<p style="text-align: justify;">The guide offers the necessary regulations so that government institutions can host <strong>blockchain technology</strong> in the different Colombian <strong>ministries and agencies</strong>. In addition, it provides tools so that projects can be created and developed in an &#8220;organized, staggered and structured manner, taking into account the recommendations of <strong>government agencies.&#8221;</strong></p>
<p style="text-align: justify;"><strong>Carmen Valderrama,</strong> Minister of Information Technologies of Colombia, said that blockchains have become &#8220;a necessity not only for the private sector but also for the public sector to the extent that it responds to many of the objectives set.&#8221; Individuals and organizations can consult the guide on facebook.com.</p>
<h2 style="text-align: justify;">Blockchain players in the public sector</h2>
<p style="text-align: justify;">Some institutions have become the protagonists of the public <strong>sector blockchain in</strong> <strong>Colombia</strong> and already have their activities based on this technology. One of the first institutions to venture into this type of technology will be the National Land Agency <strong>(ANT)</strong> with the purpose of offering &#8220;greater security in the land titling process.&#8221;</p>
<p style="text-align: justify;">Another organization that is also venturing into the blockchain is the Rural and Agricultural Planning Unit <strong>(UPRA</strong>), which will be based on the guide designed by the executive to monitor panela prices in the country.</p>
<p style="text-align: justify;">Minister Valderrama also recalled that in 2021 the executive launched a first version of the guide, which contained the basic principles of <strong>blockchain implementation in public</strong> administration. Which &#8220;left enormous lessons and allowed us to take great steps.&#8221;</p>

<h2 style="text-align: justify;">Ecological Bitcoin city</h2>
<p style="text-align: justify;">Another characteristic of the <strong>Bitcoin City</strong> is that it will <strong>work with renewable energy</strong>, stimulated by the <strong>Conchagua volcano</strong> and the government plans to finance it with <strong>bitcoin bonds</strong> in the beginning.</p>
<p style="text-align: justify;">President Bukele, together with Samson Mow, Blockstream&#8217;s director of strategy, announced that, for next year, El Salvador will be issuing <strong>“bitcoin sovereign bonds”</strong> for a value of <strong>one billion dollars</strong>, with which they plan to start the construction of this new city.</p>
<p style="text-align: justify;">The objective is &#8220;to facilitate investment in business and technology.&#8221; The new city will have green areas, spaces to share and work and everything will be digital, said Bukele.</p>
