portugal they have chosen to provide an interesting tax system that will attract investors from the crypto industry. According to analysts, Spain should promote its own regulation because otherwise it would be left behind.
