<p style="text-align: justify;">The report <em>“Panorama 2025: Oil and Natural Gas Production and Foreign Trade in Latin America and the Caribbean (LAC)”</em> revealed that<strong> “oil production in the region increased by 20 %” last year. </strong>Regarding the hydrocarbon sector, the report noted a boost from Guyana&#8217;s growth and Brazil&#8217;s continued leadership.</p>
<p style="text-align: justify;">According to the document, <strong>seven countries account for 87 % of oil production in Latin America: Brazil, Mexico, Venezuela, Argentina, Colombia, Guyana, and Ecuador, each with a share exceeding 5 % of the regional total.</strong></p>
<p style="text-align: justify;">The<strong> list</strong> is distributed as follows:<strong> Brazil as the main regional producer, “reaching 3.77 million barrels per day (bpd); followed by Mexico, which registers 1.67 million bpd; leaving Venezuela in third place, with 1.08 million bpd.</strong></p>
<p style="text-align: justify;">Guyana&#8217;s oil production stood at 900,000 bpd, Argentina&#8217;s at 878,800 bpd, Colombia&#8217;s at 746,000 bpd, while Ecuador&#8217;s remained at 439,717 barrels of oil.”</p>

<p style="text-align: justify;">Sources indicate that <strong>&#8220;the emergency originated after critical failures at the Esmeraldas Refinery, the nation&#8217;s most important processing plant,</strong> which has paralyzed the regular distribution of fuels.&#8221;</p>
<p style="text-align: justify;">As has happened in other countries, <strong>the situation is forcing citizens to wait in lines for hours before being able to fill up their vehicles,</strong> “while Petroecuador authorities try to manage the accumulated deficit in national distribution.”</p>
<p style="text-align: justify;">The <strong>increase in the price of extra gasoline, effective Tuesday, May 12, indicates that “the price per gallon will rise from the current $3 to an estimated range between $3.15 and $3.17.”</strong> Public outcry was swift, “as it occurs amidst the worst supply crisis of the last decade.”</p>
<p style="text-align: justify;">According to <strong>energy sector experts, the full normalization of service could be delayed until June 9</strong> due to the complex repairs needed at the Esmeraldas Refinery, in addition to “the logistics required to cover the inventory deficit.”</p>

<p style="text-align: justify;">The new aid package was approved by the multilateral organization <strong>after the corresponding review</strong>, which revealed <strong>internal progress</strong> such as the rationalization of tax expenditures through tax exemptions or waivers; in addition, the efficiency of public spending has improved.</p>
<p style="text-align: justify;">The assessments were conducted between February and March, according to a statement by <strong>IMF Deputy Managing Director Nigel Clarke,</strong> who confirmed that the <strong>approved disbursement, the first of 2026,</strong> is part of <strong>“a 48-month program under the IMF’s Extended Fund Facility (EFF),</strong> signed during the current administration of Ecuadorian President Daniel Noboa, and <strong>in effect until 2028.”</strong></p>
<p style="text-align: justify;"><strong>Ecuador will have to undergo four future reviews</strong> before the end of the program to <strong>access an additional $1.276 billion.</strong></p>

<p style="text-align: justify;">During the<strong> fourth review</strong>, the IMF highlighted that <strong>the Latin American nation&#8217;s economy &#8220;showed signs of recovery, with projected real GDP growth of 3.4 % in 2025,</strong> low average inflation, and current account surpluses, which contributed to strengthening international reserves.&#8221;</p>
<p style="text-align: justify;">However, it made clear that <strong>the economy still faces a scenario characterized by volatility in oil prices and international financial markets.</strong></p>

<p style="text-align: justify;">This decision is implemented in accordance with the <strong>&#8220;Organic Law of National Solidarity, which amended Article 66 of the Organic Law on Human Mobility</strong> and seeks to strengthen state security and migration control,&#8221; according to the official statement.</p>
<p style="text-align: justify;">In this regard, in addition to <strong>Venezuela,</strong> the countries included are <strong>Afghanistan, Angola, Bangladesh, Cameroon, Cuba, Egypt, Eritrea, Ethiopia, the Philippines, Gambia, Ghana, Guinea, Kenya, India, Iraq, Iran, Libya, Nigeria, Pakistan, Nepal, the Democratic Republic of the Congo, North Korea, Senegal, Syria, Sri Lanka, Somalia, Vietnam, Yemen, Haiti, Mali, Ivory Coast, Myanmar, Uzbekistan, Tajikistan, Albania, Chad, Guinea-Bissau, Kyrgyzstan, Mauritania, Sierra Leone, Sudan, South Sudan, and China.</strong></p>
<p style="text-align: justify;">Citizens of these countries must submit their application outside Ecuadorian territory through the Ministry of Foreign Affairs&#8217; digital portal: <a href="https://serviciosdigitales.cancilleria.gob.ec/authentication" target="_blank" rel="noopener">serviciosdigitales.cancilleria.gob.ec</a>. The application fee is $50; the Temporary Visitor Visa for Transients will cost $30.</p>

<p style="text-align: justify;">Service prices continue to rise, as do products in the<strong> Basic Family Basket,</strong> which comprises 75 items nationwide. In this regard, a comparison is made between the price of the basic basket in <strong>July</strong>, which was <strong>$813.82,</strong> and the <strong>monthly family salary</strong> for the same period, which was <strong>$877.33,</strong> &#8220;which means there is a surplus of $63.51.&#8221;</p>

<p style="text-align: justify;"><strong>Last year, &#8220;the sector generated approximately $3.6 billion, $600 million more than the mining sector,</strong> in a country whose economy depends largely on the exploitation of natural resources.&#8221;</p>
<p style="text-align: justify;">On the other hand, according to reports, <strong>between September and March, &#8220;the value of cocoa exports, at $2.9 billion, was even $480 million higher than that of the strong banana sector</strong>, according to the Central Bank. It is the first time in six decades that it has surpassed it.&#8221;</p>
<p style="text-align: justify;">Added to this is the price of a ton of cocoa on the international stock exchange, which is now at $9,000. But this bonanza isn&#8217;t always without danger, as <strong>producers</strong> have faced<strong> extortion from criminal gangs operating in the region, demanding money in exchange for letting them work.</strong></p>
