<li><strong>Device Security:</strong> Disable notifications on the lock screen to prevent the theft of passwords or credentials and always enable two-factor authentication (2FA).</li>

These challenges include the need to strengthen technical resources, provide ongoing training for professionals in the field, foster collaboration and cooperation to share information and best practices, and educate and prepare users to protect themselves against phishing threats perpetrated by cybercriminals with in order to obtain private data.</p>
<p style="text-align: justify;">In this context, the <strong>Venezuelan Banking Association (ABV)</strong> has organized a meeting for the creation of the Cybersecurity Technical Committee, in which national bank officials from various areas participated, including security, technology, technological risk, systems and prevention of risks, among others.</p>
<p style="text-align: justify;"><strong>Pedro Pacheco Rodríguez,</strong> executive president of the ABV, emphasized the importance of having this union committee, whose main objective is to promote a solid culture of cybersecurity. This culture must be extended not only within the financial sector, but also to other sectors of the economy and to the general public, including users of banking products.</p>
<p style="text-align: justify;">The Cybersecurity Committee will carry out a series of activities, including the creation of a financial education project on this matter and the promotion of greater cooperation in the sharing of <strong>relevant information</strong> for the entire banking industry, in order to to prevent computer crimes that may compromise security.</p>
<p style="text-align: justify;">In addition, the committee plans to hold annual events with the participation of national and <strong>international experts,</strong> addressing various aspects related to risks and how to deal with them in case of contingencies.</p>
<p style="text-align: justify;">The executive president of the ABV stressed that the <strong>Cybersecurity Technical Committee</strong> is based on four fundamental pillars: trust, capacity for associative relationships, civic awareness and ethical behavior. The objective is to protect not only the activities of a crucial sector for the economic development of the country, but also the disclosure of information on cybersecurity that affects bank users and society in general.</p>

<p style="text-align: justify;">Various <strong>congressmen and the FBI</strong> are studying the background of the <strong>TikTok platform</strong> and its handling of user data,<strong> illegal surveillance techniques using the IP address of the devices,</strong> among other risks for the population.</p>
<p style="text-align: justify;"><strong>Christopher Wray, head of the FBI</strong>, has recently been very concerned and alert regarding the Chinese social network TikTok, and has defended the <strong>blockade in various states</strong> of the country, arguing that it should be <strong>extended to the entire United States.</strong></p>
<p style="text-align: justify;">The use of very <strong>similar algorithms</strong> to handle data from the <strong>TikTok, Twitter and YouTube</strong> networks, for example, increases <strong>suspicion</strong> on the part of the US authorities.</p>
<p style="text-align: justify;">Some<strong> congressmen</strong> believe, in the particular case of TikTok, that its use is <strong>highly risky</strong> for citizens. Hence, the recent push to discuss new, <strong>stricter rules</strong> regarding the use of social networks in the United States, especially by <strong>children and young people.</strong></p>

<p style="text-align: justify;"><strong>The legislative text</strong>, which is inspired by the diversity of regulations existing on the European continent, <strong>considers that individuals not only want to protect their data in the financial sector</strong>, but also in all areas related to digitization or the virtual world as a right fundamental in today&#8217;s society.</p>
<p style="text-align: justify;">The constitutional framework does not contemplate the concept <strong>&#8220;protection of personal data&#8221; or &#8220;informational self-determination&#8221;</strong>, being the power by which the individual can control their data. However, in articles 33, 24 and 35 of the Constitution<strong>,</strong> which refer to the <strong>rights to privacy, inviolability of private areas and identification documents</strong>, it can be interpreted that these concepts were protected.</p>
<h2 style="text-align: justify;">Background</h2>
<p style="text-align: justify;">Until October 2020, Paraguay had<strong> Law 1682/01,</strong> which was in charge <strong>of regulating private information and its amendments</strong>. But it was limited to information that could not be disseminated, and was also not outdated because it did not contemplate <strong>internet stocks</strong> and everything related to the digital age.</p>
<p style="text-align: justify;">As of October 2020,<strong> Law 6534/20</strong> on the &#8220;<strong>protection of personal credit data&#8221;</strong> comes into force, repealing the previous rule and its amendments, leaving all information that is not in the credit spectrum legally disregarded.</p>
