Musk also alleges that the report seeks to hurt Twitter’s business by scaring advertisers with unsubstantiated claims.

The report referenced by the Center for the Fight Against Digital Hate, released in June, accused Twitter of failing to take action against “99 % of the hate emitted by Twitter Blue subscribers,” a paid subscription. The Center claimed that the platform allowed this type of content to violate its rules without consequence, and that Twitter’s algorithms even amplified these toxic messages.

The Center’s study focused on tweets containing hate speech, issued by a group of one hundred Twitter Blue subscribers who were reported using the social network’s tools. Surprisingly, most of these messages were still active four days after the report.

In response to Musk’s legal threats, Imran Ahmed, executive director of the Center for Combating Digital Hate, claimed the businessman’s actions were an attempt to silence honest criticism and independent research. Ahmed also rejected Musk’s lawyer’s suggestion of a possible “further agenda,” saying the group does not receive funding from tech companies, governments or their affiliates.

Since Musk acquired Twitter and took over, he has implemented numerous changes to monetize the platform and increase revenue, while cutting expenses, including staff. These decisions have not been well received among advertisers, which has negatively affected the public perception of the company.
