Driving demands responsibility from the person in charge of a car. In Venezuela, the Land Traffic Law lists the documents all driver must have and bring to the authorities in case they ask for.

The main documents normally requested in the streets are identity card, driving license for the corresponding vehicle classification, driver medical certificate, Civil Liability Card, and circulation card.

In the case of freight transport drivers, “they also must have the updated Register of freight transport operators (ROTC in Spanish) and for public transport of people system, drivers must have the updated Service Provider Certificate, according to the National Institute of Land Transit.”

According to Celia Herrera, president of the Venezuelan Society of Transport and Road Engineering, drivers documents could be retained, as well as the vehicle, in case of any sinister on the way, especially in case of wounded or decease people.

In an interview for Union Radio on Monday, September 23, on driver’s documents and vehicles, Herrera said: “The situation goes in another direction according to the Civil Code. That is why lawyers say they (the policy) cannot take away the document, nor the vehicle for no reason, and even less without any explanation.”

Driver responsibility and good health condition

The Venezuelan Land Traffic Law details aspects related to the health condition of the one who drives a car, and points out the necessity of a good physical and psychic condition for a correct driving.

Also, it is mandatory for drivers to use properly the security seatbelt and monitor “the passengers comply with this requirement”, because in the case they do not follow this rule they could end fatally hurt in a car crash or, in the best of cases, get a fine.

In order to improve the conditions of roads and streets in Caracas and the 23 states of Venezuela, the Government announced on Wednesday a plan that includes the recovery and maintenance of more than 3,800 kilometers of roads, for which about 2.26 million tons of asphalt will be used, according to the Ministry of Transport.

The Minister of Transport, Ramón Celestino Velásquez Araguayán, indicated that the ‘National Plan of Integral Care to Roads 2024’ seeks to “improve mobility within cities” and “guarantee the safety and quality” of roads, according to a press release from his office.

In addition, the minister detailed that an inspection of more than 18,000 kilometers of road infrastructure was carried out, to establish the “actions necessary for maintenance and improvement” and to define “priority areas of work”.

“Our goal is to provide Venezuelans with quality roads that facilitate their mobility and contribute to the economic development of the country,” said the official, who invited the private sector to join this plan, in which regional and local authorities will participate.

The press release does not specify which areas will be targeted first, when this programme will start, or how long it will last.

According to the Economic Commission for Latin America and the Caribbean (ECLAC), the country’s infrastructure, whose economy fell by 75% between 2013 and 2021, has deteriorated in terms of public services, roads and transport, largely due to lack of maintenance, according to experts.

Civil engineer Celia Herrera, president of the Sociedad de Ingeniería de Transport y Vialidad (Sotravial), told this month that new investment models with combined sources of public and private capital are required to recover the country’s road network.
