Amid the easing of sanctions against Venezuela by the United States, the International Monetary Fund and the World Bank announced on Thursday, April 16, the reestablishment of relations with the South American country.

The decision was announced following recent licenses issued by the Office of Foreign Assets Control (OFAC), which allow Venezuela, the Central Bank, and other banking entities in the country to carry out certain transactions, potentially contributing to economic development.

The IMF “has already offered the country future access to financing instruments.” However, the interim president, Delcy Rodríguez, stated that she does not foresee a debt program at this time.

Regarding the restoration of relations, IMF Managing Director Kristalina Georgieva issued a statement indicating that the organization, “following the opinion of the majority of its members, was now dealing with the Government of Venezuela under the administration of the country’s interim president, Delcy Rodríguez.”

For its part, the World Bank Group also commented on the decision announced last Thursday. “According to the statement, its last loan was granted in 2005.”

Both organizations accelerated the measure after US President Donald Trump recognized the Rodríguez government, a strategy aimed at promoting political and economic stability in Venezuela.

On Monday, Venezuela’s interim president, Delcy Rodríguez, announced the appointment of four new vice ministers at the country’s Foreign Ministry.

The measure represents a reorganization of the Ministry of Foreign Affairs “encompassing the areas of Latin America, International Communication, Asia-Middle East-Oceania, and Europe-North America.”

In this regard, Mauricio Rodríguez will head the Vice Ministry for Latin America to “continue promoting a foreign policy focused on peace, integration, and the unity of peoples, based on mutual respect and fraternal cooperation.”

Furthermore, Rander Peña was appointed Vice Minister for International Communication; Andrea Corao Faria as Vice Minister for Asia, the Middle East, and Oceania to “strengthen strategic relations and cooperation with countries in those regions”; and Oliver Blanco as Vice Minister for Europe and North America.

The energy agenda between Colombia and Venezuela is progressing positively, according to the president of Petróleos de Venezuela (PDVSA), Héctor Obregón, regarding the visit to Caracas of the Colombian Minister of Mines and Energy, Edwin Palma.

Obregón pointed out: “Together with Interim President Delcy Rodríguez, we held a working meeting with the Colombian Minister of Mines and Energy, Edwin Palma, to further develop the binational energy agenda.” Officials from both nations have analyzed “concrete opportunities” to strengthen relations and “advance projects that contribute to regional energy security.”

The president of Venezuela’s state oil company declared that he will soon meet with Colombian President Gustavo Petro to discuss the energy agenda. During these meetings, trade between the two countries was also addressed.

Trade between the two countries reached $1.17 billion in 2025, representing a 4.1% increase compared to the $1.124 billion recorded in 2024.

Venezuela’s interim president, Delcy Rodríguez, formalized this week cabinet changes that were approved last month and so far in February. In this regard, Juan Francisco Escalona Camargo has been appointed as Director General of the Decentralized Service for the Special Fund for Human City, and Luis Alfredo Mota Domínguez will be the Director General of the Decentralized Service for the First Black Fund, as indicated in Official Gazette No. 43,313 dated February 9, 2026.

Also, and according to Official Gazette No. 43,314 dated February 10, Aurelix Johana Salcedo Medina was appointed as the new President of the National Council for Persons with Disabilities (CONAPDIS), and Carolina Rojas Hernández as President of the José Gregorio Hernández Mission Foundation.

Similarly, Fred Ángelo Bruno was assigned to the Human Resources Office Management of the National Institute of Culture (INAC), and a new board of directors was appointed for Hidroven. Meanwhile, the “new Commission for the Divestment of Public Assets of CANTV” was appointed, and Major General Ángel Daniel Balestrini Jaramillo was designated as Director General of the Office of the Ministry of Popular Power for Defense, to sign documents related to their functions.

Within the Ministry of Foreign Trade, key changes were also implemented to strengthen the national economy. In this regard, through “Presidential Decree No. 5,245, published in Extraordinary Official Gazette No. 6,984 dated February 9, 2026,” Andreína Tarazón Bolívar assumed the position of Vice Minister of International Trade Policy.

The decree of the National Executive “also establishes significant changes in critical areas for foreign exchange earnings. Johann Carlos Álvarez Márquez assumes the position of Vice Minister of Export Promotion.”

Finally, through Official Gazette No. 6,984, the presidency appointed Coromoto Godoy Calderón as president of the Export Promotion Agency S.A.

The amnesty law, approved last week in Venezuela by the National Assembly, will serve to strengthen peace and reconciliation in the country, according to interim president Delcy Rodríguez.

The Parliament unanimously approved the amnesty law in its first reading. The next stages are expected to proceed quickly to benefit “political prisoners since 1999, a period that coincides with the beginning of the current government.”

Rodríguez referred to the amnesty law as a new challenge for the nation and asserted that they are willing to work for the common good of all citizens. Regarding the initial discussion of the bill, he described it as a “high-level” process and emphasized the importance of maintaining open debate and political engagement among Venezuelans.

Regarding whom would benefit, the document “recognizes that people of various political affiliations, and even citizens without party affiliation, were subjected to criminal proceedings for acts related to the exercise of civic rights or political demonstrations. The amnesty would cover crimes such as incitement, resistance to authority, rebellion, treason, and illegal possession of weapons, provided they occurred in the context of protests between 1999 and 2026, including mobilizations such as those recorded in 2007, 2014, 2017, 2019, and 2024.”
