The Venezuelan government requested assistance from the United Nations Development Programme (UNDP) for housing construction following the earthquakes.

Although the actual number may exceed the estimate, some 17,345 people lost their homes during the earthquakes of June 24. Therefore, the authorities have requested support from the UNDP to initiate an immediate response plan, as reported by acting president Delcy Rodríguez on Sunday, July 5.

Rodríguez contacted the UNDP Administrator, Alexander De Croo, thanking him for the organization’s “willingness to support Venezuela in its response to the earthquakes, which left at least 3,342 dead and 16,740 injured.”

The president also requested support “for promoting educational programs, as well as job training and employment for the affected communities.”

Minister Paula Henao reaffirmed the hydrocarbons sector’s commitment to the Venezuelan people and the priority attention given to the affected areas, in addition to supplying the necessary fuel for the heavy machinery used in search and rescue efforts.

The official indicated that teams from both institutions are deployed on the ground to guarantee the direct supply of technical equipment.

“The operational contingency is being strategically managed from the Catia La Mar Distribution Plant, located in La Guaira state. Under the guidelines of Interim President Delcy Rodríguez, the technical teams are prioritizing the continuous dispatch of diesel and gasoline to debris removal sites, ambulances, and portable power plants, preventing any logistical delays on the central coast,” she stated.

The goal is to maintain, to the extent possible, the air routes that operated at Simón Bolívar International Airport in Maiquetía.

The first international flight under these circumstances was a Miami-Barcelona route operated by Laser Airlines, carrying 53 passengers. Regional authorities specified that this route will operate daily, with flights between Barcelona and Miami in both directions via the same airline.

According to authorities, new international routes will be added from this terminal in the coming days, which already had reactivated connections to Panama through Copa Airlines.

Some of the ABV’s suggestions are:

• Make donations through a duly registered NGO, as well as corporate foundations or recognized charitable institutions.
• Prioritize transfers to accounts in the institution’s name and avoid methods like mobile payments or transfers to individuals, except when you fully trust them.
• Never reveal personal information, user passwords, or OTP codes via calls, messages, or social media.
• Discard any suspicious links and verify that you are using an official application.

After the earthquakes of June 24, Venezuela decreed a State of Emergency throughout the territory, through Extraordinary Official Gazette No. 7039.

Through Decree 5,364, dated June 24, the State of National Emergency was declared to deploy technical, human, financial or material resources to address the harmful effects caused by seismic events.

According to the information published in the OG, the General Staff was formed, made up of the Sectoral Vice Presidents of Politics, Citizen Security, Economy, Public Works and Services, Social and Territorial Socialism and Science, Technology, Education and Health.

The guidelines were established for the action plan that defines the “forms and modalities of participation of citizens, as well as private legal entities, in response to disasters in the affected areas as well as the rehabilitation or reconstruction that may be necessary.”

Likewise, Juan Ernesto Sulbarán Quintero was appointed the Sole Authority to respond to the harmful effects caused by said seismic events.

On the other hand, the National Directorate of Civil Protection and Disaster Administration has the power to dictate, by way of exception, the pertinent measures to guarantee the basic services necessary to citizens, as well as the restitution of the affected infrastructure and the overcoming of the inconveniences caused.

It was also established that “the Ministry of Popular Power for Interior Relations, Justice and Peace, directly or, through the National Directorate of Civil Protection and Disaster Administration, may dictate and execute, or have executed, the temporary occupation of public and private institutions and establishments, lots of land or areas that are required for the care of the affected population and sectors and may also execute, or have executed, the requisitions of goods and services essential for the satisfaction of the needs of the affected population.”

These are some of the most notable provisions of the Extraordinary Official Gazette No. 7,039, which govern the country.

The president of the Venezuelan Confederation of Industrialists (Conindustria), Tito López, indicated in an interview for Radio Fe y Alegría Noticias, that 80 % of the Venezuelan manufacturing industry is operational, after the earthquakes of June 24.

According to the union member, “the damages recorded so far do not compromise the supply, production or distribution of goods.”

López explained that “only 6 % of the companies reported moderate damage and another 14% presented slight damage, mainly in some plants in the food sector and in industries located in the Yaracuy state.” Regarding companies in the states of Carabobo, Aragua, Lara and others in the central region, including Miranda, he stressed that they maintain their operations following the corresponding security protocols.

He added that “the regional chambers and the different sectors are working together with the affected companies to complete the repairs in the coming days.” The exception is a vegetable oil processor located in the Veroes municipality, Yaracuy state, which temporarily suspended operations due to the damage suffered.

López has ruled out shortages of goods and products in the national market, since production and distribution continue normally.

Conindustria proposed the application of fiscal measures to support the recovery of the affected areas, such as “reviewing exemptions from VAT, Income Tax and some import taxes, especially for essential inputs.” Also, they ask you to avoid nervous buying of medications.

Arturo Michelena International Airport in Valencia, Carabobo state, has become Venezuela’s air bridge for international flights following the preventative closure of Simón Bolívar International Airport in La Guaira state.

As is known, the country’s main airport, in Maiquetía, suffered severe structural damage during the earthquakes of June 24, leading to the suspension of air operations. Priority has been given exclusively to receiving flights carrying humanitarian aid and the deployment of emergency logistics in the area.

The Development Bank of Latin America and the Caribbean (CAF) announced the creation of the Venezuela Recovery and Reconstruction Fund, which will begin with a seed capital of $1 million.

This amount is in addition to the $300,000 allocated by the organization as humanitarian aid to assist the population after the earthquakes of June 24. The priorities are to respond to the urgent needs in the country, and to carry out recovery and reconstruction after the natural disaster.

This is “a mechanism designed to gather and channel public, private, and international community contributions toward priority needs” following the earthquakes that struck on Wednesday, June 24.

In this regard, the Fund “will allow for contributions from governments, international organizations, companies, foundations, individuals, and other partners, pooling them under a common framework for administration and accountability, and directing them toward the initiatives defined and prioritized by the Government of Venezuela.”

Sergio Díaz-Granados, Executive President of CAF, stated that the mechanism was designed to adapt to the different stages of the response, with immediate attention in the first stage, “through humanitarian aid, essential supplies, and support for the institutions in charge of the emergency. Subsequently, the rehabilitation of critical services in areas such as health, water and sanitation, energy, education, and connectivity; and finally, recovery and resilience, with a focus on early reconstruction, the restoration of livelihoods, and reducing vulnerability to future events.”

Peru sent 14.5 tons of humanitarian aid to Venezuela, including food, supplies, and household goods, as assistance to those affected by the recent earthquakes in the country.

The shipment was made via a Peruvian Air Force plane, bringing items such as rice, noodles, vegetable oil, bottled water, as well as tents, warm clothing, supplies, and household goods.

Luis Vásquez, head of the National Institute of Civil Defense, indicated that 50 tents, each with the capacity to shelter five people, were dispatched. He added that “the aid being sent is in accordance with a procedure, whereby it is made available to the Ministry of Foreign Affairs so that they can report on the support provided to Venezuela. We are fully prepared to dedicate all our resources to help.”
