While the resolution does not specify the lenders involved, it does mention the “recent approvals from the World Bank, the Multilateral Investment Guarantee Agency, and the Inter-American Development Bank, which provided guarantees totaling $2.55 billion to facilitate access to foreign currency.”

The Mieli administration considers the measure a “strategy to reduce its financing costs, deeming the collaboration with internationally recognized banking institutions as advantageous.”

The funds in question are urgently needed to meet debt payments in foreign currency due for the current and next fiscal years.

By tying international banks to public coffers, the government is compromising the country, “deepening an external dependency that limits social spending and public investment.”

Regarding the country’s internal situation, it is known that the first major payment is due on July 9, with the maturity of $4.35 billion in principal on Global and Bonar bonds. Of this total, $3.8 billion is owed to private creditors, so the economic team must ensure immediate liquidity to avoid a default scenario.

Holding BTC is crucial for these economies in a global context marked by financial uncertainty, inflation, and political instability.

This was stated to Bloomberg Line by Matías Mathey, from the Board of Directors of the NGO Bitcoin Argentina, who also pointed out that the volatility of the cryptocurrency has not diminished the interest of these three countries in further accumulation.

He explains this phenomenon by indicating that leaders do not make decisions based on the daily price of Bitcoin, which has experienced sharp fluctuations since the last quarter of 2025, but rather with a long-term perspective. He also emphasized that the digital currency only needs time, not political consensus, referring to the current tensions between various countries.

According to the Bitcoin Treasuries platform, Bitcoin holdings in 2026 are distributed as follows: States with a total of 328,372 BTC, equivalent to USD 29.707 billion; China with 190,000 BTC (around USD 17.189 billion); and the United Kingdom with 61,245 BTC (approximately USD 5.541 billion).

They are joined by Ukraine, with 46,351 BTC (around USD 4.193 billion); and El Salvador, in Latin America, with 7,518 BTC (around USD 680 million). The United Arab Emirates follows with 6,420 BTC (approximately USD 581 million), and Bhutan has 5,984 BTC (around USD 541 million).

In its World Economic Outlook report, the IMF predicts that Spain’s GDP growth will triple that of the Eurozone this year, “with an expansion of 2.5 % in 2025, compared to 0.8 % anticipated for the 2020s, and will see this gap narrow over the following years.”

On the other hand, the organization forecasts that by the end of the decade, Spain’s annual growth will be 1.6 %, while for the eurozone, the expansion would be 1.3 % in 2028, 1.2 % in 2029, and 1.1 % in 2030.

Regarding inflation, prices are expected to rise by 2.2 % in 2025 and 1.9 % in 2026, while they would rise by 2.1 % in 2027.

Regarding the unemployment rate in Spain, the IMF forecasts a decrease to 11.1 % in 2025 and 11 % in 2026. In this context, the number of employed persons is expected to continue to rise to 21.9 million in 2025 and exceed 22 million next year.

Issues such as debt and deficit are also addressed in the IMF report. In this regard, forecasts call for a decline to 2.7 % of GDP this year, “and a further decline in 2026, reaching 2.4 %.” In the case of public debt, this indicator will fall to 100.6 % in 2025 and “will continue to decline relative to GDP over the remainder of the IMF’s projection horizon, reaching 99 % of GDP in 2026.”

Patrick Newton, director of Refineria di Korsou (RdK), which owns the refinery, said: “This is a fair agreement for Curaçao and also for PDVSA, which opens the way for closer cooperation in the future.”

In 2019, the refinery ceased operations, upon expiration of the contract through which PDVSA had operated the “335,000 barrels per day (bpd) facility and neighboring oil facilities” for years. Due to these negotiations, “debts of millions of dollars were identified in Curaçao and Bonaire, where the Venezuelan company managed the BOPEC oil terminal.”

Although the total amount of the debt has not yet been revealed, it is estimated that approximately $21 million in labor liabilities will be paid by PDVSA “with oil shipments to the island,” according to Prime Minister Gilmar Pisas.

The agreement between the parties mentions 450 million dollars, a sum that contemplates pending issues such as the construction of a gas pipeline between Venezuela and Curaçao, as well as other bilateral projects.

Venezuela’s Oil Minister, Pedro Tellechea, has indicated that the Venezuelan state-owned PDVSA wants to “resume regular crude oil supplies to the Curaçao refinery, which was once one of its most important heavy oil storage, refining and shopping centers.” ”.

During an appearance with deputies, Yorio stated that “the Economic Program 2024 will continue to distinguish Mexico as one of the countries with the lowest levels of debt in relation to GDP, well below the alert thresholds established by rating agencies and international financial organizations. “

These statements come just before the lower house of Congress votes on the 2024 Economic Package Revenue Law, which contains fiscal policy and revenue estimates for the Government of Mexico next year. The deadline for this vote is October 20, while the Senate will do so 11 days later.

Despite criticism from the opposition due to the budget deficit of 5.4 %, the highest in three decades, the Undersecretary of the Treasury defended responsibility in debt management, keeping it at a stable and sustainable level that does not exceed 50 %. of GDP, which is “well below the global alert thresholds.”

The Government of Mexico expects to close the six-year term in 2024 with a sustainable debt level of 48.8 %, which would continue to position the country as one of those with the least debt in relation to GDP in Latin America and compared to its peers.

Yorio argued that, despite the deficit, “the country’s fiscal sustainability in the short and medium term will not be compromised.” Therefore, the need to implement new taxes or increase existing ones is not foreseen, since there is still room to increase tax revenues.

The increase in the deficit is attributed to the need to maintain economic momentum in a context of slowing growth in global economies.

The Finance Commission of the Chamber of Deputies of Mexico plans to discuss and approve the Income Law no later than Thursday, October 19, and then send it to the Senate, where the same process will follow.

Once approved, the 2024 Income Law will be sent again to the Executive Branch for its official publication and entry into force.

The figure announced by the Treasury represents an increase of 7,000 million dollars (6,374 million euros) compared to the previous quarter and the first increase in two and a half years, according to Bloomberg data. 42,000 million dollars (38,242 million euros) in 3-year bonds will be sold, as well as 38,000 million dollars (34,600 million euros) in 10-year bonds and another 23,000 million dollars (20,942 million euros) in titles convinced to 30 years.

Likewise, the US Treasury has announced that, over the next three months, it expects to gradually increase the size of the auctions in the reference terms. In this way, it has confirmed that it will increase by 3,000 million dollars per month (2,731 million euros) the amount of the debt auctions with maturity of 2 years, as well as by 2,000 million dollars (1,821 million euros) that of the operations at 5 years and at 1,000 million dollars (910 million euros) that of the 7-year auctions.

The Treasury Department’s announcement coincided with Fitch’s decision to lower the long-term debt solvency rating of the United States one notch, which now stands at ‘AA+’ from ‘AAA’ with a stable outlook, as a reflection of the expected fiscal deterioration over the next three years and the high and growing burden of government debt.

The risk rating agency explained that its decision also takes into account “the erosion of governance” in relation to other ‘AA’ and ‘AAA’ rated sovereign issuers over the past two decades, as manifested in repeated clashes over limits of debt and last minute resolutions.

In this way, Fitch fulfilled its threat to lower the rating of the world’s leading economy, which it had placed on negative watch last May during the latest political crisis, in order to suspend the debt ceiling.

The Assistant Secretary for Financial Markets of the Treasury Department, Josh Frost, has stressed that the Administration sees a “limited or zero” impact on yields or prices from the rating downgrade announced by Fitch, according to Bloomberg. He stressed that “Treasuries remain the world’s preeminent safe and liquid asset and that the US economy is fundamentally strong.”

The main reason for the drop in the consumer confidence index is a combination of elements, including the prevailing uncertainty in the business market, debt, and the labor market, among others.

Consumers show a pessimistic perspective regarding the situation of the domestic market. This has affected the expectations index, “based on consumers’ near-term outlook on income, business and labor market conditions, it has fallen to 71.5 from 71.7 in April.”

Regarding inflation expectations, a sensitive issue not only for the United States but for the entire continent, consumers believe that it will continue to rise. Added to this is the fear triggered by the recent cases of bank failures that have shaken the country’s financial system.

In this regard, analysts at Pantheon Macroeconomics have pointed out: “Real consumption will be much weaker and the expectations index will sink further as the full effects of the recent bank failures become more evident. In particular, the reduced availability and the higher cost of consumer credit, as banks focus on generating liquidity rather than expanding their loan portfolios.”

This is clear from the report ‘Public debt and restrictions on development in Latin America and the Caribbean’, prepared by ECLAC and which was presented this Tuesday by the organization’s executive secretary, José Manuel Salazar-Xirinachs, within the framework of the ‘ XXXV Regional Seminar on Fiscal Policy’.

This traditional meeting brings together authorities, specialists, civil society and academics every year to discuss the fiscal policy challenges faced by the countries of the region. On the second day of this Tuesday, the restrictions on growth and development that originate from public debt and their implications for fiscal space in the countries of Latin America and the Caribbean were analyzed.

In this way, according to the report, both the increase in debt levels in the region and the macroeconomic and financial conditions, which are currently “complex”, press the need to expand financing instruments for Latin America.

As Salazar explained, the increase in debt service, especially because of the higher interest paid, forces countries to allocate more and more public resources to guarantee debt sustainability.

This translates into reductions in public investment and social spending, which generates “a vicious circle” since they are necessary to promote inclusive, sustained and sustainable growth, which allows not only stabilizing the path of the debt, but also move towards the fulfillment of the Sustainable Development Goals (SDGs).

In this sense, the document calls for formulas to reduce borrowing costs, create a global financial safety net, and move towards a new institutional framework for sovereign debt restructuring.

The vice president of El Salvador, Félix Ulloa, said this week that China offered to buy the debt and thus prevent it from falling into default. It is important to note that according to Moody’s, S&P and Fitch Ratings, the nation “currently has the lowest risk rating in Central America.”

Ulloa told Bloomberg during an event in Madrid, Spain, that the Asian country made the offer to buy his country’s debt, which currently has a CCC+ rating from S&P Global Ratings. This is seven notches below investment grade.

The main reason for this strategy launched by Xi Jinping would be to help El Salvador avoid falling into default, taking into account that it currently has 670 million dollars in bonds maturing on January 24.

El Salvador is at a crossroads. Even if it can avoid a sovereign default in 2023, “in our baseline, the reserves would disappear if the government paid the redemption of the 2025 eurobonds,” Oxford Economics analysts Felipe Camargo and Lucila Bonilla noted in an October note.
