The National Assembly (AN) of Venezuela, with a pro-government majority, unanimously approved on Thursday, March 14, a law for the inclusion, equality and comprehensive development of people with disabilities.

The law, according to a note from the AN, contains five chapters and 112 articles, which establish “the autonomy of people with disabilities to exercise their rights and guarantees under conditions of equality and non-discrimination.”

Likewise, it seeks to guarantee “participation and inclusion in their families and communities, as well as in cultural, sports, economic, educational, political, and recreational spaces,” among others, for the “full and free development of their personality.”

According to the law, the State, society and families have the duty to protect and care, in a comprehensive manner, for “people with disabilities, ensuring respect for their dignity, their human rights and the exercise of citizenship.”

In September 2023, the Public Ministry inaugurated a care office for older adults and people with disabilities in Caracas.

The attorney general, Tarek William Saab, then estimated that, in this office, located at the headquarters of the Superior Prosecutor’s Office of Caracas, around 30 people are served a day.

The German Government approved legal amendments this Wednesday to facilitate access to the labor market for asylum seekers and foreigners whose stay is tolerated in the country, government sources in Berlin reported.

According to the provisions of the cabinet of Social Democrats, Greens and Liberals led by Olaf Scholz, these people will generally be able to obtain a work permit. In addition, the work ban for refugees living in initial reception centers for single people will be lifted after six months. Previously, the work ban applied for nine months.

Scholz’s coalition also wants to change the regulation of the deadline for the so-called work tolerance. Until now, only those who arrived in Germany before August 1, 2018 can benefit from it. In future, everyone who entered Germany before the end of 2022 will be able to use this possibility and thus have a perspective of staying in the country in the long term.

People who have submitted “manifestly unfounded” asylum applications from so-called safe countries of origin or who have refused to clarify their identity will not be able to benefit from the facilities that have been introduced.

Those tolerated are people forced to leave the country but who cannot be deported for certain reasons. According to the Central Registry of Foreigners, around 304,000 people were required to leave the country at the end of 2022, of which around 248,000 had a tolerance permit.

“Businessmen are desperately looking for workers, municipalities need relief and people who work contribute, they become taxpayers,” explained Andreas Audretsch, deputy leader of the Greens parliamentary group.

A proposal to toughen criminal provisions against human smugglers was also approved. Smugglers who recklessly endanger people’s lives will be punished with life imprisonment or imprisonment of 10 to 15 years. Until now, sentences range from three to 15 years.

The International Labor Organization, through its director general Gilbert Houngbo, has proposed the Global Coalition for Social Justice, which “will allow the creation of a platform that facilitates the collaboration of a broad set of international organizations and interested parties. It will champion social justice as a key element in enabling global recovery and give it the necessary priority in national, regional and global policies and actions. This will enable us to forge a people-centric future.”

Houngbo also emphasizes, today more than ever, the need to review the laws in the labor sector, so that they are updated and go with the new times; “with a view to protecting workers and promoting sustainable companies”.

Social dialogue is essential between organizations and institutions in the sector to achieve positive results for the workforce.

For the Director General of the ILO, the focus must be on people, on their well-being. Hence, they need to achieve policies based on wage equity and equality of workers. Both pending tasks for agencies and governments.
