<p style="text-align: justify;">Since early 2023, researchers at <a href="https://www.eset.com/latam/" target="_blank" rel="noopener"><strong>ESET</strong></a>, a leading proactive threat detection company, have observed an alarming growth in deceptive Android applications that present themselves as legitimate personal loan services, promising quick and easy access to funds. These services are actually designed to scam users by offering them loans with high interest rates backed with misleading descriptions, while collecting their victims&#8217; personal and financial information to blackmail them and ultimately obtain their funds.</p>
<p style="text-align: justify;">ESET products recognize these applications using the detection name <strong>SpyLoan,</strong> which refers directly to their spyware functionality combined with loan claims.</p>
<p style="text-align: justify;">Such apps were previously available on Google Play but are currently marketed through social media and SMS messages, and can be downloaded from scam websites and third-party app stores. As a partner of the <strong>Google App Defense Alliance,</strong> ESET identified and reported to Google <strong>18 SpyLoan applications</strong> that had more than 12 million downloads on Google Play and 17 of them were subsequently removed. The last app identified by ESET is still available on Google Play, but since its developers changed its permissions and functionalities, it is no longer detected as a SpyLoan app.</p>
<p style="text-align: justify;">According to <strong>ESET telemetry,</strong> the executors of these apps operate mainly in <strong>Mexico, </strong>Indonesia, Thailand, Vietnam, India, Pakistan, <strong>Colombia, Peru, Chile,</strong> Philippines, Egypt, Kenya, Nigeria and Singapore. All of these countries have various laws that regulate <strong>private loans,</strong> not only their types, but also the transparency of their communication. Any detection outside these countries could be related to smartphones that have, for various reasons, access to a phone number registered in one of these countries.</p>
<h3 style="text-align: left;"><span style="color: #000080;">How SpyLoan apps work</span></h3>
<p style="text-align: justify;"><em>“There are several reasons for the rapid growth of SpyLoan applications. One of them is that its developers are inspired by successful FinTech services, which take advantage of technology to offer agile and easy-to-use financial services. FinTech applications and platforms are known for disrupting the traditional financial sector by offering convenience in terms of accessibility, allowing people, in a user-friendly manner, to perform various financial activities anytime, anywhere, using only their smartphones. On the contrary, the only thing that SpyLoan applications alter is trust in technology, financial institutions and similar entities,” </em>says Gutiérrez Amaya, from ESET Latin America.</p>
<p style="text-align: justify;">Once a user installs a SpyLoan app, they are asked to accept the terms of service and grant broad permissions to access sensitive data stored on the device. The app then requests user registration, which is typically done by verifying the one-time password via SMS to validate the victim&#8217;s phone number. These registration forms automatically select the country code, based on that of the victim&#8217;s phone number, ensuring that only people with phone numbers registered in the target country can create an account.</p>
<p style="text-align: justify;">Once the phone number is verified, users access the loan application function of the application. To complete this process, users are forced to provide a large amount of personal information, including address details, contact information, proof of income, bank account information, and even upload photos of the front and back of their documents identity, and even a selfie.</p>
<p style="text-align: justify;">SpyLoan applications pose a significant threat by stealthily extracting a wide range of personal information from <strong>unsuspecting users:</strong> they are capable of sending sensitive data to their command and control (C&amp;C) servers. Data that is usually leaked includes the list of accounts, call logs, calendar events, device information, lists of installed applications, local Wi-Fi network information, and even information about the files on the device. Additionally, contact lists, location data and SMS messages are also vulnerable.</p>
<h4 style="text-align: left;"><span style="color: #008000;">Legit vs. Malicious Loan Apps: How to Tell Them Apart</span></h4>
<p style="text-align: justify;">ESET shares a series of recommendations that users can use to protect themselves:</p>
<p style="text-align: justify;">– <strong>Go to official sources</strong>: Android users should avoid installing lending apps from unofficial sources and third-party app stores, and stick to trusted platforms like Google Play, which apply app review processes and security measures. Although this does not guarantee complete protection, it does reduce the risk of encountering fraudulent loan applications.</p>
<p style="text-align: justify;">– <strong>Use a security app</strong>: A reliable security app for Android protects the user from malicious lending apps and malware. Security apps provide an additional layer of protection by scanning and identifying potentially harmful apps, detecting malware, and warning users about suspicious activity.</p>
<p style="text-align: justify;">– <strong>Review scrutiny</strong>: When downloading apps from Google Play, it is important to pay close attention to user reviews. It is crucial to be aware of fake positive reviews. Borrowers should focus on negative reviews and carefully evaluate concerns raised by users, as they can reveal important information such as extortion tactics and the actual cost charged by the loan provider.</p>
<p style="text-align: justify;">– <strong>Privacy Policy and Data Access Review</strong>: Before installing a loan app, users should read its privacy policy, if available. This document often contains valuable information about how the application accesses and stores sensitive information. However, scammers can use misleading clauses or vague language to trick users into granting unnecessary permissions or sharing personal data. During installation, it is important to pay attention to the data to which the application requests access and ask whether the requested data is necessary for the functionality of the loan application.</p>

<p style="text-align: justify;">With the new resources, it is planned to expand the Social Protection Systems project, which was approved last April 2019, and the implementation of the national strategy called <strong>&#8220;Ecuador Grows without Malnutrition.&#8221;</strong></p>
<p style="text-align: justify;">The project has allowed the delivery of the programs of the <strong>Ministry of Economic and Social Inclusion</strong> (MIES) to be more equitable, due to the optimization of the mechanism to select the beneficiaries in charge of the <strong>Social Registry</strong>, as well as the technical assistance to improve the effectiveness of programs through monitoring, evaluation and institutional strengthening.</p>
<h2 style="text-align: justify;">Improving living conditions</h2>
<p style="text-align: justify;">Simón Cueva, Minister of Economy and Finance, highlighted: “The Government of the Meeting works to improve the living conditions of the <strong>most vulnerable</strong> population of Ecuador. In this sense, these resources have as their main destination attacking one of the most pressing structural problems in the country, <strong>the fight against chronic child malnutrition”.</strong></p>
<p style="text-align: justify;">The financing is aimed at <strong>728 parishes</strong> in the country and will support the consolidation of a new institutional model, called the <strong>Permanent Update Model (MAP).</strong> That will facilitate the integration and dynamism of the social registry to other large national administrative databases. These activities will be carried out by the Ministry of Economic and Social Inclusion, the Ministry of Public Health and the Social Registry Unit.</p>
<p style="text-align: justify;">For her part, <strong>Marianne Fay,</strong> director of the World Bank for Bolivia, Chile, Ecuador and Peru, pointed out that Ecuador&#8217;s national strategy &#8220;<strong>grows without malnutrition</strong>&#8221; is implemented by the national executive to provide protection to the most vulnerable people in the &#8220;phase of recovery from Covid-19 to achieve the Sustainable Development Goals by 2030”.</p>
<p style="text-align: justify;">The additional loan was approved at a variable rate with a fixed spread, repayable over 18 years, including a 5-year grace period.</p>

<p style="text-align: justify;">Chile plans to phase out the <strong>coal plants,</strong> which in 2019 <strong>generated 36.7 % of energy</strong> and were responsible for <strong>25 % of greenhouse gas emissions</strong>. The country&#8217;s goal is to reach carbon neutrality by 2050.</p>
<p style="text-align: justify;">The program seeks to improve the regulatory framework of the <strong>energy sector</strong> through improvements in the regulation of the distribution market, <strong>encourage citizen participation</strong> in the use of <strong>clean energy</strong> and promote the participation of more women in the sector.</p>
<p style="text-align: justify;">The initiative will also strengthen the adoption of policies and measures to advance the contribution determined at the national level, to promote <strong>sustainable development.</strong> Likewise, it will encourage the penetration of large-scale renewables into the <strong>energy matrix</strong> and advances with the <strong>long-term expansion plan.</strong></p>
<p style="text-align: justify;">Also, the action will promote <strong>electromobility</strong> through the <strong>energy efficiency</strong> law, with a view to making <strong>urban public transport completely</strong> <strong>electric by 2040.</strong> Additionally, the program will contribute to enabling and making viable the incorporation of new <strong>renewable energy sources</strong> and <strong>energy vectors</strong>, like green hydrogen.</p>
<p style="text-align: justify;">This is the first operation in a series of <strong>policy support,</strong> consisting of <strong>two separate loans.</strong></p>

<p style="text-align: justify;">This financing will be granted through a conditional line of <strong>credit for investment projects (Cclip)</strong>, which will be available through three <strong>resource allocation channels:</strong> federal government agencies, state or municipal governments, and national or regional development banks.</p>
<p style="text-align: justify;">The objective of the initiative will be to contribute to a better <strong>digital</strong> infrastructure to improve both the coverage and the <strong>quality of broadband services,</strong> as well as the creation of data centers and the improvement of international connectivity, to turn Brazil into a  inclusive<strong> digital regional hub</strong>.</p>
<p style="text-align: justify;">Likewise, the action aims to promote the <strong>development, financing, adoption</strong> and use of digital technologies in the productive sector and the population, including <strong>the promotion of new digital technologies.</strong></p>
<p style="text-align: justify;">Other objective pursued by the initiative is to reduce the <strong>bureaucratization of services</strong> in public institutions to contribute to greater efficiency and <strong>transparency</strong> in <strong>public management.</strong></p>
<p style="text-align: justify;">The Brazilian State of <strong>Ceará</strong> will be the first state to benefit from <strong>financing with a 28 million dollar loan</strong> under the Digital Government axis, dedicated to implementing the digital transformation of the Judiciary sector, increasing its efficiency and user satisfaction.</p>
<p style="text-align: justify;">This program will help improve productivity in the <strong>provision of services</strong> and the effectiveness of the management of the <strong>Court of Justice of the State of Ceará (ECJ)</strong>.</p>

										<content:encoded><![CDATA[<div style="margin-bottom:20px;"></div><p style="text-align: justify;">The <strong>Inter-American Development Bank (IDB)</strong>, through IDB Invest, granted a financial package of <strong>125 million dollars</strong> to <strong>Engie&#8217;s Chilean</strong> subsidiary to accelerate the <strong>decarbonization</strong> of the electricity company in the Andean country.</p>
<p style="text-align: justify;">As reported by the agency in a statement, the funds have a term of up to <strong>12 years</strong> and will be used to build, operate and maintain the <strong>Calama wind farm,</strong> with an installed capacity of approximately <strong>151 megawatts (MW),</strong> which will be located near the city of Calama, in the Antofagasta Region.</p>
<p style="text-align: justify;">The action is part of Engie&#8217;s energy transformation plan, which, in addition to the successive closure of its coal units, foresees the development of more than <strong>1,000</strong> MW <strong>of wind and solar initiatives</strong> in <strong>Chile</strong> in the coming years.</p>
<p style="text-align: justify;">The operation has been structured through a <strong>pilot financial instrument</strong> that will monetize the real displacement of greenhouse gas emissions avoided by the early closure of coal-fired thermoelectric plants and replaced by clean technology projects. The agreement to develop this instrument was announced during the <strong>United Nations Conference on Climate Change in 2019.</strong></p>
<p style="text-align: justify;">Specifically, the financial item consists of a first loan of <strong>74 million dollars</strong>, <strong>15 million dollars from mixed financing from the Clean Technology Fund</strong> and another <strong>36 million dollars</strong> from the Chinese Fund for Co-financing in Latin America and the Caribbean.</p>
