<p style="text-align: justify;">However, the executive emphasizes that <strong>achieving these goals</strong> requires <strong>a stable macroeconomic environment,</strong> including the activation of <strong>tax incentives</strong> that alleviate the tax burden on companies in expansion phases; <strong>bank loans</strong> to inject working <strong>capital and increase production to 80% of total capacity; Stability in public policies and dynamism in foreign exchange auctions.</strong></p>

<p style="text-align: justify;">OPEC&#8217;s October 2025 report placed <strong>Venezuelan production at 1,132,000 barrels per day (bpd),</strong> representing<strong> an increase of 132,000 bpd compared to the end of 2024.</strong> &#8220;This progress equates to annual growth of approximately 14% and extends a recovery trend that has now lasted five consecutive years.&#8221;</p>
<p style="text-align: justify;">The specialist and professor believes that if the average growth rate of the last two years is maintained — an additional 15,000 barrels per day (bpd) per month — <strong>&#8220;production could close 2025 at around 1,090,000 bpd</strong> and <strong>reach approximately 1,170,000 bpd in the short term,&#8221;</strong> reaching the 1.5 million barrel mark in 2026.</p>
<p style="text-align: justify;">Among the reasons for <strong>this increase</strong>, Márquez points to <strong>greater operational continuity and Venezuela&#8217;s ability to place crude oil in alternative markets,</strong> &#8220;which has avoided logistical bottlenecks and shutdowns associated with a lack of storage or export restrictions.&#8221;</p>

<p style="text-align: justify;">The call is open to <strong>graphic designers residing in the European Union</strong> and consists of<strong> two phases: the first is the application, which closes on August 18, and the second is the design proposal phase.</strong></p>
<p style="text-align: justify;">According to the ECB, in the first phase, applicants must meet specific requirements for the <strong>competition, which includes an assessment of their qualifications and achievements.</strong> Once selected, the graphic designers will be invited to participate in the second phase and submit their proposals. The competition <strong>jury</strong>, composed of independent experts, <strong>will evaluate the proposals and select a maximum of five per theme.</strong></p>
<p style="text-align: justify;">Regarding the process for the new euro banknotes, <strong>ECB President Christine Lagarde said: “The euro is more than a currency: it symbolizes</strong> European unity and diversity. With this competition, we invite designers from across Europe to envision the future of our banknotes to reflect our shared cultural identity and natural heritage.”</p>
<p style="text-align: justify;">Once the competition is over, citizens will be able to give their opinion on the selected designs. The <strong>Governing Council</strong> is expected to make a <strong>final decision before the end of 2026. Production of the banknotes must then begin, and their entry into circulation may take a few years.</strong></p>

<p style="text-align: justify;">Furthermore, &#8220;the ministers also confirmed the assignment of<strong> two internal committees</strong> responsible for closely monitoring the <strong>market and calling extraordinary meetings</strong> if they deem it necessary to readjust supply levels, while calling for full compliance with the established national quotas.&#8221;</p>
<p style="text-align: justify;">OPEC has asked its secretary to develop <strong>a mechanism</strong> to assess member<strong> countries&#8217; maximum sustainable</strong> <strong>production capacity,</strong> as a <strong>benchmark for setting new quotas for 2027.</strong></p>
<p style="text-align: justify;">The issue of <strong>voluntary cuts and the OPEC+ position</strong> will be discussed at the <strong>next OPEC conference</strong>, scheduled for <strong>November 30 of this year.</strong></p>
