“A total of 29 Colombian citizens, mostly young, and with criminal records, according to official sources told EFE, arrived handcuffed at the capital’s Marcos A. Gelabert Airport, better known as the Albrook terminal, where after a documentary search they boarded the aircraft, which departed shortly after 06:00 local time (13:00 CET).”

In the case of Venezuelan migrants, who have crossed the Darién jungle in their desire to reach, mainly, the United States, the Panama Immigration office indicated that at this time they do not have authorization to make any movement towards Venezuela.

This situation arises because Panama’s diplomatic relations with Venezuela are on hold following the crisis in the South American country following the elections on July 28.

The authorities have indicated that after receiving primary care at official posts, Venezuelans “are allowed to continue, with the flow controlled,” their trip to the United States.

In his presidential election campaign, Biden launched a drastic measure to reduce asylum requests on the border with Mexico.

The order “will allow US authorities to deport those who do not pass strict asylum standards when the figure of 2,500 daily detentions at the border is exceeded for an average of seven days, senior US officials told the press.”

Given that the figure of 2,500 arrests is being exceeded with an average of 4,200 arrests per day that occurred in April, the executive order came into effect this Tuesday. Regarding the protocols for requesting asylum, it was indicated that they will be relaxed again when this number decreases to 1,500 on average over 14 days.

Deportations will be carried out if migrants cannot demonstrate “that there is a reasonable possibility” of risk of torture or persecution if they are returned to their country of origin. U.S. officials have stated that they will adhere to the obligations of the United Nations convention against torture, “which prohibits deporting someone to a country where they may be tortured.”

The situation will vary depending on the nationality of the migrant or asylum seeker. “Those who are Mexicans or nationals of Cuba, Haiti, Nicaragua and Venezuela will be returned directly to Mexico under prior US agreements with Mexican authorities.”

Migrants arriving at the border from other parts both inside and outside the American continent, such as Colombia or Ecuador, will be expelled on deportation flights. There are exceptions: “unaccompanied travelers traveling north are not subject to the restrictions, as are victims of human trafficking, those facing an acute medical emergency or an extreme threat to their life and safety.”

On the other hand, authorities will continue processing asylum cases for people who have requested an appointment through the CBP One mobile application, with an approximate capacity of 1,450 daily appointments to request asylum.

During a speech at the event in which the National Scrutiny Board formally proclaimed him as the next president for the period 2024-2029, Mulino declared: “To finish the Darién Odyssey, which has no reason to exist (…), we will begin with help international repatriation process with full respect for the human rights of all the people who are there.”

According to migration data, 520,000 people, mostly Venezuelans, crossed the Darién jungle in 2023. The Panamanian government has been forced to provide assistance to these migrants. Official figures determine that in the first quarter of 2024 more than 110,000 people have crossed this area.

Mulino had announced on April 16, in a campaign walk, his intention to “close” the Darién, the jungle border of 266 km in length and 575,000 hectares in surface, which in recent years has become a corridor for the migrants from South America trying to reach the United States.

Mulino, who is due to take command in Panama on July 1, had already spoken about closing Darién during his campaign. Now, on this delicate matter, he added: “So that those from there [in South American nations] and those who would like to come here know, that whoever arrives here will return to their country of origin.”

A decision that sets a precedent in the deportation process, since in this case citizens who return to Venezuela from Mexico will have financial aid of $110 for six months.

The measure was adopted by the president of Mexico, Andrés Manuel López Obrador, in view of the increase in illegal migration in 2023 to reach 77.2 %, which represents. This percentage translates into more than 782,000 people, of which 223,000 were from Venezuela, according to statistics from the Government’s Migration Policy Unit.

Regarding the agreement for the return of Venezuelans, Alicia Bárcena, head of the Secretary of Foreign Affairs, declared: “We have just signed an agreement with Venezuela, with President Nicolás Maduro, which is called ‘Return to the Homeland’. We are sending Venezuelans back to their country because we really cannot handle these quantities.”

He highlighted that President López Obrador gave the express order that once the migrants return to Venezuela they receive the same support that they had in Mexico “from the Youth Building the Future programs, for professional apprentices, and Sowing Life, for farmers.”

Added to this support are “agreements with the Venezuelan Empresas Polar y Petróleos de Venezuela (PDVSA) to welcome the deportees once they arrive; the same with the Mexican companies Bimbo and Femsa, installed in that country, so that they can receive them as apprentices.”
