<p style="text-align: justify;">The legal instrument, dated Monday, March 23, 2026, establishes that <strong>it is “a specific permit granted to ten legal entities</strong> that previously requested it and whose proposal was evaluated by the Cryptoassets Group of the Central Bank itself.”</p>
<p style="text-align: justify;">The official text details the request from legal entities and states that “the <strong>proposed operations are of socioeconomic interest to the country.”</strong></p>
<p style="text-align: justify;">Thus, it is clear that <strong>this is not a general authorization for the open use of cryptocurrencies,</strong> but rather subject to express authorization from the <strong>Central Bank,</strong> which has <strong>the power to order authorized entities to execute “purchase, sale, transfer, and custody operations of virtual assets exclusively through virtual asset service providers licensed</strong> by the Central Bank itself to operate within the national territory.”</p>
<p style="text-align: justify;">It is important to clarify that <strong>any direct operation outside authorized platforms is expressly prohibited.</strong> Furthermore, the <strong>regulatory body</strong> has stipulated that <strong>“only virtual assets authorized by the service provider contracted by each entity may be used.”</strong></p>

<p style="text-align: justify;">The approved legislation provides for the delivery of <strong>licenses </strong>to <strong>natural</strong> or <strong>legal persons</strong> who wish to operate services with bitcoin and virtual assets as a business. Said law will enter into force as of May 16 of this year.</p>
<p style="text-align: justify;">Cuba has historically been characterized by its restrictive policies on the economic and financial sector. However, with the approval of this new law, the Caribbean island &#8220;takes another step forward to <strong>adopt Bitcoin and its industry</strong>.&#8221;</p>
<p style="text-align: justify;">On the other hand, the new legislation will allow local and foreign companies to emerge to operate with cryptocurrencies and offer their services in the country.</p>
<h2 style="text-align: justify;">Central bank responsible for granting licenses</h2>
<p style="text-align: justify;">In accordance with the provisions of the Official Gazette, the Central Bank will be the only body authorized to <strong>grant licenses,</strong> both to natural and legal persons, who wish to operate services with <strong>Bitcoin and virtual assets.</strong></p>
<p style="text-align: justify;">Likewise, it indicates that the financial entity before granting the license must evaluate “the legality, opportunity and socioeconomic interest of the initiative, the characteristics of the project, the responsibility of the applicants and their experience in the activity. The Central Bank of Cuba issues the license, after consulting the <strong>Cryptoactive Group”.</strong></p>
<p style="text-align: justify;">Due to the novelty and experimental nature of these activities, the licenses granted will last for one year, extendable for a second year. The law also establishes that “<strong>virtual asset service</strong> providers cannot cease their operations without authorization from the Bank.”</p>

										<content:encoded><![CDATA[<div style="margin-bottom:20px;"></div><p style="text-align: justify;">According to <strong>Resolution 215/2021 published in the Official Gazette</strong> of <strong>Cuba</strong>, the regulations will enter into force <strong>within 20 days</strong> and will also regulate the granting of licenses to <strong>virtual asset</strong> service providers for operations related to <strong>financial, exchange and collection activity</strong> or of payments, on and from the island.</p>
<p style="text-align: justify;">The central <strong>Cuban institution defines these virtual assets</strong> as &#8220;the digital representation of value that can be traded or transferred digitally and used for payments or investments.&#8221; The term, according to the organization, includes the concepts of digital asset, <strong>crypto asset, cryptocurrency, virtual currency</strong> or digital currency.</p>
<p style="text-align: justify;">For its part, the concept of virtual asset service provider is defined as &#8220;any natural or legal person that as a business or in business activities engages in the <strong>exchange</strong> <strong>between virtual assets and legal tender</strong>&#8220;, as well as the exchange between a or more forms of virtual assets, the transfer or the administration of the same.</p>
<p style="text-align: justify;">Likewise, the <strong>Central Bank</strong> clarified that it is the only entity authorized to govern that <strong>financial institutions</strong> and other legal entities can use virtual assets among themselves and with natural persons, and carry out monetary-commercial operations, among others.</p>
